SUBJECT: INSTALLATION OF RED CURB—7848-7850 WHITMORE STREET
SUMMARY
The Traffic Commission has received a request from a resident who lives at 7848-7850 Whitmore Street
for the installation of red curbing between her two driveway aprons. The resident complaint describes
that vehicles are frequently parked in this small space and, as a result, block or partially block the
driveways. The resident also stated that on trash pick-up days,vehicles parked in this space leave no place
for the resident to put their trash cans. The curb space between the resident's two driveways is
approximately 9-feet in length,which does not provide the minimum 18-feet needed for one parking space
as established in Standard Plans issued by the California Department of Transportation (Caltrans).
STAFF RECOMMENDATION
It is recommended the Traffic Commission propose to the City Council that 9-feet of red curb be painted
between the two driveway aprons at 7848-7850 Whitmore Street.
ANALYSIS
The resident at 7848-7850 Whitmore Street has expressed a concern that vehicles are frequently parked
between the two driveway aprons blocking or partially blocking the driveways as well as leaving the
resident with no place to put their trash cans on trash pick-up days.
Whitmore Street is a residential, single-family neighborhood. Parking is permitted on both sides of the
street and currently is unrestricted with the exception of certain hours every week for street sweeping.
Staff conducted a site visit and determined that nearly the entire distance of the resident's street frontage
is taken up by the resident's two driveways. The curb space between the resident's two driveways is
approximately 9-feet in length. By installing a red curb in this area, safety concerns will be mitigated and
will allow the resident an area to place their trash cans on trash pickup day without any significant parking
implications.

Dear J.Patrick Piati:
I am ibe owner at the property 7848.7850 Whitmore Street.Rosemead,CA 91770. I am writing to you
requesting that the city paint the curb in red in front of my property appropriately.This will avoid the on-going
issues that we are having right now. There are cars blocking our drive way,especially,on Thursday night;each
household puts the trash out for Friday morning trash services that occupy some parking spaces. The car
owners do not go further to look for parking spots.They just park close to someone's drive Hay without being
concerned about what problems this will create for emergency exits and daily exits.
Yesterday morning,31712018,6:30am,my car was not able to get out to go to work. This caused a big problem
for me being late to work and being absent for attending a morning meeting at work. I have attached some
sample pictures for you to see how people parked their cars in front of the property that blocked our exit. I am
asking you to assist us to revolve these problems by painting the red paint in hunt dm property's curb
appropriately and immediately.
