TRIPEPI, CITY MANAGER ; ' DATE: AUGUST 26, 1997 SUBJECT: REQUEST FOR REMOVAL OF RED CURB ON RAMONA BOULEVARD EAST OF WALNUT GROVE AVENUE DISCUSSION Traffic Commissioner Knapp requested staff review the existing red curb in the knuckle area of Ramona Boulevard east of Walnut Grove Avenue. Previously, the Traffic Commission approved the installation of red curb on Ramona Boulevard immediately east of Walnut Grove Avenue that removed one parking space fronting a church. Commissioner Knapp was concerned about parking for the church on Ramona,because on-street parking is heavily used by the church during functions. Commissioner Knapp requested staff investigate the possibility of removing a portion of red curb in the knuckle area to allow for more parking. Staff investigated the request and considered the geometrics of the roadway and existing traffic control. A field review of the location indicated a vehicle could park in the knuckle area and not obstruct traffic flow. However, to minimize the impact of a vehicle parked in the knuckle area, additional traffic control devices are needed. This would include a right edge line with white raised reflective pavement markers "shadowing" the parking space in the knuckle. The edge line would provide the guidance to eastbound/northbound vehicles around the curve. On June 5, 1997,the Rosemead Traffic Commission voted 4-0 to recommend that the City Council approve the removal of red curb and the installation of pavement markers on Ramona Boulevard east of Walnut Grove Avenue. Commissioner Knapp was concerned for the parking for the church on the southeast corner of the intersection when the Traffic Commission approved the installation of red curb on Ramona Boulevard immediately east of Walnut Grove Avenue. This red curb removed one parking space fronting the church. Commissioner Knapp indicated that possibly parking could be allowed in the knuckle area. CONDITIONS Ramona Boulevard is 36 feet wide immediately east of Walnut Grove Avenue. Beyond this, Ramona Boulevard then runs in a north/south direction and is approximately 32 feet wide. A double yellow line separates opposing traffic. The north/south leg of Ramona Boulevard allows on-street parking on the east side. In the knuckle area of Ramona Boulevard, parking is prohibited on both sides of the roadway. The "inside" travel lane (southbound/westbound) transitions from a 12 foot to an 18 foot lane. The "outside" travel lane (eastbound/northbound) is a variable width and at its widest point is greater than 18 feet. Figure 1 depicts conditions in the vicinity. DISCUSSION The City has not received any requests from the church regarding a need for additional on-street parking. However, as expressed by the Commissioners, on- street parking is heavily used during church functions. The removal of red curb in the knuckle area of Ramona Boulevard required the consideration of the oeometrics of the roadway and the existing traffic control. EXHIBIT "A" Field review of the location indicated a vehicle could park in the knuckle area and not obstruct traffic flow. To minimize the impact of a vehicle parked in the knuckle area, additional traffic control devices are needed. A double-double yellow painted median is recommended. It is further recommended that flexible delineators be installed on the median lines to discourage vehicles from parking in the median area. Commissioner Knapp does not believe there is bus service at this school,allowing the parents to take advantage of there being no bus and parking in this area. She thought possibly asking the School District to extend the parking might help the situation. Commissioner Knapp feels there should be police enforcement at this location due to people double parking and parallel parking. Sgt.Wallace stated that Janson School has been a continual source of complaints. There have been a large amount of parking citations written at this location. Commissioner Tirre asked Hit would be possible for the school to send out letters to the parents warning them of what can happen if they continue to park there. Set Wallace stated that letters have been sent to both the Garvey and Rosemead School Districts throughout the elementary schools. Chairman Ruiz asked if the City has any jurisdiction within this lot. Administrative Aide Gallardo stated that this is all property of the school, per the parcel maps. Commissioner Knapp stated that she can not co along with the written recommendation, and agrees with Sgt.Wallace that this needs to be brought to the attention of the School District and Dr.Hansen and having it striped for parking. Administrative Aide Gallardo stated that she faxed a copy of the staff report to the School Principal,but did not hear back from him. Commissioner Knapp recommended that City staff, Sgt.Wallace and Dr. Bob Hunt get together for a meeting to discuss this problem. • B. STATUS OF TRAFFIC COMMISSION ITEMS SENT TO CITY COUNCIL FOR APPROVAL Administrative Aide Gallardo stated that the City Council approved 70 feet of red curb on the east side of Rio Hondo Avenue in the vicinity of Marshall Street. • Traffic Operations installed on Mission Drive from Loma to Claudia, the "No Stopping Anytime" signs on the north and south side of Mission Drive. The sign installation was approved and installed on Walnut Grove as well as,a green curb on Garvey between Dequine and Lindy. VI. COMMISSIONER REPORTS Commissioner Knapp invited everyone to the 4th of July Parade and Celebration. Chairman Ruiz adjourned the meeting to Thursday,July 10, 1997. VII. ADJOURNMENT There being no further business to come before the Commission,the meeting was adjourned.
