TRIPEPI, CITY MANAGE DATE: SEPTEMBER 16, 1997 RE: RESOLUTION NO. 97-42 - ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUNDS Attached for your consideration is Resolution No. 97 - 42, requesting reallocation of $56,210 of County Aid to Cities (ATC) funds from the Valley Boulevard Project to the Mission Drive/Rosemead Boulevard left turn phasing project. In 1990, the City Council approved Resolution No. 90-75 (copy attached), requesting the use of ATC funds for the removal of the planters and parking bays on Valley Boulevard between Muscatel and Loma Avenues. This project was subsequently deferred, but the County has since kept the funds reserved for the City's future use. The proposed Valley Boulevard improvements currently under design will be funded by Intermodal Surface Transportation Efficiency Act (ISTEA), Proposition C, and State Gas Tax funds. ATC funds were not planned to be used now as these funds are earmarked for congestion management projects and the use of ATC funds may be construed as a first step in creating a third driving lane on Valley Boulevard. Staff has contacted the County and they have indicated that it may be possible to reallocated the ATC funds to the Mission Drive/Rosemead Boulevard left-turn phasing project. However, a formal request for this reallocation must be made by City Council resolution. The Mission Drive/Rosemead Boulevard project was selected as the use of ATC funds will offset the use of General Funds. RECOMMENDATION It is recommended that the City Council approve Resolution No. 97 - 42 and authorize the Mayor to sign on behalf of the City. J RESOLUTION NO. 97 -42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUNDS WHEREAS, the County of Los Angeles has appropriated certain monies to the City of Rosemead as County Aid to Cities; and WHEREAS, the Los Angeles County Board of Supervisors has adopted policies limiting the use of said monies to regional traffic signal synchronization projects, transportation system management (TSM), and congestion management (CM) projects that improve regional traffic mobility; or the design, acquisition of right-of-way, and construction of city streets on the County's highway plan which are of general County interest and regional significance; and WHEREAS, the City of Rosemead had previously requested Aid to Cities monies in the amount of$56,210 for an eligible project; and WHEREAS, the Board of Supervisors had approved the allocation for the project; and WHEREAS, the project was deferred by the City of Rosemead; and WHEREAS, the City Council desires to expend the amount of$56,210 of said funds accrued to the City on a replacement project in accordance with said policies. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City of Rosemead withdraws the prior request for Aid to Cities monies for the Valley Boulevard project to allow for additional travel lanes. SECTION 2. The County of Los Angeles is hereby requested to reallocate $56,210 of the Aid to Cities Funds apportioned to the City for the project listed on Attachment 1 which will improve regional traffic mobility in accordance with the Los Angeles County Board of Supervisors policy regarding the use of said Aid to Cities Funds. SECTION 3. After the allocation is approved by the Board of Supervisors and funds are available, the County is requested to send such allocated amount to the City when claimed. The City will begin using the funds for said project listed on Attachment 1 according to the terms of the allocation. SECTION 4. The City Clerk is directed to forward a certified copy of this resolution to the Los Angeles County Director of Public Works for processing. SECTION 5. The Mayor shall sign this resolution and the City Clerk shall attest and certify to the passage and adoption thereof. PASSED, APPROVED, AND ADOPTED THIS 23RD DAY OF SEPTEMBER, 1997. MAYOR ATTEST: CITY CLERK ATTACHMENT 1 DESCRIPTION OF PROJECT Traffic signal modifications at the intersection of Rosemead Boulevard and Mission Drive in the City of Rosemead. The project will provide protected left-turn phasing for eastbound and westbound traffic on Mission Drive to southbound and northbound on Rosemead Boulevard, respectively. The project will reduce the existing congestion and delay at the intersection of Rosemead Boulevard and Mission Drive (Congestion Management). The project will eliminate protruding planters and associated parking bays, thereby increasing the effective roadway width of 56 feet to 76 feet between curbs. The project will allow for additional travel lanes on each direction of the roadway. This is the first step needed for the Transportation Systems Management (TSM) and Congestion Management (CM) projects that improve regional traffic mobility, traffic reduction and the implementation of measures to increase the level of service on Valley Boulevard through the San Gabriel Valley.
