TRIPEPI, EXECUTIVE DIRECTOR DATE: DECEMBER 1, 1998 RE: APPROVAL OF ENGINEERING PROPOSAL FOR STREET LIGHTING IMPROVEMENTS ON VARIOUS CITY STREETS (FY1998-99) Attached for your consideration is an engineering proposal from Willdan Associates for engineering design, utility coordination, contract administration, and construction observation for street lighting improvements on various streets throughout the Rosemead Redevelopment Agency as listed in Exhibit "A." The streets selected for the lighting improvements conform to priorities recommended in the Street Lighting Master Plan. The existing street lights will be converted to marblelite (concrete) poles with underground conduits in compliance with Illumination Engineers Society specifications. Upon completion of construction of the project, the new street lighting system will be owned, operated, and maintained by Southern California Edison. The total construction cost for the project is estimated to be $420,000. The proposed project is currently programmed in the fiscal year 1998-99 Redevelopment Agency budget. Construction of the project is anticipated to occur in the Spring of 1999. RECOMMENDATION It is recommended that the Rosemead Redevelopment Agency approve the attached engineering proposal and direct staff to begin the preparation of the necessary plans and specifications. Box 399 Rosemead, CA 91770-0399 Subject: Proposal for Professional Engineering Design, Utility Coordination, Contract Administration, and Construction Observation for Street Lighting Improvements on Various Agency Streets - Fiscal Year 1998-99 Dear Mr. Tripepi: As requested, we are pleased to be given the opportunity to submit this proposal for the above-referenced services. The street lighting improvements are proposed on various streets throughout the Rosemead Redevelopment Agency, as listed in Exhibit"A." The streets selected conform to priorities recommended in the approved Street Lighting Master Plan. The proposed street lights will be converted to marblelite (concrete) poles with underground conduits. The new street lights will be owned, operated, and maintained by Southern California Edison (SCE). SCOPE OF SERVICES We propose to provide the following basic services for the project: PRELIMINARY DESIGN 1. Perform research at the County of Los Angeles and the City of Rosemead for survey information. 2. Locate drive approaches, fire hydrants, street trees, and other possible interferences in parkway areas. 3. Obtain locations of street lights to be upgraded. 4. Confer with Agency staff to review, in full detail, the requirements for the project. Review available information, including SCE street lighting plans and data assembled by Agency staff. 5. Plot existing survey data. b. Identify and plot apparent substructures. c. Conduct field verification of survey data. 7. Prepare preliminary street lighting upgrade plans in compliance with SCE system. 8. Develop cost estimates for street lights construction. 9. Submit preliminary plans to all affected agencies and utility companies for review. 10. Submit preliminary street lighting plans to SCE for circuit design review. FINAL DESIGN PHASE 1. Based on theAgency's, SCE's, and utility companies'comments and requirements, revise plans. 2. Submit revised street lighting plans to SCE for final review and comments. 3. Prepare detailed final plans and attend coordination meetings, as necessary, with Agency personnel at various times during the design phase to obtain additional input and review work. 4. Obtain final approval from SCE for street lighting layout and design. 5. Prepare specifications and contract documents to conform to applicable requirements of the Rosemead Redevelopment Agency. 6. Prepare final project cost estimates. UTILITY COORDINATION 1. Submit copies of plans to all affected utilities and agencies. 2. Coordinate with SCE for locations of proposed underground street lights conduits. 3. Send notification of preconstruction conference to affected utility companies. 4. Attend the preconstruction conference. 5. Review project scope of work with each utility company at the preconstruction conference. Identify possible conflicts and work with each utility to assure that its facilities will be protected if properly identified. December 1, 1998 Page 3 6. Coordinate with Agency construction observer during construction to expedite the identification of any unknown utilities found during excavation. CONTRACT ADMINISTRATION 1. Provide Agency with 30 sets of final plans and specifications for bidding. 2. Assist the Agency in securing bids and awarding project. 3. Attend preconstruction conference and prepare minutes. 4. Provide contract administration for proper enforcement of the contract plans and specifications. 5. Provide engineering support, as needed, to make as-built revisions to the original plans. 6. Provide the necessary consulting services required to coordinate the efforts between the Agency and contractor. 7. Review and approve progress payment requests. 8. Answer inquiries and complaints for the Agency relating to the project. CONSTRUCTION OBSERVATION 1. Mark locations of proposed street lights. 2. Provide daily construction observation during the construction period. 3. Provide the necessary weekly, monthly, and final reports, as needed. 4. Provide copies of daily construction observation reports on a weekly basis, if requested. 5. Provide necessary coordination with SCE and other agencies to provide final inspection of the project. 6. Provide record drawings and project completion. 7. Provide report to Agency following final inspection stating that the project has been completed, and provide necessary data for Agency acceptance of the project. December 1, 1998 Page 4 FEE Our proposed fixed fees are as follows: • Preliminary and Final Design $ 41,500 • Utility Coordination 4,000 • Contract Administration 7,500 • Construction Observation 26,000 TOTAL (Fixed Fee) $79,000 The current estimated construction cost for the project is $420,000. The design fee is based on the fee curve schedule from the American Society of Civil Engineers. The total fee, excluding utility coordination, is in conformance with that portion of the City's agreement with Willdan Associates which pertains to design engineering services. The construction contract period is estimated to be 30-working days. Compensation for weekend inspection and inspection beyond the allocated working days and hours of the construction contract will be on a time-and-materials basis. The cost for testing materials will be provided through a separate contract with a testing laboratory. Willdan Associates will assist the Agency in the selection of a testing laboratory and will fully coordinate the services to be provided. She earned her Master of Library Science from CSU Fullerton in 1977,and began her full-time career with the County Library as Children's librarian at Norwood Library (1977-80). Since that time ,she has been CLM at Chet Holifield (1980-83), reference and children's at Monte- bello (1983-87), Chicano Resource Center librarian at East Los Angeles(1987-89), Regional Collection Coordinator in Central Region (1989-91), and , most recently Community Library at Rosemead (1991-1998).
