SUBJECT: INSTALLATION OF RED CURB—2704 KELBURN AVENUE
SUMMARY
The Traffic Commission has received a request from a resident who lives at 2704 Kelburn Avenue
requesting that the City adopt of an ordinance banning street parking on trash collection days. The resident
states that two vehicles are frequently parked in the area north of his driveway apron leaving him no space
to place his trash cans on trash collection days. The curb space to the north of his driveway approach is
approximately 29-feet in length. This area would accommodate a minimum of one parking space of 18-
feet in length, which is the minimum length for a parking space established in Standard Plans issued by
the California Department of Transportation (Caltrans).
STAFF RECOMMENDATION
It is recommended the Traffic Commission propose to the City Council that 5-feet of red curb be painted
to the north of the driveway apron at 2704 Kelburn Avenue.
ANALYSIS
The resident at 2704 Kelburn Avenue has expressed a concern that two vehicles are frequently parked to
the north of his driveway apron leaving him no place to put his trash cans on trash collection days. He
has requested an ordinance banning street parking on trash collection days. Staff has determined that a
parking ban for trash collection would cause a hardship for the residents as the City already prohibits no
parking during certain hours on street sweeping days. Adding an additional day of no parking would not
only cause a hardship to residents but also increase needed resources and costs for the City to enforce the
no parking.
Kelburn Avenue is a residential, single-family neighborhood with some lots having more than one
dwelling unit. Parking is permitted on both sides of the street and currently is unrestricted with the
exception of certain hours every week for street sweeping. Staff conducted a site visit and determined
that the curb to the north of the resident's driveway apron is 29-feet in length, which is not suitable for
two cars. As a result, staff is recommending the installation of 5-feet red curbing next to the resident's
driveway apron. By installing 5-feet of red curb in this area, the resident will have an area to place his
trash cans on trash collection day without any significant parking implications.

Subject:Street Parking during Trash Collection Day
Hi All,
I have been a resident of Rosemead for the past 12 yens&i would like to voice my concern on an important
issue on the street where I live.More specifically.l live on 2741 Kelburn Ave,Rosemead.CA 91770.
During every trash collection day,which usually falls on a Thursday,there are always ears parked on the street
in front of my house blocking the placement of my trash bin next to the curb.This creates a problem where l
have to place my trash bin on the sidewalk next to my drive way.When the trash collection worker picks up the
trash,he has to get out of his truck to move the trash bin closer to his truck in order fur the fork lift to lift the
trash bin.But after the trash bin is empty,he puts it on the street next to the truck&move on to the next
residence. this creates a road hazard for drivers driving down the street.They can get into an accident by trying
to avoid hitting my trash bin.
1 have been complaining to Republic Services about this issue.And one of their call-takers suggested that it
would he good idea to have the city ban all parked cars on the street during trash collection day,just as it does
for street cleaning days(Friday for my street).So,I was wondering if City of Rosemead could create a city
ordinance banning parked tars cm streets during trash collection days.
