SUBJECT: EMERGENCY PURCHASE OF TWO LOCHINVAR POOL HEATERS
SUMMARY
There are two Lochinvar Pool Heaters stationed at the Rosemead Aquatic Center labeled Heater
#1 and Heater #2. In normal operations mode, the two heaters are used at the same time to heat
the pool. Several weeks ago, Heater 41 completely failed and was determined to be
unrepairable. Staff began to utilize Heater #2 for the entire pool but that heater was also in poor
condition. Over the past three weeks, Heater #2 failed on several occasions. As a result, the City
has spent approximately $5,000 over the past few weeks trying to extend the life of Heater #2.
City staff and Knorr Systems, Inc. determined that the units are unsalvageable. Staff believes that
the lack of preventative maintenance over the last 7 years has significantly reduced the useful life
of the existing equipment.
On Tuesday, May 151h, Heater #2 failed again causing the City to close the aquatic center. In
order to reopen the center as quickly as possible, staff had the following options:
1. Rebuild the units at a lower cost: This will take about 2 weeks, however we will
receive NO warranty on the units. We have already spent over,$5,000 trying to fix the
old units and staff believes putting more money into these badly deteriorated units is not
a good use of City funds. It will likely only delay for an unknown period the ultimate
need to replace the units. In addition, future unreliability of the heaters will likely cause
significant programming interruptions and inconvenience to the community.
2. Purchase brand new units from either KNORR or Horizon Mechanical
Contractors. Although more expensive than option number 1, this provides the City with
a long term, sustainable solution which includes a 5 -year warranty on each unit and a 1 -
year warranty on the heat exchanger. With an appropriate preventative maintenance plan
in place, these units should last from 10-12 years. This work will take approximately 3-5
weeks to complete. Horizon has made temporary repairs to the Heater #2 that should
bridge the gap and keep the pool in operation until the new units are installed.

Staff felt that it was prudent to secure a long-term solution for the community and obtained two
quotes for the purchase and installation of the Lochinvar Heater Units CPN2072 as follows:

In an effort to achieve the best long-term value for the City, staff negotiated with both companies
and proceeded to split this into two purchases as follows:
1) Purchase #1: Since the two companies offered identical heating units, staff purchased the
units from the lowest bidder, Knorr, at a cost of $45,430.29.
2) Purchase #2: Since the second portion of the project included installation and
maintenance services, Staff evaluated the offers by both companies based upon
demonstrated competence, professional qualifications and suitability for the project as
outlined in the City's purchasing ordinance. Staff determined that Horizon was the
overall best value for the City, therefore staff purchased the installation and first year
maintenance with Horizon at a cost of $20,908.00. Due to the nature of the emergency,
staff was unable to present a staff report to the City Council to request the approval and
appropriation prior to the purchase.
While investigating the options for repair or replacement of the heaters, it was discovered that
two additional items should be considered for repair to make the pool fully functional. These
items are:
1) The backwash and venting valves are badly deteriorated and require refurbishment. These
valves operate to ensure the proper flushing of the filtration system and help to provide a
safe and clean environment for pool users. A quote obtained from Horizon to refurbish
these during installation of the new heaters totaled $5,778 (Attachment Q.
2) All 14 underwater lights in the pool are out and require new lights as well as new wiring.
The County Health Department requires this lighting to be operational. A quote obtained
from Horizon to replace the lights and run new wiring totaled $8,400 (Attachment D).
STAFF RECOMMENDATION
Staff is recommending that City Council:
1) Approve purchase of backwash and vent valve refurbishment at a cost of $5,778.
2) Approve purchase and repair of 14 underwater lights at a cost of $8,400.

3) Approve a budget appropriation of $80,516.29 from the unassigned General Fund
Balance to cover the costs related to the emergency purchase of the two heaters and for
the additional purchases recommended above.
FISCAL IMPACT
Staff had already made an emergency purchase with the approval of the City Manager for the
replacement of two heater units, installation costs, and maintenance costs in the amount of
$66,338.29. An additional $14,178 is being requested for the valve refurbishment and repair of
underwater lights. The total fiscal impact is $80,516.29.
