SUBJECT: INSTALLATION OF RED CURB—3652 EARLE AVENUE
SUMMARY
The Traffic Commission has received a request from a resident who lives at 3652 Earle Avenue for the
installation of red curbing on each side of her driveway apron. The resident's complaint describes a lack
of visibility due to vehicles parking along the curb, in front of her residence, obstructing the view of
oncoming traffic, which creates a hazardous condition for her and her family members to reverse out of
the driveway. The curb in front of the resident's property north of her driveway is approximately 37-feet
in length and approximately 33-feet in length south of her driveway. This area would accommodate two
11 parking spaces of 18-feet in length on the north side and one parking space of 18-feet in length on the
south side, which is the minimum length for a parking space established in Standard Plans issued by the
California Department of Transportation (Caltrans).
STAFF RECOMMENDATION
It is recommended the Traffic Commission propose to the City Council that the wings of the driveway
apron, along with an additional 1-foot on each side of the curb,be painted red at 3652 Earle Avenue.
ANALYSIS
The resident at 3652 Earle Avenue has expressed a concern that vehicles are parking too close to her
driveway apron, blocking the view of oncoming traffic, which makes it difficult for her and her family
members to reverse out of the driveway.
Earle Avenue is a residential, single-family neighborhood. Parking is permitted on both sides of the street
and currently is unrestricted with the exception of certain hours every week for street sweeping. Staff
conducted a site visit and determined that the curb north of the property driveway apron is approximately
37-feet in length and the curb south of the property driveway apron is approximately 33-feet in length.
By installing a red curb on the wings of the driveway apron, plus an additional 1-foot on each side of the
curb, accessibility and sight issues will be mitigated without any significant parking implications.

I live at 3652 Bark Avenue. I'm writing to request a red curb. Specifically,that a few feet(approx aft)of the
curb on each side of our driveway be painted red.
'Use situation is that there are several houses on our street that arc renting rooms and/or have multiple families
living in one house;and every adult has a car parked on the street.Just as an example,to the right of us there are
6 cars and to the left there are 6 more. These 12 cars belong to only 2 houses. As you can guess,they all try to
squc sac into any space of curb near their houses that they can find.
Which means they consistently park too close,into or partially blocking our driveway;making it very difficult
or impossible for us to exit our driveway.Add to that the narrowness of our street and it's an accident waiting to
happen.
The curb in front of our house is long enough for 2 cars to park between the 2 driveways,hut this not the case
for every house on the block. Both neighbors on each side have shorter curb lengths in front of their houses,but
still park 2 cars there even if they are partially blocking a driveway. At night,several driveways are completely
blocked and no one has ever been ticketed. People are thinking this is okay. I can't speak for the whole street,
but I want a small area on each side of my driveway painted red.
I have tried to address the issue myself by leaving notes on cars,asking the neighbors in person,and calling
parking control. I have not been successful, Most neighbors just don't care and have ignored me. Some have
sent nasty notes to me.It's even harder with visitors because there is no way to know what house they are at.
It's a daily problem for us making sure that whoever parks near our driveway leaves us enough space to get
out. If the curb is painted red,hopefully people will not park in the red.
I have attached some pictures to this email so you can see what we're experiencing with the parking and some
examples of red curbs from here in Rosemead like I'm requesting. 'thank you for your help!
