A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
ROSEMEAD MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH
RESPECT TO REDEVELOPMENT AGENCY PAYMENT FOR THE FY 1997/98
ASPHALT CONCRETE OVERLAY AND STREET LIGHTING PROJECT
WHEREAS, the improvement project will take place at locations within and adjacent to the
boundaries of Project Area No. 1 as depicted in Exhibit"A"; and
WHEREAS, the improvement project to be constructed in areas within and adjacent to Project
Area No. 1 will improve the area structurally; and
WHEREAS,the total Agency obligation for the project shall not exceed Seven Hundred Thousand
Dollars ($700,000).
NOW, THEREFORE, the Rosemead Redevelopment Agency resolves as follows:
Section 1 The Rosemead Redevelopment Agency finds, determines, and declares:
(a) The payment by the Rosemead Redevelopment Agency for the FY 1997/98
Asphalt Concrete Overlay and Street Lighting Project adjacent to Project Area No. 1, as depicted
in Exhibit "A", is of benefit to the Project Area. This finding is based on the fact that the
improvements made at the location indicated on Exhibit"A"will serve to improve the infrastructure
within and adjacent to Project Area No. 1.
(b) That there are no other reasonable means of financing such buildings, facilities,
structures or other improvements available to the community. Although the City has a General
Fund surplus, the uncertainty of continuing municipal revenue sources militates against the
depletion of the existing reserves until such time as revenue sources and major required
expenditures are stabilized.
(c) The payment by the Rosemead Redevelopment Agency for the specified asphalt
concrete overlay and street lighting improvements will eliminate blighting conditions within the
project area by providing a "new" street appearance on roadways within and adjacent to the
project area, thus enhancing the value of abutting properties.
Section 2 The Agency Secretary shall certify to the adoption of this Resolution.

IMPROVEMENTS ON HIGHCLIFF STREET
The subject project includes reconstructing and widening Highcliff Street from Jackson
Avenue to Del Mar Avenue. Highcliff Street will be widened from the existing 30-foot wide
roadway to the standard width of 36 feet curb-to-curb, within the existing 50-foot public
right-of-way.
Following are the proposed street improvements on Highcliff Street:
• Reconstruction of street pavement.
• Installation of new curb and gutter, driveway approaches, parkway trees, and
sidewalk, as well as handicapped access curb ramps in compliance with the
Americans with Disabilities Act (ADA) requirements.
• Installation of new street lights with marblelite (concrete) poles and underground
conduits. The new street lighting system will be owned, operated, and maintained
by Southern California Edison (SCE).
• Installation of an 8-inch water main and service laterals. Upon completion of the
water improvements, the water main will be conveyed to Southern California Water
Company.
The proposed schedule for construction is as follows:
Receive Bids February 26, 1998
Award contract March 10, 1998
Begin Work April 6, 1998
Complete Work June 5,1998

The specifications have been reviewed and are acceptable to the City Engineer. The
Engineer's estimate for construction is $445,000.
RECOMMENDATION
It is recommended that the Rosemead Redevelopment Agency approve the plans and
specifications and authorize advertisement for bids by the Agency Secretary.

STREET LIGHTING IMPROVEMENTS ON VARIOUS STREETS; FISCAL
YEAR 1997-98
Attached for your consideration is an engineering proposal from Willdan Associates for
engineering design, design survey, utility coordination, monument restoration, contract
administration, and construction observation for asphalt concrete overlay and street lighting
improvements on various streets.
The asphalt concrete overlay is proposed on various streets throughout the Rosemead
Redevelopment Agency, as listed in Exhibit "A". The streets selected conform to priorities
recommended in the 1996 Pavement Management System (PMS) report.
Generally, all of the street improvements include an asphalt concrete overlay with
rubberized asphalt concrete. Each of these streets is in need of an overlay to prevent
more serious and costly deterioration which may lead to complete reconstruction. Work
on each street will also include the repair of curb, gutter, and sidewalk.
As shown in Exhibit "A", Walnut Grove Avenue between San Gabriel Boulevard and Rush
Street is included in this project. As you are aware, Walnut Grove Avenue between Drayer
Lane and +/_ 550 feet south of Rush Street is under jurisdiction of Los Angeles County.
Staff contacted and informed the County of the Agency's plan to overlay Walnut

Avenue and inquired whether the County desired to overlay its portion of the street along
with the Agency's Fiscal Year 1997-98 overlay project. Los Angeles County submitted a
letter(see attached)indicating interest in the project and requested that the Agency include
overlaying the County's portion of Walnut Grove Avenue with the Agency's project. Design
and construction of the improvements within the County's jurisdiction will be financed by
the County of Los Angeles through a cooperative financial agreement between the City of
Rosemead and the County. The agreement will be presented to the Agency for approval
upon its receipt from the County. The agreement shall be executed by both parties prior
to advertizing the project for bids.
The improvements on Walnut Grove Avenue within the City's right-of-way will include the
following:
• Street resurfacing with asphalt-rubber hot mix overlay.
• Repair of damaged and uplifted sidewalk, curb and gutter, and driveway
approaches.
• Installation of handicapped access ramps to comply with the Americans with
Disabilities Act (ADA) requirements.
• Installation of a City Entrance Sign at the intersection of Walnut Grove Avenue and
San Gabriel Boulevard. The sign will be located within the existing park property
at the northeast corner of the intersection. Placing the entrance sign at this location
will allow views of the sign from the Pomona Freeway (Route 60) off-ramp as well
as San Gabriel Boulevard.
• Installation of parkway trees as part of the Walnut Grove Avenue beautification
project. The corridor between Klingerman Street and Rush Street is dominated by
the corporate landscaping of the Southern California Edison (SCE) Company. The
primary street tree along SCE frontage is the Magnolia tree, which creates a formal
streetscape theme for the corridor. In order for the Agency to maintain and continue
such a streetscape theme, Magnolia street trees will be planted along the corridor.
• Signing and striping of the corridor.
The Agency's portion of the proposed asphalt concrete overlay project has been approved
by the state for the State-Local Transportation Partnership Program (SLTPP)funds(Cycles
8 and 9). In order for the City to obtain its share from the SLTPP funds, the state requires
that Cycle-8 projects must be awarded for construction prior to June 30, 1998.
Street lighting improvements are proposed on various streets throughout the Rosemead
Redevelopment Agency, as listed in Exhibit "B". The streets selected conform to priorities
recommended in the approved Street Lighting Master Plan. The proposed street lights will
be converted to marblelite (concrete) poles with underground conduits. The new street
lighting system will be owned, operated, and maintained by SCE.

The total construction cost for this project, including street lighting improvements, is
estimated to be$667,200: $567,200 for the Agency and $100,000 for Los Angeles County.
The proposed project is currently programmed in the 1997-98 Agency budget.
Construction of the project is anticipated to occur in the Summer of 1998.

The total fee, excluding utility coordination and monument restoration, is in conformance
with that portion of the City's agreement with Willdan Associates which pertains to design

RECOMMENDATION
It is recommended that the Rosemead Redevelopment Agency approve the attached
engineering proposal and direct staff to begin the preparation of the necessary plans and
specifications.
