TO RIO HONDO AVENUE
Recently, a large Maple tree limb fell from a City parkway tree at
872D Olney Street. The Maples on the street are over forty (40)
years old. This type of tree has inherent problems in that they have
a tendency to become structurally unsound as they get older and are
susceptible to infestations and rot. Inspection of the tree and limb
showed that both had severe rot and the tree was subsequently
removed.
There are 46 Maples between Rio Hondo and Brookline. Because of the
inherent problems with this type of tree and considering the number
of Maples; staff utilized an Arborist (Sims Tree Specialist) to
inspect all the Maples on Olney.
Attached is a schematic drawing (Exhibit I) which illustrates the
results of the Arborist's report. The report recommends that we
remove seventeen (17) trees. It also recommends that we could
retain, with reservation, thirteen (13) more trees, but they should
be removed over the next 2-5 years.
As can be seen from the schematic, sixteen (16) Maple trees would be
left after the others were removed. These trees are scattered up and
down Olney. They also present certain problems since the remedies
suggested by the Arborist are outside the City's control, i.e,
repeated injury due to mowing, edging, watering, etc. Therefore,
they should be considered for removal at the same time the others
are.
One other problem encountered on Olney is that there are sixteen (16)
locations that need to have the curb/gutters removed because the
Maples have grown over the top of the curb. Following removal, it
,will be necessary to replace the curb/gutter in the affected areas.

Finally, there are thirteen (13) locations that do not have parkway
trees and six (6) locations that have various types of small trees.
Based on the above, the proposed concept is to remove all the Maples
and the six miscellaneous trees and replant the entire block with a
tree that is more desirable.
To that end, it is proposed that Willdan and Associates be utilized
to prepare Bid Documents for the removal of the trees on Olney, the
removal and the reconstruction of the curbs/gutters at the affected
locations and the replanting of the entire block with twenty-four
inch (24") box Camphor trees (see attached) . They indicate that
their fee will not exceed $ 5, 000. 00 and they estimate that the
project should cost $ 87, 000. 00.
Since the Scope of the Project will effect all of the residents on
the street, staff will conduct a meeting(s) to inform the residents
of the project and respond to their concerns and questions.
RECOMMENDATION:
It is recommended that the City Council direct staff to conduct
neighborhood meetings with all affected residents, prepare bid
documents and solicit bids for removal and replacement of the trees
and appropriate $ 92 , 000. 00 from the City' s unappropriated reserves.

Scope of Work
This report is generated based on limited visual evaluation of the requested.-icer
soccharma , located on Ohiey Street and Rio Hondo Street in the City of Rosemead. This
report was not generated as an hazard evaluation of these trees and is not to he construed
as such. This evaluation was accomplished at ground level. no lift was employed. no root
crowns excavation was accomplished- increment boring was not performed. and as such
this information is to be considered a basic evaluation of the condition of these trees.
This report is of value h1 that the evaluation was accomplished by the efforts of a
trained biologist and Certified Arborist. However_ since no detailed examinations of the
root crown through excavation, heartwood through increment haring, ar canopy with
aerial lift were accomplished the limitations of this report are that the basic health only is
addressed. Should a more detailed report be necessary Ibi the purpose of The City of
Rosemead, thus can be acconr phi shed resulting in greater detail for assurance of safety
considerations. This report does not constitute a hazard tree abatement evaluation.
Summar
A. succ/1w-!qum is a weak reooded tree that grows rapidly attaining heights or SO feet- It
is among the most subject of all trees to failure from internal decac. Ifs propensih Jru
failure results in a tree that can become unsafe under urban conditions. Due 10 this
inherent characteristic it requires that this species be pruned to exactim, standards avoiding
conditions that contrihute to intenlaI decay and heavy end weight of Inter:II branches.

Conditions that contribute to internal decay include injury to the ellerior of the tree sucli
as: string edging type equipment(weed wacker): lawn mower strikes to the base of the
tree causing repetitive injury to the buttress roots and other abrasions to the bark: pruning
inside of the branch bark ridge and branch bark collar: tipping and flush curling of limbs.
These practices either injure the bark in such a way as to preclude sealing of the )issue. or
admit moisture to such a degree, as in the case of the buttress roots, that sealing becomes
improbable and internal decay results.
In addition. trimming to produce a pollarded effect or lion's tailing_ oflinths
results in increased internal decay due to improper sealing of cut ends. as well as end
heavy growth unable to support the weight of the limb. End heavy growth frequently
results in limb failure at the attachment point to the stain stem.
Recommendation
Itis strongly recommended that a majohly of these trees be rennoved due to
internal decay and structural unsoundness. While some trees have been recommended for
retention_ it is with the most severe reservation. All of these trees. without exception_
should be targeted for removal over the course of the nest two to five years_ with fire
ears being extremely generous given the present condition of these trees. II is strongh
recommended that those trees retained he under the evaluation of a Certified AhorISt on a
Si-annual basis. Changes in these trees can occur rapidly and these trees must be
monitored for undi cations of increased levels of decay and structural unsoundness.
