DUBONNET AVENUE
DISCUSSION
Staff received a letter signed by residents on the 4400 block of Dubonnet Avenue requesting parking
restrictions on the south side of Mission Drive east and west of Dubonnet Avenue. The petition
identified limited visibility when exiting Dubonnet onto Mission due to vehicles parked on the south
side of Mission Drive. Dubonnet is a private street that dead ends approximately 450 feet south of
Mission Drive. Dubonnet Avenue has no curbs or gutters.
Staff investigated the request. A field review of the location revealed some visibility constraints if
vehicles are parked on Mission, east and west of Dubonnet Avenue. This is primarily due to
Dubonnet's driveway-type approach vs. the standard street approach of curb and gutter. Staff
recommended the installation of a red curb on the south side of Mission Drive immediately east and
west of Dubonnet. The petition submitted to the Traffic Commission was signed by 11 of the 15
residents on Dubonnet. The two residents that would be directly affected by the parking restrictions
on Mission Drive have signed the petition.
On August 7, 1997, the Rosemead Traffic Commission voted 5-0 to recommend that the City Council
approve the installation of red curb on the south side of Mission Drive east and west of Dubonnet

The Traffic Commission voted 5-0 to recommend that the City Council approve the installation of
red curb on the south side ofIvission Drive east and west of Dubonnet Avenue, per attached Figure
1 of Exhibit D.

REQUEST
A letter and petition has been received from residents of the 4400 block of
Dubonnet Avenue. The petition was circulated by Mr. Sutoyo Lim, 4433 Dubonnet
Avenue. The request is attached.
CONDITIONS
Mission Drive is a 64 foot wide roadway with two lanes of traffic in each direction
separated by a double yellow centerline. Parking is allowed on both sides of the
street in the vicinity of Dubonnet Avenue. The posted speed limit on Mission Drive
is 40 mph.
Dubonnet Avenue is a private street with no curbs or gutters. Parking is primarily
limited to the driveway areas of residents. The roadway dead ends approximately
450 feet south of Mission Drive. There are 15 residences with the 4400 block
Dubonnet Avenue address.
DISCUSSION
Field review of Dubonnet Avenue at -Mission Drive did indicate some visibility
constraints if vehicles are parked on Mission Drive, east and west of Dubonnet
Avenue. This primarily due to Dubonnet Avenue having a driveway-type approach
vs. the standard street approach of curb and gutter.
Review of the petition submitted indicates that 11 of the 15 residents have
concurred with the request for parking restrictions on Mission Drive. These
signatures are not identified as owners or renters. The two residents directly
affected by the requested parking restrictions have signed the petition.
RECOMMENDATION
It is recommended that red curb be installed on the south side of Mission Drive
east and west of Dubonnet Avenue. This red curb is directly in front of 4450 and
4453 Dubonnet Avenue. Figure 1 depicts this recommendation.

to Prevent Hazardous Driving Environment
1, a resident of 4400 block of Dubonnet Av. south of Mission Dr., would like to request a
parking restriction on Mission Dr. at Dubonnet Av. (Please see attached map) The
restriction will help prevent hazardous driving environment.
When entering Mission Dr. from Dubonnet Av., and cars and vans park on Mission Dr.
very close to west of Dubonnet Av. , it is impossible to see a coming car heading east
on Mission Dr. Similar conditions occur when vans and cars park on Mission Dr. very
close to the east of Dubonnet Av.
Unrestricted parking on Mission Dr. at Dubonnet Av. make the following unfavorable
conditions worse:
• 4400 block of Dubonnet Av. is a dead end street. Residents do not have a choice of
entrance or exit.
• 4400 block of Dubonnet Av. is a very narrow street. When a car, especially a van,
parks on Mission Dr. very close to the intersection with Dubonnet Av., it makes the
driving conditions worse.
In addition, should not a business or a church have its own parking lots big enough for the
needs?
Please grant the parking restrictions requested on Mission Dr. at the intersection with
Dubonnet Av. You will save lives and help avoid unnecessary casualties. We appreciate
the service you have given to the City of Rosemead.

Ms.Dooley(4647 N.Earle Avenue)asked if the Traffic Engineer was aware ofa change
in the light at Walnut Grove and Mission Drive.
Deputy Traffic Engineer Itagaki stated that there has been a problem with the loop
detectors on south-bound Walnut Grove. There have been several complaints in the last 6
months regarding this intersection and there could have been a change at this location.
Ms.Dooley(4647 N.Earle Avenue)asked if the Commission would have to reconsider a
signal at this location, due to the fact that there has been a change at the intersection on
Walnut Grove and Mission Drive.
Deputy Traffic Engineer ha said stated that when looking at the installation of traffic
signals,there are certain guidelines that need to be followed. It does look at the
progressive movement of traffic,the number of accidents,the number of pedestrians, etc.
She does not feel the timing at Walnut Grove and Mission Drive would affect traffic
travelling through the intersection on Mission Drive and Earle Avenue.
Ms. Dooley(4647 N.Earle Avenue)had several questions about the way traffic counts
are taken at the certain intersection
It was explained to her by Deputy Traffic Engineer Itagaki.
V. NEW BUSINESS
A. RFC/VEST FOR PARKING RESTRICTIONS ON MISSION
DRIVE AT DI'BONNET AVENUE
Deputy TrafficEneineer Itagaki stated that a petition was received from residents of the
4400 block of Dubonnet Avenue. The petition was circulated by Mr. Sutoyo Lim,4433

It was moved by Commissioner Tirre, seconded by Commissioner Knapp, and carried
unanimously to approve the Traffic Engineers recommendation.
B. BUS TTJRNOTJT-JANSON SCITOOT
Deputy Traffic Engineer Itagaki stated that Janson School requested City staffto review
the bus turnout area of the School. This was first reviewed at the June 5th Traffic
Commission Meeting. The Traffic Commission directed staff to meet with School officials
and discuss their concerns.
Sgt.Wallace has been in contact with School officials. In these discussions,the School
officials have indicated they will concur with anything that relieves the congestion and
confusion surrounding the School. Staff reviewed Marshall Street and Bartlett Avenue to
determine the needs of the School as well as the concerns for traffic travelling on Marshall
Street. This review identified a need to remove School related traffic from Marshall
Street. This traffic often causes congestion and confusion during school hours due to
double parking and pedestrians crossing the street.
RECOMMEND ATTONS:
To relieve this congestion,the following was recommended-
Close
ecommendedClose the bus turnout area with posts and chain. This will retain access for
deliveries and create additional area for parking parallel(like a curb and gutter).
Retain existing white curb from the School's parking lot on Marshall to 100 feet
easterly. Remove remaining white curb from this point to the start of the red curb.
This provides additional unrestricted parking.
Request Janson School to receive and release students from the gates on Bartlett
Avenue ir,the vicinity of the bus turnout area.
Relocating students to Bartlett Avenue protides the following:
Increase in curb-side parking area for parents picking up and dropping off
students. This includes the post and chain area of the bus turnout.
Removes student activity from Marshall Street, a collector roadway, and relocates
this to Bartlett Avenue. Bartlett Avenue is a local street with a significantly less
volume of traffic.
Removal of white curb increases parking on Marshall Street for teachers and
residents in the area.
Commissioner Tine asked about the chain being taken off by the public.
Deputy Traffic Engineer Itagaki stated that the school officials will have the key to unlock
the chain for deliveries.
Commissioner Knapp stated that she feels drivers will not be aware that they can park next
to the chain and will add to the confusion and congestion.
Deputy Traffic Engineer Itagaki stated that the post Fe chain situation could be an interim
measure. If this works,a normal curb and tuner could he placed there. The intent is for
this to be their only way to exit, and not exit on Marshall,thereby directing the majority of
the traffic onto Bartlett.
