RE: 7847 DOROTHY STREET - HEARING
The subject property consists of a vacant single family residence located in the R-2 zone. A
"Please Letter" was mailed to the property owner on October 28, 1996. Inspection on
November 27, 1996 revealed no progress. The Building Official declared the property
substandard and filed a Declaration of Substandard Property with the Los Angeles County
Recorder's office. A "Thirty Day" certified letter was mailed and posted on the property on
December 12, 1996, requesting abatement of the substandard conditions. The letter was
returned "unclaimed' and was sent again by first class mail. A progress inspection on January
15, 1997 showed no change. Inspection on February 14, 1997 found the garage to be open and
accessible. The building inspector attempted to phone the owner, who resides in Utah, but no
number is listed with telephone company information. On February 19, 1997, a "Notice of
Intent to Barricade" was mailed and posted on the property. No response was received.
Interstate Field Services barricaded the building on March 3, 1997. A "Notice of Cost" was
sent to the owner on March 10, 1997. Progress inspections in March, April, May and June
1997 showed the property to be secure, however all items on the list of defects remain. In
addition to the original deficiencies, the property now contains overgrown weeds and
vegetation. Staff has received no response or had any contact with the owner since the
initiation of the case. On July 1, 1997, a special assessment was filed against the property for
the barricading costs incurred.
A Notice of Hearing was mailed and posted on the property on July 8, 1997. All interested
parties have been notified.

NOTICE OF COST TO BARRICADE
SUBSTANDARD BUILDING
This substandard building was boarded and secured as required by the Sheriff/Fire
Department's request, due to serious fire hagards and a threat to public safety.
The cost of such boarding and securing work, 5734.15, is a charge against the property upon
which the substandard conditions were located.
The correctness or reasonableness of the costs may be appealed by filing with the Building
Official, Rehabilitation Section, 8838 Valley Boulevard, Rosemead, California, a written
request for a hearing. This request for hearing must be submitted within five (5) days of
receipt of this notice.
If no appeal is filed within this five (5) day period and if the costs are not paid in full within
ten (10) days following this notice, a statement of the total balance plus a recording fee will
be recorded in the office of the County Recorder. From the date of recording, such balance
due shall be a special assessment against the property.

NOTICE OF INTENT TO BARRICADE
Dear Mr. Taft:
An inspection of the above mentioned property on February 19, 1997 found it to be open
and accessible in violation of the City of Rosemead Municipal Code. Section 9908 of the
Building Code declares all such buildings a public nuisance and requires the abatement
thereof.
As the owner of record, you are hereby notified to comply with the requirements of the
above code; to securely barricade the building(s) BY 8:00 A.M., FEBRUARY 24, 1997.
Minimum barricade requirements include 1/2 " plywood installed over all openings to the
structure(s) to substantially prevent unlawful entry. A six foot high temporary fence
surrounding the property shall also be installed in accordance with the City Municipal
Code Section 9121.17(F). (Copy enclosed)
In the event that you fail to comply with the deadline stated above it is the City's intention
to enter on the property and securely barricade the structure(s) to prevent unlawful entry
COMMENCING ON FEBRUARY 25, 1997, to eliminate the threat to public safety.
The cost of the FHA style barricade performed by City contract includes fees of
approximately $75.00 per securitydoor, and between $35.00 to $50.00 per opening. The
property will also be fenced at the rate of $3.00 per lineal foot, with a pair of gates costing
about $98.00. The actual cost of the work plus processing fees of $491.15, as specified in
the Building Code, will be charged to the owner of the property.
Unpaid costs may become a special assessment against the property, this may require an
additional $345.00 for recording and filing fees.

7:00 a.m. to 11:00 a.m..

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement thereof
by correction, if practical, or demolition of the substandard conditions.
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. Al] such work shall be completed within thirty(30) days after receipt
of this letter. Be advised if you are renting this property to others the City may file a Notice of Non-Compliance with
the State Franchise Tax Board. Revenue and Taxation Code, Section 17274 states: "No deduction shall be allowed
for interest, taxes depreciation or amortization...with respect to substandard (rental) housing."
This notice will be posted on the property. If in your opinion, you disagree or cannot comply with the above findings
or order, you may request a public hearing. The request for hearing must be within thirty (30) days after posting of
