Recommendation: That the City Council approve the minutes from the regular
meeting on April 10, 2018.

C. Protected Left Turn Installation on Ivar Avenue at Valley Boulevard
On April 5, 2018, the Traffic Commission reviewed a staff request for the
installation of a protected left turn signal for the northbound and southbound traffic
on Ivar Avenue at Valley Boulevard. City staff has found that the intersection of
Ivar Avenue and Valley Boulevard experiences heavy traffic, causing a backup of
vehicles heading both northbound and southbound on Ivar Avenue.
Recommendation: That the City Council approve the installation of a protected
northbound left turn signal and a protected southbound left turn signal from Ivar
Avenue onto Valley Boulevard.
6. MATTERS FROM CITY MANAGER& STAFF
A. Annual Comprehensive Fee Resolution Update
The City provides various "individualized" services (i.e., inspections, permits,
variances, etc.)that are not of general benefit. Historically, many of these services
have been provided at a city cost greater than the price being charged for them thus,
resulting in the subsidies of the remaining costs of service from the general
taxpayers. As a matter of routine fee maintenance and to keep pace with increasing
costs of individualized services,the fees charged to users needs to be review-ed on
a regular basis, preferably each year.
In the interest of being responsive to the service needs of Rosemead residents and
businesses, not all fees need to be adjusted and some are controlled by statute.
Consequently, not every fee is being recommended for an adjustment this year.
Those with strikethroughs and identified in red are for adjustment, all others will
remain unchanged.

A COMPREHENSIVE SCHEDULE OF FEES AND
CILARGES
Recommendation: That the City Council approve Resolution No. 2018-24, Annual
Comprehensive Fee Schedule.
B. License Agreement—8828 Glendon Way
At the January 2018 City Council meeting, Mayor Ly requested that staff study
options on how privately owned vacant lots may be used for recreational uses to
benefit the public. Such privately owned vacant lots are an eyesore to the
community and the desire is to activate the lots as a public benefit until at such time
the properties are developed.
One possibility is to create temporary community gardens that the community may
use to grow produce for personal use. The benefit of the community garden concept

is that the necessary improvements would be minimal, the land may be
decommissioned relatively with minimal effort to its original condition, and
maintenance of the property may be assumed by participants of the garden.
A vacant lot located at 8828 Glendon Way has been identified as a potential
location for such community garden and the property owner has agreed to license
the lot to the city on a month-to-month basis. A License Agreement has been
negotiated and is presented to the Council for consideration. Upon Council's
approval to execute the Agreement and procure site control, staff will develop a
community garden program and improvement plans for Council's further
consideration and approval at a future date.
Recommendation: That the City Council authorize the City Manager to execute a
License Agreement with Hartford Hotel Investment Inc. for a community garden
use of a property located at 8828 Glendon Way, Rosemead CA 91770.
C. Draft Curb Marking Policy and Procedures for Red, Green, Yellow, and White
Curbs
At the direction of the City Council,staff has prepared a Draft Curb Marking Policy
and Procedures for Red, Green, Yellow, and White Curbs (Draft Policy and
Procedures) document to identify the procedures and approval criteria associated
with installing curb markings within Rosemead. On April 5, 2018, the Traffic
Commission reviewed this document, suggested two minor additions, and
recommended that it be forwarded to the City Council for approval.
Recommendation: That the City Council review and approve the Draft Curb
Marking Policy and Procedures for Red, Green, Yellow, and White Curbs.
D. California Natural Resource Agency's Urban Greening Grant—Duff Park
The City applied for funding under the California Natural Resources Agency's
Urban Greening Grant(Urban Greening Grant) for the amount of$987,000 for the
Duff Park Improvement Project, a new park development. This new park
development will be located in the open space area of Duff School, adjacent to
Garvey Park, and will consist of the installation of a walking trail, volleyball court,
basketball/badminton court, landscaping, irrigation, and other miscellaneous
improvements. The City has been informed that this project has been selected for
funding under the Urban Greening Grant in the amount of$520,533. As part of the
grant requirements,the City will be required to provide a$284,500 match for a total
project cost of$805,033.
Recommendation: That the City Council appropriate$805,033 from the unassigned
general fund balance for the Duff Park Project. Out of this amount, $520,533 will
be reimbursed through the California Natural Resource Agency's Urban Greening
Grant and $284,500 will be the City's required match contribution.
F. Approval of Professional Services Agreement for Public Works Inspection
Services

For the past several years, the City has utilized consulting firms to perform public
works inspection services for encroachment permits and major capital projects
involving street, landscaping,transportation,and utility improvements. For the last
three years, the City has had Professional Service Agreements (PSAs) with SCB
Inspections and Pine Creek for these services. These PSAs will expire on June 30,
2018. As a result, staff has completed the bidding process for a new three year PSA
with a consultant for public works inspection services and is requesting that the
City Council award it to the lowest responsive bidder.
Recommendation: That the City Council authorize the City Manager to enter into
a three (3) year PSA with SCB Inspection, with an option to extend the PSA for
two (2) additional one-year periods, to provide public works inspection services at
an annual cost not to exceed $150,000.
7. MATTERS FROM MAYOR& CITY COUNCIL
A. Mayor's Appointments for 2018-2019
Each year, a listing of City Council Member appointments to a variety of Regional
and State committees and boards is prepared and submitted to the Mayor.
To assist the Mayor in making the appointments,members of the City Council were
provided with a copy of last year's (2017-2018) appointments as well as a blank
form for 2018-2019 so that each Councilmember has an opportunity to fist his/her
preference for appointments to the various boards and committees.
Once the appointments have been made, the City Clerk's office will prepare Form
806 as required by the Fair Political Practices Commission (FPPC) and
immediately file the form with the FPPC and post it on the City's website.
Recommendation: That the City Council approve the Mayor's Appointments for
2018-2019.
