Minutes of June 27, 1966
• An adjourned regular meeting of the City Council of the
City of Rosemead was held in the Council Chambers, 3018
Charlotte Avenue.. The meeting was called to order by
Mayor Maude at 8:10 o'clock p.m.
ROLL CALL
Present: Councilmen: Andersen, Jackman, Lowrey, Maude,
Whiddon.
Absent: Councilmen: None.
Ex officio: Armstrong, Hersh, Farrell, Meyer..
City Administrator Farrell and Mayor Maude reported on
their trip to Washington, D. C. to confer with postal
authorities regarding the requested change in the postal
district.
BUDGET STUDY
Page 9 - Community Promotion.
Following discussion, the Council concurred on a month to
month contract basis for the Public Relations firm of
• Bates and Diehl.
Following discussion, it was moved by Councilman Lowrey,
second by Councilman Whiddon, and unanimously carried,
that the Council approve the $15,000. annual appropriation
for the Chamber of Commerce, and the City Attorney instruct-
ed to prepare the necessary agreement and the Mayor be
authorized to execute.
Mayor Maude stated approval of all accounts at this
time would not include any increases in the salary items
until after a personnel session had been held.

Page 12 - Law Enforcement. City Administrator Farrell
advised the Council that account . HA should be corrected
to $107,342.; account .116 to $70,077.; account .)IC to
$12,682. Following discussion, Council concurred an
additional $120O.-should be added to purchase an additional
Radar unit.

cription corrected to provide for attendance of the
Chairman or his designate at the League of California
Cities Conference.

Activity description was corrected in account 5511 by
adc`ng "and replacement, and account 5541 by correcting
title to read "New and Replacement Street Name Signs"and
deleting the last eight words.of this description.
Page 19 - Traffic Signals. Approved, Activity description
of account 5393-D corrected by deleting words "and Loftus".
Page ,20 - Maintenance of Street Trees and Parkways.
Approved.
Page 21 - Street Lighting. Approved.
Page 22 - Health Services. Approved.
Park Budget - R.:Iph Laudenslayer, Park Director, requested
• an additional $1300. be included in the budget for a sign.
It was moved by Councilman Whiddon, second by Councilman
Lowrey, that the Council approve the inclusion of $1300.
in the Park Budget to purchase this sign.
Roll call vote as follows:
AYES: Councilmen: Andersen, Jackman, Lowrey, Maude,
Whiddon.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Council approved the complete park budget.
Conference Attendance. City Administrator Farrell pre-
sented a list of alternate meetings for Council approval.
Following discussion, it was moved by Councilman Lowrey,
second by Councilman Andersen, that the City Administrator
be permitted to attend the International City Managers
Association meeting to be held in Phoenix, Arizona,
October 23-27.
Roll Call vote as follows:
AYES: Councilmen: Andersen, Jackman, Lowrey, Maude,
Whiddon.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Mayor Maude declared the meeting recessed to a personnel
session at 9:50 o'clock p.rp.
Mayor Maude reconvened the meeting at 10:50 o'clock p.m.
The following salary ranges were announced.

Administrative Secretary - Range 19A.
Clerk-Steno - No change..
Clerk-Typist, Deputy City Clerk - Range 15E.
Recreation Supervisor - No change.
Park Caretaker - No change.
Senior Park Maintenanceman - No change.
• Park Foreman - Range 23B.
Recreation and Park Director - 28C.
Planning Director - No change..
Administrative Assistant - Range 30B.
City Administrator - $20,000 annually.
It was moved by Councilman Jackman, second by Councilman
Lowrey, that the foregoing salaries be approved..

It was moved by Councilman Andersen, second by Councilman
Whiddon, that the 1966-67 budget be adopted.
