Minutes of August 10, 1965
A regular meeting of the City Council of the City of
Rosemead was held in the Council Chambers, 8815 East
Valley Boulevard. The meeting was called to order by
Mayor Maude at 8:01 o'clock p.m.
1. CALL TO ORDER
The Pledge of Allegiance was led by City Administrator
Farrell.
The Invocation was delivered by the Reverend Pershing
Stone.
2. ROLL CALL
Present: Councilmen: Andersen, Jackman, Lowrey, Maude.
Absent: Councilmen: Stead,.
Ex officio: Armstrong,. Byers, Farrell, Foutz, Meyer, Watson.
3. APPROVAL OF MINUTES JULY 27, 1965 - REGULAR MEETING.
Mayor Maude requested that the minutes be corrected on
page 3, item 10, following the first paragraph, the
following be inserted "it was moved by Counci")man Lowrey, .
second by Councilman Jackman, that the Council accept
this dedication and authorize recordation."
It was moved by Councilman Lowrey, second by Councilman
Jackman, that the minutes of July 27, 1965 be approved
as corrected.
Councilman Stead arrived at 8:04 o'clock p.m.

4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO

Robert Knott, 9518 Lower Azusa Road,
Pershing Stone, 3622 DuBonnet Street,
• John Mills, 9513.01ney, President, Rosemead Youth
Association, and
Mas Hama, 4759 Muscatel Avenue,
addressed the Council regarding the baseball diamonds
at Rosemead Park and the use of these diamonds by the
Rosemead Youth Association.

Following discussion Mayor Maude requested,a;meetinq:-be
set including the. Rosemead Park Board,.;an Encinita
School representative, a Rosemead High School representa-
tive, Rosemead Youth Association representatives, : and
the City Council to schedule the use of the.baseball
diamonds at the Park, Encinita School, and Rosemead
High School.
• Ken Pike, President, Rosemead Chamber of Commerce
addressed the Council regarding our Sister City of
Zapopan, Mexico.
5. CANVAS OF ELECTION RESULTS.
Councilman Andersen, opened the election return envelopes
and passed a Talley Sheet to Councilman Jackman who read
aloud the results. Councilman Andersen verified the
results. City Clerk Armstrong checked these figures

A RESOLUTION OF THE CITY COUNCIL,OF THE CITY OF ROSEMEAD,
CALIFORNIA, RECITING THE FACT OF THE SPECIAL MUNICIPAL
ELECTION HELD IN THE CITY OF ROSEMEAD, ON THE 3RD-DAY OF
AUGUST, 1965, DECLARING THE RESULT THEREOF AND SUCH
OTHER MATTERS AS ARE PROVIDED BY LAW.

8. DISCUSSION OF ARCHITECTURAL CONTRACT FOR CITY HALL.
Administrative Assistant Meyer advised the Council that
the Architects style, experience, and structures designed
should be taken into consideration. Mr. Meyer recommended
that Ray Garvigian be awarded the architectural contract..
Following discussion, Mayor Maude requested the staff
obtain information and pictures from several Architects.
Mayor Maude ordered thi.s,matter deferred to the next
meeting, if there were no objections. There were no
object ions.

9. ORDINANCE NO. 165: ADOPTION OF BUILDING CODE 1965 EDITION.
AN ORDINANCE OF THE CITY OF.ROSEMEAD ADOPTING BY REFERENCE,
PURSUANT TO SECTION 50,022.2 OF THE GOVERNMENT CODE, THAT
CERTAIN BUILDING CODE, THAT CERTAIN ELECTRICAL CODE, AND
THAT CERTAIN PLUMBING COZE, ALL CONTAINED IN. LOS ANGELES
COUNTY BUILDING LAWS, 1965 EDITION, AS AMENDED, WITH CERTAIN
EXCEPTIONS, MAKING TECHNICAL CHANGES AND AMENDING THE
ROSEMEAD'MUMICIPAL. CODE.

OF TERRITORY DESIGNATED AS "ANNEXATION NO. 28" TO
ELECTORS RESIDING IN SAID TERRITORY AND SETTING A HEAR-
ING FOR WRITTEN PROTESTS AGAINST SAID ANNEXATION, AND
GIVING NOTICE THEREOF.

Mayor Maude presented this letter from Supervisor Bonelli
who was on vacation and unable to attend our Birthday
Celebration.

Mr: Wright's regrets that he was unable to attend the

Mayor Maude presented this letter expressing Mayor Yocum's
regrets that she was unable to attend the Birthday Cele-
bration and that she would be happy to see any of the
Councilmen tour the Alhambra City Hall.

19. MATTERS FROM CITY OFFICIALS
A. Councilman Jackman stated he would like to see the
City limit signs moved to the new City limits and would
like to see the areas in the City that are now served
by the South San Gabriel postal district changed to'
Rosemead.
Following discussion, it was moved by Councilman Jackman,
second by Mayor Maude., that the 'City Council appropriate
up :to-$2,000 in an effort to obtain change of property
in the City of Rosemead from the South San Gabriel
• postal district to the Rosemead postal district and to
work on Annexation No. 25A.

progress.
