TRIPEPI, CITY MANAGER_74 Y DATE: OCTOBER 20, 1997 '�` RE: APPROVAL OF LOS ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS' REQUEST TO INCLUDE DESIGN AND INSTALLATION OF COMMUNICATIONS CONDUIT WITH THE VALLEY BOULEVARD STREET IMPROVEMENT PROJECT Staff has received a request from Los Angeles County Department of Public Works (LACDPW) to include the installation of conduit for a future traffic signal communications network on Valley Boulevard with the upcoming Valley Boulevard improvement project. It is requested that the City prepare the construction drawings for the conduit system to be included and advertised with the Valley Boulevard project. LACDPW will issue the City a purchase order to cover the costs of said work which is estimated to be $85,000; $12,900 for engineering design, contract administration and construction observation and $72,000 for construction. The Metropolitan Transit Authority (MTA) through the West San Gabriel Valley Traffic Forum has commissioned the West San Gabriel Valley Signal Synchronization Study to identify and prioritize arterials which would benefit from multi-jurisdictional signal li coordination, develop a multi-year implementation plan and to assist the Forum in obtaining and allocating funding to implement regional signal coordination schemes, Transportation System Management (TSM) and Intelligent Transportation System (ITS) strategies. October21, 1997 Page 2 Each arterial was ranked based on different criteria, such as average daily traffic (ADT), level of service, travel time and delay, regional significance, number of transit routes, and number of jurisdictions. Valley Boulevard was ranked as a No. 1 priority along with Atlantic Boulevard. Therefore, these arterials will benefit from more immediate improvements. Such improvements will include conventional traffic engineering improvements, transit preferential treatment and signal priority systems, computerized traffic signal control and monitoring systems, and ITS technology and smart corridor projects. On July 24, 1990, the City Council adopted Resolution 90-42 consenting to the implementation, coordination and maintenance of coordinated traffic signal controls across jurisdictional boundaries. Pursuant to this action, Valley Boulevard has since been a part of the County's regional traffic system management (TSM) program, with conventional traffic engineering improvements already implemented in the form of time-based traffic signal synchronization. The proposed measures are a continuation and upgrade of this program to more technically advanced levels. The next phase of traffic system management on Valley Boulevard would be the development of computerized traffic signal control and monitoring systems. These signal systems will include two-way communications to permit monitoring and coordination of intersections at local or multi-jurisdictional operations centers. Real-time data such as volume, occupancy, average speed as well as video imaging will be able to be transmitted by this new communication system which will employ both fiber optic and twisted-pair copper wiring. A proposed fiber optic trunk is planned to be located in Valley Boulevard between San Gabriel and Rosemead Boulevards. As with the current time-based traffic signal system, the City will be responsible for the operation and maintenance of the new facilities as well as coordination of operational changes with the County of Los Angeles. The City will be required to continue to agree to coordinate any changes in traffic signal operation with the County of Los Angeles to ensure that the overall effectiveness of the system is maintained. To date, the County has cooperated and accepted staffs recommendations for operational changes to the existing traffic signal system. Through the MTA, $509,000 for Fiscal Year 1997-98 is earmarked for TSM improvements on Valley Boulevard from Route 710 to Durfee Avenue. When the County became aware of the City's proposed improvements on Valley Boulevard, the Department of Public Works suggested that the proposed communications system conduit be designed and installed with the City's project to save on costs of installation. October21, 1997 Page 3 The Council has an established policy of retaining control over the construction and signal coordination of the City's traffic signals. In recognition of that policy, staff recommends that the City install the communication conduits with the Valley Boulevard street improvements. By installing the conduits with City funds, Council would have the option to authorize traffic signal management upgrades in the future out of desire to do so and not out of obligation due to acceptance of MTA funds at this time. If the Council should authorize the County or MTA to proceed with a regional system upgrade, payment for costs of construction of these city-owned facilities could be a condition of such use. By installing the conduits with the Valley Boulevard project now, the need to excavate and dig in the newly improved street in the future would be precluded should Council authorize traffic signal upgrades in the future. RECOMMENDATION It is recommended the City Council authorize staff to amend the plans and specifications for the Valley Boulevard improvements to include installation of the communications conduit. This portion of Valley Boulevard is proposed as a future location of a fiber optic trunk line in the West San Gabriel Valley Signal Synchronization Study recently prepared by TransCore. This fiber optic line is necessary to support the Closed Circuit Television cameras to be installed along Valley Boulevard. By including the installation of the conduit in this contract, it will result in an estimated savings of between $30, 000 and $80, 000 depending on the method of future construction versus retrofitting the installation after the road project is ecmplctod. Therefore, considering the savings which will be realized as a result of including this work in your city' s contract, we recommend a portion of the forum work, specifically the conduit, be included in your city' s contract. The proposed conduit would be financed at no cost to the City of Rosemead with grant funds awarded to the forum and County matching funds . Additionally, we understand the design and installation of this conduit could be completed by the city' s consultant . The city is planning a Road Reconstruction Project on Valley Boulevard within the city this fall . We are requesting approval to advance the installation of the communications conduit from the westerly city boundary at Charlotte Avenue to Rosemead Boulevard. By including the installation of the conduit in this contract, it will result in an estimated savings of between $30 , 000 and $80, 000 depending on the method of future construction versus retrofiting the installation after the road project is completed. This portion of Valley Boulevard is proposed as a future location of a fiber optic trunk line in the West San Gabriel Valley Signal Synchronization Study recently prepared by TransCore. This fiber optic line is necessary to support the Closed Circuit Television cameras projected to be installed along Valley Boulevard. The current estimated cost of this conduit is approximately $85, 000 . Also, the city has a five-year moratorium on construction within a roadway after completion of a Road Reconstruction Project . S �o. rII Er- 1111 I -2ci- 9v � r RESOLUTION NO. 90-42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CONSENTING TO ESTABLISHMENT OF THE PORTIONS OF VALLEY BOULEVARD FROM CHARLOTTE AVENUE TO TEMPLE CITY BOULEVARD AND FROM TEMPLE AVENUE TO FAIRWAY DRIVE/CAMINO DE TEODORO WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES WHEREAS, the Board of Supervisors did on March 27, 1990 duly adopt a Resolution declaring the portions of Valley Boulevard from Prospect Avenue to Temple City Boulevard and from Temple Avenue to Fairway Drive/Camino de Teodoro, within the Cities of San Gabriel, Rosemead, El Monte, Industry, La Puente, West Covina and Walnut, to be a part of the System of Highways of the County of Los Angeles, as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California; and WHEREAS, said Board of Supervisors by said Resolution requested this Council to give its consent to allow the County to synchronize traffic signals under the Federal-aid Urban (FAU) program and perform appurtenant work within said portions of Valley Boulevard in the City of Rosemead described above; and WHEREAS, pursuant to Section 15301, Class 1 (c) , of the State Guidelines for Implementation of the California Environmental Quality Act of 1970, the Secretary of Resources designated this type of project as categorically exempt. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Consent to Inclusion in County Highway System. This City Council does hereby consent to the establishment of the portions of Valley Boulevard from Prospect Avenue to Temple City Boulevard and from Temple Avenue to Fairway Drive/Camino de Teodoro, within the City of Rosemead, as a part of the System of Highways of the County of Los Angeles as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California Said consent is for the purpose of synchronizing traffic signals and performing appurtenant work as may be necessary by the County of Los Angeles. SECTION 2. Cooperation with Neighboring Jurisdictions. This City Council does hereby consent to cooperate with neighboring jurisdictions to implement, maintain and operate coordinated traffic signal control across jurisdictional boundaries. SECTION 3 . Maintenance and Operation. This City Council does hereby consent to maintain and operate and to finance its jurisdictional share of the maintenance and operations costs of the improvements installed with this project. In order to maintain full effectiveness of these improvements, should the City determine that a change in signal operation for any of the intersections within the project limits within the jurisdictional boundaries of the City of Rosemead is necessary, the City will coordinate with the County of Los Angeles to ensure that the overall effectiveness of the system is maintained. SECTION 4 . Indemnification. This City Council does hereby consent to fully defend, indemnify and hold harmless the County of Los Angeles, its officers, and employees from any liability imposed for injury occurring by reason of any acts or omissions on the part of the City of Rosemead under or in any connection with any work performed with this project. SECTION 5 . Transportation Systems Management (TSM) Study and Implementation. This City Council does hereby consent to a study the County of low cost TSM improvements, including, but not limited to, peak hour parking and turn restrictions that can be implemented in conjunction with the project, and also consents to implement all findings from the study found to be feasible and warranted based on engineering criteria and fiscal capacity contingent on Council approval, prior to installation of the improvements. SECTION 6. Finding of Categorical Exemption. This City Council does hereby find that the project is categorically exempt from the requirement for an Environmental Impact Report pursuant to Section 15301, Class 1 (c) , of the State Guidelines for Implementation of the California Environmental Quality Act of 1970. SECTION 7 . Finding of a Minor Nature. [Should the City Council find that pursuant to Government Code, Section 65402 (b) , the aforesaid improvements are for street improvements of a minor nature, including the following: ] This City Council does hereby find that pursuant to Government Code, Section 65402 (b) , the aforesaid improvements are for street improvements of a minor nature and that, therefore, the provisions of said Section requiring the submission to and report upon said project by the City Planning Agency do not apply.
