RE: PURCHASE OF NEW RESTROOM FACILITY FOR ROSEMEAD PARK
As part of this year 's budget the Agency approved funding
($ 100, 000. 00) for the purchase and installation of a new restroom
facility at Rosemead Park. The new facility will replace the restrooms
that are located at the north end of Rosemead Pool.
It is proposed to relocate the new restrooms to the east side of Rosemead
Pool and demolish the old B.B.Q. Pit, which is in the area where the new
restroom slab will be. This will allow the new restrooms to continue to
serve the needs of the patrons in that area of the park (Exhibit I) and
also provide better security for the new facility.
The Agency recently acquired a set of restrooms, manufactured and
installed by Restroom Facilities Corporation at Zapopan Park for
$ 66, 906. 00. Installation began the week of July 24 , 1997 , and they were
completed by Friday, August 1, 1997 .
It is proposed that we again utilize Restroom Facilities Corporation and
install the same model at Rosemead Park as the one we installed at Zapopan
Park (Exhibit 2) . I have included the document from the Zapopan Restroom
packet that outlined the cost for Restroom Facilities restrooms and a
similar model from Super Secure (Exhibit 3) .
Another positive feature of using this product, is that RESTROOM
FACILITIES CORPORATION provides for a turn key operation. The proposed
restroom will not be competitively bid because RESTROOM FACILITIES
CORPORATION is a sole source provider. They provide the building and
install it for a single price. They do not sell their product to general
contractors, only to end users. The City needs to supply the utilities up
to the building and a compacted building site.
RECOMMENDATION:
It is recommended that the Rosemead Redevelopment Agency approve the
acquisition and installation of the restrooms for Rosemead Park from
RESTROOM FACILITIES CORPORATION, a sole source vendor and authorize staff
to proceed with the project.

as per quotation below.
RESTROOM QUOTATION
Restroom furnished and installed, subject to our Standard Terms and Conditions of Sale, and the
Scope ul Work attached hereto, which become part of our offer to sell.
MODEL SMW312 -$ 66,906.
The cost includes applicable taxes and freight, tile interior, gate doors on restroom and hollow
metal door on chase, metal roof, FRC exterior, single privacy screens, and a valve combo.
Wegenerally require a purchase order/contract,50% deposit before submittal documents, 40%
when building delivered and the balance when installation is completed. Thank you for

HOW WE WORK
It is very important that the owner understand that our costs are based upon fast track
construction and that delays for inspection or other decisions are an impediment to the success of
the project. We seek the full cooperation of the owner and building official in accomplishing this
end as we often travel great distances to perform our specialized function and a successful project
depends on cooperation.
Restroom Facilities will arrive 011 site fully equipped to install the building_ Our specialized
employee install crew will be on site consecutive days until completion. We require signed
approval of our engineered shop drawings before fabrication and site construction.

OWNERS SCOPE OF WORK
,RESTROOM: FOR TURN KEY PROJECT:
A. Sobel-ado Pad
Provide a level graded dirt pad al finish elevation less thickness of concrete slab and
subgrade base thickness 6' beyond the building tine, 90% compacted,suitable for 1000 PSI
bearing.
B. Survey Stakes: Provide 10' offset stakes and locale front corners of building, existing
utilities, and inverts within the area of construction. Locate and mark final elevation.
C. Site Access and Storage:
Provide suitable safe access to allow equipment trailer, concrete truck, crane, and
building on a semi-trailer to reach site(14' width, 65' length,and 14' in height). If path to final
site is over existing utilities, sidewalks, or other damageable items, you are responsible for
proper marking and protection. Provide suitable site storage access adjacent to building pad for
subcontractor's equipment including a 20' x 8' x 8' equipment trailer.

Bring water. sewer, and power utilities into point of connection Christy boxes (supplied by
Building Supplier,Restroom Facilities, Ltd.),to within 6 feet from building li,utprint_
Water: Restroom Facilities will furnish and install a water point of connection (isolation valve),
in a Christy box within 6 feet from building. OWNER must connect service to valve.
Sewer: Restroom Facilities will furnish and install a sewer point o[eonneclion in a Christy box
within 6 feet from building. OWNER must connect service.

OWNER shall provide an on-site trash bin for disposal of(one pick up load of debris,
nominally). All excess soils shall be responsibility of Owner. All fine grading shall be by
Owner.
F. Special Conditions and Costs:
If specifications by owner require any special on-site inspectors, site concrete testing,
other testing, said costs, if any, shall he burn by Owner.
G. PUMAS and Fees'
Building pennits and fees shall be by Owner. RESTROOM FACILITIES shall furnish
business license where needed.

I. Supply the required submittals and sets of engineer stamped show drawings suitable for filing
and obtaining a building permit from the local building authority.
2 Deliver building to job site and install on foundation "turn key".
3. Provide certified 1030 inspection report for building suitable for local building department.
4 Provide a five (5) year warranty to the owner.
5 Time to complete: 30 days after receipt of approved drawingsand notice to proceed.
