TO SEEK BIDS FOR STREET IMPROVEMENTS ON VALLEY
BOULEVARD - FEDERAL PROJECT NO. DBL-5358 (003) AND CDBG
PROJECT NO. P76102
Attached for your consideration for approval and authorization to advertise for bids are
the plans and specifications for the street improvements on Valley Boulevard. The
proposed improvements on Valley Boulevard, from west City limit to east City limit,
include the following:
• Resurfacing of existing pavement;
• Reconstruction of the intersection of Valley and Rosemead Boulevards as a
concrete intersection;
• Traffic signal modifications at the intersections of Valley/Rosemead and
Valley/Ivar;
• Removal of the meandering curbs located in the parking lanes between
Muscatel Avenue and Loma Avenue;
• Installation of a new street lighting system between Muscatel Avenue and Loma
Avenue to comply with current standards, including the installation of decorative
street lights;

• Installation of a communication conduit system between Charlotte Avenue and
Rosemead Boulevard;
• New sidewalk and driveways along the entire corridor;
• Installation of 36-inch box Sweetshade street trees, tree well covers, and
irrigation system. Twelve Eucalyptus trees are to be saved and protected in
place on Valley Boulevard between Muscatel and Loma Avenues;

• Installation of new lighted bus shelters (see attached sample). The new
shelters will be installed at locations where existing ones are presently located.
In addition, trash receptacles will be installed at all bus stops along the entire
corridor; and
• Installation of handicap access ramps in compliance with the Americans with
Disabilities Act (ADA) on various locations along the corridor.
The project also includes improvements on Valley Boulevard and Easy Street in the
Cities of San Gabriel and El Monte. Design and construction of the improvements
within each neighboring city will be financed by each city through a cooperative financial
agreement between the City of Rosemead and the Cities of San Gabriel and El Monte,
separately. The agreements will be presented to the City for approval upon its receipt
from the Cities of San Gabriel and El Monte. The agreements shall be executed by all
parties prior to start of construction.
The proposed schedule for construction is as follows:
Receive Bids May 20, 1998
Award Contract June 9, 1998
Begin Work July 6, 1998
Complete Work April 23, 1999
Pursuant to the City of Rosemead's policy against commencing construction of major
projects during the holiday season, construction of the subject project has been phased
into 2 areas of work:
1. Central Area - between Loma Avenue and Muscatel Avenue; and
2. Ends Area - east of Loma Avenue and west of Muscatel Avenue.
The project's specifications state that the first order of work shall be within the Central
Area and all work on the project shall cease on November 20, 1998. The remaining
work (including work on the Ends Area) shall recommence on January 4, 1999. This is
in order to avoid inconvenience to residents and businesses from construction activities
during the holiday season.
The specifications have been reviewed and are acceptable to the City Engineer. The
Engineer's estimate for construction is $3,100,000. Construction of the project is
funded by the Intermodal Surface Transportation Efficiency Act (ISTEA), Community
Development Block Grant (CDBG), Proposition "C", Gas Tax, General Fund, Street
Lighting District Fund, and State-Local Transportation Partnership Program (SLTPP).

RECOMMENDATION
It is recommended that the City Council approve the plans and specifications and
authorize advertisement for bids by the City Clerk.
