TRIPEPI, CITY MANAGER "9 DATE: MARCH 18, 1997 RE: 2442 CHARLOTTE AVENUE - HEARING The subject property consists of a tenant-occupied single family dwelling located in the R-AP zone. A"Please Letter"was mailed to the property owner on August 1, 1996. On August 27, 1996, the owner, Ms. Orosco, came to the Building Department to discuss the list of defects. She indicated she intended to legalize the unpermitted addition and stated the property had been cleaned. Inspection on September 26, 1996 revealed minor progress, however the inspector was unable to make contact with anyone on the property. The Building Official declared the property substandard and filed a Declaration of Substandard with the Los Angeles County Recorder's office. A'Thirty Day" certified letter was mailed and posted on the property on October 9, 1996, requesting abatement of the substandard conditions. On November 12, 1996,the owner contacted the building inspector and advised him that she was in the process of making corrections to the plans so that permits could be obtained. Follow-up inspections in December 1996 and January 1997 revealed no progress. On January 16, 1997, a contractor came to the public counter and obtained Planning Department approval for the rear additions, however he did not obtain permits from the Building Department. Inspection on February 19, 1997 revealed no progress hade been made in correcting the substandard conditions. The owner obtained required approvals and permits on March 18, 1997. A Notice of Hearing was mailed and posted on the property on March 11, 1997. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions removed and/or corrected by May 1, 1997. However, if sufficient progress is achieved by May 1, 1997, the abatement date may be extended to June 2, 1997.
