The subject property consists of two vacant single family dwellings located in the R-2 zone. A
"Please Letter" was mailed to the property owner on March 3, 1998. The letter was returned. The
Building Official declared the property substandard and filed a Declaration of Substandard Property
with the Los Angeles County Recorder's office. A "Fifteen Day" certified letter was mailed and
posted on the property on March 19, 1998, requesting abatement of the substandard conditions. The
certified letter was also returned -"forwarding order expired". Inspection on April 8, 1998 revealed
no progress. A "bulky item" trash notice was mailed to the tenants on April 9, 1998. A follow-up
inspection on May 20, 1998 showed no change at the property. On May 21, 1998, a "Notice of
Intent to Barricade" was mailed and posted on the property. On June 1, 1998, the owner's
granddaughter, Renee Melendrez, contacted the building inspector. She indicated that she had
secured the front house, 2637 Earle Avenue, but was unable to finish the rear unit, 2639 Earle
Avenue. She agreed to have the City complete the work. Staff contacted Interstate Field Services
and the remainder of the property was barricaded on June 3, 1998. A"Notice of Cost" will be sent
to the owner.
A Notice of Hearing was mailed and posted on the property on June 8, 1998. All interested parties
have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard conditions
removed and/or corrected by August 3, 1998. However, if permits and approvals are obtained, and
sufficient progress is achieved by August 3, 1998, the abatement date may be extended to September
1, 1998.

NOTICE OF INTENT TO BARRICADE
Dear Mr. Ramirez:
An inspection of the above mentioned property on May 20, 1998 found it to be open and accessible
in violation of the City of Rosemead Municipal Code. Section 9908 of the Building Code declares
all such buildings a public nuisance and requires the abatement thereof.
As the owner of record, you are hereby notified to comply with the requirements of the above code;
to securely barricade the building(s) BY 8:00 A.M., MAY 28, 1998. Minimum barricade
requirements include 1/2 " plywood installed over all openings to the structure(s) to substantially
prevent unlawful entry. A six foot high temporary fence surrounding the property shall also be
installed in accordance with the City Municipal Code Section 9121.17(F). (Copy enclosed)
In the event that you fail to comply with the deadline stated above it is the City's intention to enter
on the property and securely barricade the structure(s) to prevent unlawful entry COMMENCING
ON MAY 28, 1998, to eliminate the threat to public safety.
The cost of the FHA style barricade performed by City contract includes fees of approximately
$75.00 per security door, and between $35.00 to $50.00 per opening. The property will also be
fenced at the rate of$3.00 per lineal foot, with a pair of gates costing about $98.00. The actual cost
of the work plus processing fees of$492.15, as specified in the Building Code,will he charged to the
owner of the property.
Unpaid costs may become a special assessment against the property, this may require an additional
$345.00 for recording and fling fees.

TEMPORARY FENCING REQUIREMENTS
The Rosemead Municipal Code Section 9121.17(F) requires temporary fencing of
any unattended property that is vacant, under construction, or being
demolished. The fence is to be in place any time the job site is unattended
and until the building final is obtained. Failure to comply with the
provisions of the section will result in • hold on any further inspections
until the requirements are met.
The section reads as follows:
(F) All property that is vacant, under construction, or being demolished
shall be totally enclosed around the perimeter by a fence. The fence shall
be a minimum of six (6) feet in height as measured from adjacent property,
and adequately constructed from chain link, lumber, masonry or other
approved materials. Said fence shall be installed prior to the initiation
of any construction or demolition and shall be continuously maintained in
good condition. The required fence shall be entirely self supporting and
shall not encroach or utilize structures or fencing on any adjacent
property without prior written approval of the adjacent property owner.
Signs shall be posted on all property that meets the requirements of this
subsection stating the following: "Private Property, No Trespassing" The
location, type and installation of said fencing and signs shall be subject '
to the approval of theDirectorof Planning or other designated officials.
For the purposes of this subsection, vacant property shall mean property
which has no structures or buildings or, property that has buildings or
structures which are unoccupied. "Under construction", and "demolish" shall
be defined pursuant to the Los Angeles County Building Code as adopted by
the City of Rosemead. "Unoccupied" shall mean any building or structure
which is not secured, locked or closed, or is not constantly being used for
its intended purpose, or is accessible to juveniles, transients, or
loitering, or is by virtue of its unattended status a potential health,
fire or safety hazard.

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement thereof
