RE: PAYMENT OF COMMUNICATIONS CONDUIT ON VALLEY BOULEVARD
At the October 28, 1997 City Council meeting, the City Council authorized the installation
of communications conduit in conjunction with the Valley Boulevard street improvements,
to be used for future traffic management on Valley Boulevard. At that meeting, the issue
of payment was deferred to the next City Council meeting.
In response to Mayor Pro Tern Bruesch's question regarding CMP credits, staff researched
the matter and determined that CMP credits are granted for traffic signal surveillance and
control (including synchronization). Therefore, should the City fund the installation of the
conduits, or even an entire traffic management system, the City would be granted CMP
credits.
Credits can be granted on a pro-rata basis depending on how and which agency funds the
various phases of a project. If the City only funded the conduit, but accepted grants to fund
the remainder of the future traffic management system, a pro-rated share of the credits
would thus be granted, as the conduits are just one facet of a total traffic management
system. Of course, if the City funded the entire system, full credit would be granted.
For on a non-CMP route, 4-lane arterial, such as Valley Boulevard, the MTA's credit factor
for the installation of a traffic management system is 2,580 credits per ROUTE-MILE.

Following is a summary of credits which would be granted:
PROJECT LIMITS: Charlotte Avenue to Rosemead Boulevard
LENGTH: 0.85 miles
ESTIMATED CONSTRUCTION COST:
• Complete traffic management system: $200,000
• Conduits only: $ 85,000
CREDITS:
• 100% City-funded complete
traffic management system: 2,193
• City-funded conduits only: 932
Every year the City is required to submit an annual CMP Local Implementation Report
summarizing the City's credit and debits. Although the City currently has a positive credit
balance of 4,740 credits, for the past 3 years the net change to the City's balance has been
negative. Should the City's credit balance go negative, Section 2105 Gas Tax (Prop 111)
and Federal Surface Transportation Program (SW) funds would be withheld by the State
Controller. Thus, funding a project such as this would be beneficial from a CMP credit
standpoint.
RECOMMENDATION
It is recommended that the City fund the installation of the conduits.
