Minutes of July 11, 1967
A regular meeting of the City Council of the City of
Rosemead was held in the Council Chambers, 3013
Charlotte Avenue. The meeting was called to order
by Mayor Andersen at 0:02 o'clock p.m.
1. CALL TO ORDER
The Pledge of Allegiance was led by Mayor pro tem
Whiddon.
The Invocation was delivered by the Reverend Richard
Reed, Minister of Education at Hope Union Church.
2. ROLL CALL
Present: Councilmen: Andersen, Jackman, Lowrey,
Whiddon.

Ex officio: Armstrong, Farrell, Street, Watson.
3. APPROVAL OF MINUTES: JUNE 27, 1967 - REGULAR MEETING.
it was moved by Councilman Lowrey, second by Councilman
Whiddon, and unanimously carried, that the minutes of
June 27, 1967, be approved as printed.
4. ORAL COMMUNICATIONS FROM THE AUDIENCE.
Bill O'Conner, 4635 Fendyke Avenue, addressed the Council
regarding their action with respect to a recommendation
from the Traffic Commission for a temporary signal at
Mission Drive and Muscatel Avenue. Mr. O'Conner stated
• he did not feel the minutes of June 13, 1967 were
correct and it was his belief that they should have
been corrected.

• THE MUNICIPAL CODE.

CARTS. INTRODUCTION.
AN ORDINANCE OF THE CITY OF ROSEMEAD PROHIBITING
UNAUTHORIZED USES OF SHOPPING CARTS AND AMENDING THE
MUNICIPAL CODE.
• Attorney Watson presented this ordinance in full.
It was moved by Councilman Lowrey, second by Council-
man Jackman, that Ordinance No. 212 be introduced.

9. ORDINANCE NO. INCREASE IN LAND DIVISION FEES.
INTRODUCTION.
Mayor Andersen ordered this matter deferred to a later
is meeting.
10. HEARING OFFICER'S REPORT. ROSE ROOM. DANCE AND
ENTERTAINMENT.
City Administrator Farrell presented the report of
the Hearing Officer that this application be denied.

City Attorney Watson advised the Council that Section
620. of the Rosemead Municipal Code would require that
the applicant serve full course meals as a part of the
business making application for license.
It was moved by Councilman Whiddon, second by Mayor
Andersen, that these licenses be denied.

11. REPORT ON AIR CONDITIONING UNIT FOR COUNCIL CHAMBERS.
City Administrator Farrell advised the Council that
the only unit the various air conditioning companies
recommended would cost approximately $1,300.00.
Following discussion, and with the concurrance of
Council, Mayor Andersen ordered the City Administrator
not to proceed with this matter.
12. REPORT Oil FENCING OF CAR STORAGE AREA.
City Administrator Farrell presented the cost estimate
for an enclosed car storage area behind the present
City Hall.
Following discussion, and with the concurrance of
Council, Mayor Andersen ordered the City Administrator
not to proceed with this matter.

13. RESOLUTION N0. 67-60. CLAIMS AND DEMANDS.
• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF
$84,628.92 DEMANDS NUMBERS 3816 THROUGH 3883.
City Administrator Farrell presented this resolution
by title only.

and advised the Council that it must be set for public
hearing.

man Lowrey, and unanimously carried, that further
reading be waived.

man Lowrey, that Ordinance No. 213 be introduced and
be set for public hearing August 8, 1967.

15. REQUEST FOR DE-ANNEXATION BY CITY OF MONTEREY PARK.
City Administrator Farrell presented this request
from the Cit of Monterey Park that the City de-annex
portions of , parcels which are partially in each City.
Following discussion, no action was taken on this
request.
16. AUTHORIZATION FOR ADVERTISEMENT IN ROSEMEAD REVIEW
• BIRTHDAY EDITION.
City Administrator Farrell advised the Council that
the Review had offered a full page advertisement in
this birthday edition for the cost of black and white
and the paper will donate the color. Cost of advertise-
ment is $490.00.
It was moved by Mayor Andersen, second by Councilman
Lowrey, that the Council approve this full page
advertisement in the Rosemead Review Birthday Edition
at a cost of $490.00.

17. AMENDMENT TO CHAMBER OF COMMERCE AGREEMENT.
City Administrator Farrell briefly explained the
existing agreement and advised the Council that
this amendment would extend the existing agreement
to June 30, 1968.

man Whiddon, that this Amendment to the Chamber of
Commerce Agreement be approved.

18. AMENDMENT TO PUBLIC RELATIONS AGREEMENT.
City Administrator Farrell briefly explained the
existing agreement and advised the Council that this
amendment would extend the existing agreement to
June 30, 1968.
It was moved by Councilman Lowrey, second by Council-
man Whiddon, that this Amendment to the Public
Relations Agreement be approved.

IS 21. A. CITY OF INGLEWOOD.
City Administrator Farrell presented this notification
of the general membership meeting of the League of
California Cities July 20, 1967 at Hollywood Park Turf
Club.
B. UNITED NATIONS ASSOCIATION OF THE UNITED STATES
OF AMERICA.
City Administrator Farrell presented this communication
requesting that October 24, 1967 be proclaimed United
Nations Day.
Mayor Andersen stated if there were no objections
• he would proclaim October 24, 1967 as United Nations
Day. There were no objections.
22. ORAL COMMUNICATIONS FROM THE AUDIENCE.
Doug Stone, Chamber of Commerce Manager requested that
the Mayor appoint a committee to work with the Chamber
of Commerce committee to study reassessments of
property by the Tax Assessors office currently in
progress in the City.

23. NATTERS FROM CITY OFFICIALS.
A. Mayor Andersen announced the dedication ceremonies
• of the new Christian Education Building of the First
Baptist Church to be held July 23, 1967 at 4:00 o'clock
p.m. The public is invited.
B. It was moved by iviayor Andersen, second by Council-
man Lowrey, that the Council reconsider the budget for
possible amendments.
