SUBJECT: INSTALLATION OF RED CURB—3113 DEL MAR AVENUE
SUMMARY
The Traffic Commission has received a request from a resident who lives at 3113 Del Mar Avenue
for the installation of red curbing on the north side of his driveway apron. The resident's complaint
describes that vehicles are frequently parked in this small space and, as a result, vehicles often
block or partially block his driveway. The curb space between the resident's driveway and the
driveway to the north is approximately 32-feet in length, which would allow one vehicle to park,
using the minimum 18-feet needed for one parking space as established in Standard Plans issued
by the California Department of Transportation (Caltrans).
STAFF RECOMMENDATION
It is recommended the Traffic Commission propose to the City Council that 5-feet of curb be
painted to thenorth of the driveway apron at 3113 Del Mar Avenue.
ANALYSIS
The resident at 3113 Del Mar Avenue has expressed a concern that vehicles are parking too close
to his driveway apron obstructing the driveway access and blocking the view of oncoming traffic,
which makes it difficult for him and his family members to reverse out of the driveway.
Del Mar Avenue is approximately 60-feet wide with two traffic lanes for both north and
southbound. Parking is permitted on both sides of the street and currently is unrestricted with the
exception of certain hours every week for street sweeping. Staff conducted a site visit and
determined that the curb in front of the property between the resident's driveway apron and the
driveway to the north is approximately 32-feet in length. By installing 5' of red curb on the north
side of the driveway apron, visibility and accessibility issues will be mitigated without any
significant parking implications.

Resident's Request
To City of Rosemead,
My name is Sum Lam Chan,and I am writing to you today in regards to the street parking situation in
front of my house at 3113 Del Mar Ave,Rosemead,CA 91770.We are having problems with cars parking
in front of my house.Cars arc constantly blocking the driveway,making it hard for us to get In or out of
the driveway.I would like the city to consider marking the areas around our driveway a no parking zone,
Right now,the space in front of my house can park two cars.However,sometimes the cars would be
parked too forward,which ends up blocking the driveway.This makes coming out and going into the
driveway very difficult.If we have to turn into the driveway,we sometimes have to go slightly into the
next lane to avoid hitting the parked car.At the same time,when we are getting out,cars would block
our view of oncoming cars,especially cars coming from Whitmore Street.We have to drive the car
partially out in to the street to be able to see the oncoming cars.
Another area that is problematic for us is the space in front of the fire hydrant.People are afraid of
parking directly in front of the fire hydrant,so they would park their car behind it.Part of the car would
end up blocking our driveway.We have had a few Instances,when we had to co out,we couldn't leave
because a car was blocking the driveway.It is hard to find the owner of the car,because we do not know
who he or she Is.We would have to search for the owner In the apartment complex or the doctor's
office.However,if the owner is from the apartment complex,this makes it harder to find them. If there
is an emergency and we had to leave,finding the owner would be impossible.
Please consider marking these areas no parking zones,so that my family and I can safely get in and out
of our driveway.

SUBJECT: INSTALLATION OF RED CURB—3652 EARLE AVENUE
SUMMARY
On May 3, 2018, staff requested that the Traffic Commission propose to the City Council that the
wings of the driveway apron, along with an additional 1-foot on each side of the curb, be painted
red at 3652 Earle Avenue. After discussion amongst the Traffic Commission,the Commissioners
voted to continue the item to the June 7, 2018.
The Traffic Commission has received a request from a resident who lives at 3652 Earle Avenue
for the installation of red curbing on each side of her driveway apron. The resident's complaint
describes a lack of visibility due to vehicles parking along the curb, in front of her residence,
obstructing the view of oncoming traffic, which creates a hazardous condition for her and her
family members to reverse out of the driveway. The curb in front of the resident's property north
of her driveway is approximately 37-feet in length and approximately 33-feet in length south of
her driveway. This area would accommodate two parking spaces of 18-feet in length on the north
side and one parking space of 18-feet in length on the south side,which is the minimum length for
a parking space established in Standard Plans issued by the California Department of
Transportation(Caltrans).

the street and currently is unrestricted with the exception of certain hours every week for street
sweeping. Staff conducted a site visit and determined that the curb north of the property driveway
apron is approximately 37-feet in length and the curb south of the property driveway apron is
approximately 33-feet in length. By installing a red curb on the wings of the driveway apron,plus
an additional 1-foot on each side of the curb,accessibility and sight issues will be mitigated without
any significant parking implications.
Prior to the May 3rd meeting, staff had received two comment letters from residents expressing
their opposition to the proposed installation of red curbing. Each letter explained the resident's
rational for opposing the red curb (see Attachment 5). After discussion amongst the Traffic
Commission,the Commissioners voted to continue the item to the June 7th meeting, allowing time
for each Traffic Commissioner to visit the site and evaluate the request.

I live at 3652 Earle Avenue. I'm writing to request a stud curb. Specifically,that a few feet(approx 3ft)of the
curb on each side of our driveway be painted red.
The situation is that there are several houses on our street that are renting rooms and/or have multiple families
living in one house;and every adult has a car parked on the street.just as an example,to the right of us there are
6 cars and to the left there are 6 more. These 12 cars belong to only 2 houses, As you can guess,they all try to
squccvc into any space of curb near their houses that they can find. •
Which means they consistently park too close,into or partially blocking our driveway;making it very difficult
or impossible for us to exit out driveway.Add to that the narrowness of our street and it's an accident waiting to
happen.
The curb in front of our house is long enough for 2 cars to park between the 2 driveways,but this not the ease
for every house on the block Both neighbors on each side have shorter curb lengths in front of their houses,but
still park 2 cars there even if they are partially blocking a driveway. At night,several driveways are completely
blocked and no one has ever been ticketed. People are thinking this is okay. I can't speak for the whole street,
but I want a small area on each side of my driveway painted red.
I have tried to address the issue myself by leaving notes on cars,asking the neighbors in person,and calling
parking control. I have not been successful, Most neighbors just don't care and have ignored me. Some have
sent nasty notes to me.It's even harder with visitors because there is no way to know what house they are at.
It's a daily problem for us making sure that whoever parks near our driveway leaves us enough space to get
out. If the curb is painted red,hopefully people will not park in the red.
I have attached some pictures to this email so you can see what we're experiencing with the parking and some
examples of red curbs from here in Rosemead like I'm requesting. Thank you for your help!
