RE: 7511 EGLEY AVENUE - HEARING
The subject property consists of a tenant-occupied single family residence located in the R-2
zone. A"Please Letter"and a"bulky item" trash notice were mailed to the property owner on
July 7, 1997. Inspection on August 8, 1997 revealed no progress. The Building Official
declared the property substandard and filed a Declaration of Substandard Property with the
Los Angeles County Recorder's office. A"Thirty Day certified letter was mailed and posted
on the property on August 25, 1997, requesting abatement of the substandard conditions. On
September 11, 1997, the owner's son-in-law, Robert Crook, came to City Hall. He advised
staff that the owner, Edith Branch, was deceased and that he would be handling her affairs.
He also indicated that he had served the tenants with an eviction notice. Progress inspections
in September, October and November 1997 revealed no visible progress. According to Mr.
Crook, the tenants refuse to leave and they refuse to allow him access to the house. He
advised staff that he would take legal action in December 1997 to have the tenants removed.
On December 29, 1997, Mr.Crook returned to City Hall. He requested a time extension due
to medical reasons, and again stated that he had retained an attorney to continue with eviction
proceedings. Inspections in January and February 1998 showed no apparent change at the
property. On February 11, 1998, Mr. Dale Hardeman, attorney for Mr. Crook, telephoned.
He discussed the list of defects with the building inspector and stated the tenants would be
served with another'Thirty Day Notice". A copy of such notice was received the following day.
To date, the dwelling is still occupied and no permits for repairs have been obtained.
A Notice of Hearing was mailed and posted on the property on March 9, 1998. All interested
parties have been notified.

It is recommended that the Board find the property substandard and order all substandard
conditions removed and/or corrected by May 1, 1998. However, if eviction proceedings are
delayed, by circumstances beyond the control of the owner, the abatement date may be
extended to June 1, 1998, on the condition that permits have been obtained.

I currently manage this rental crooerty for the estate of Edith F.
branch. A first and second letter have been sent fly your office regarding
this brooerty. I have attache° a coc+ of the first letter. The second
letter was addressed to Edith F. branch. reolftered. The Foetal Service
delivered a notice. The Post Office refused to reiinauish the letter
without a death certificate. Ey the time we had obtained a certificate
the second letter had been returned. I was in your office approximately
one week later and the letter had not returned at thGt time. It would be
very helpful if you would address future correspondence to me directly.
I am aware of the condition of the exterior of this property. Until
receipt of your letter I was unaware of the conditions of the interior.
The tenants have repeatedly refused access to the house and denied any
problems existed. They have Penn perennially late with rent payments and
have turned the yard Into a Junkyard of old cars, trucks. and car parts.
They were asked to leave on at least two occasions.once in late May and
again on June 5 1997. They were finally served a thirty notice to vacate
on June 26 1997. A copy of this notice is attached. At that time I was
accused of narassing them. They resounded by reporting the condition of
the house to your office.
After receiving your letter of July 7 1997, which was received
aooro:;imately July 12 1997. I attempted to inspect this property on thee
occasions. The tenants-in-oossessi on.Frank and Mary Hernandez refused to
answer the door.
This house will reouire an extensive amount of work. It is virtually
inioossible to perform renovations of this magnitude with ceeole residing
in the house.
I have not yet taken le9a1 action to effect their removal but will
soon. At such time as the house becomes vacant I will begin the reouired
renovations.

Rosemead Building Code, because of the defects enumerated in the attached list
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement thereof
by correction, if practical, or demolition of the substandard conditions.
