CC - 06-29-65 - Adjourned MeetingCITY OF ROSEMEAD ROSEMEAD, CALIFORNIA CITY COUNCIL Minutes of June 29, 1965 An adjourned regular meeting of the City Council of the City of Rosemead was held in the Council Chambers, 88.15 East Valley Boulevard. The meeting was called to order by Mayor Maude at 7:02 o'clock p.m. 1. CALL TO ORDER The Pledge of Allegiance was led by Councilman Lowrey. The Invocation was delivered by Councilman Andersen. 2. ROLL CALL 0 Present: Councilmen: Andersen, Jackman, Lowrey, Maude, Stead. Absent: Councilmen: None. Ex officio: Armstrong, Farrell, Meyer. Mayor Maude declared the meeting recessed to a personnel session at 7:03 o'clock p.m. Mayor Maude reconvened the meeting at 8:23 o'clock p.m. RETIREMENT PROGRAM City Administrator Farrell requested that the Council consider approving a retirement program for the City. Following discussion, it was moved by Councilman Jackman, second by Councilman Lowrey, that the Council approve an actuary study of the City of Rosemead for the State Retirement program. Cost not to exceed $400. Roll call vote as follows: AYES: Councilmen: Andersen, Jackman, Lowrey, Maude, Stead. NOES: Councilmen: None. ABSENT: Councilmen: None. VACATION POLICY Following discussion, it was moved by Councilman Andersen, second by Councilman Jackman, that employees be entitled to 10 working days vacation following one years employment, plus one additional day for each year after five years; maximum vacation 15 working days. JOB RECLASSIFICATION It was, moved by Councilman Lowrey, second by Councilman Jackman, that the Senior Park Maintenance man be re- classified as Park Foreman, and the salary range established at $495 to $602. CITY ADMINISTRATOR It was moved by Councilman Andersen, second by Council- man Jackman, that the City Administrator's salary be set at $17,280 annually. AN ORDINANCE OF THE CITY OF ROSEMEAD ESTABLISHING THE OFFICE OF DIRECTOR OF FINANCE, DEFINING THE POWERS AND DUTIES THEREOF, AND AMENDING THE ROSEMEAD MUNICIPAL CODE. It.was moved by Councilman Andersen, second by Council- man Stead, that Ordinance No. 164 be read by title only. Roll call vote as follows: AYES: Councilmen: Andersen, Jackman, Lowrey, Maude, Stead. NOES: Councilmen:, None. ABSENT: Councilmen: None. It was moved by Councilman Stead, second by Councilman Andersen, that Ordinance No. 164 be introduced. ABSENT: Councilmen: None. - 2 - • CC 6-29-65 APPOINTMENT OF DEPUTIES It was moved by Councilman Stead, second by Councilman Lowrey, that the Council confirm the appointment of Betty Jean Byers as Deputy City Clerk. It was moved by Councilman Andersen, second by Council- man Lowrey, that the Council confirm the appointment of Administrative Assistant Douglas Meyer as Deputy Director of Finance. ABSENT: Councilmen: None. • NEWSLETTER City Administrator Farrell advised the Council that costs for preparation of the Newsletter have increased $50 per quarterly edition. Following discussion, it was moved by Councilman Jackman, second by Councilman Lowrey, that account .73 on page 9 be increased by $200. from $4,500. to $=:,700. TRAFFIC ENGINEER City Administrator Farrell advised the Council that the cities of South E1 Monte and Temple City were each paying one third of the expense for Mr. Envall to attend the Institute of Traffic Engineering in San.Diego July 5 - v, and Mr. Envall had requested that the Council consider providing the additional one'third of the expense.. It was moved by Councilman Lowrey, second by Mayor Maude, that the Council approve $40. for Traffic Advisor Envall to attend this Institute of Traffic Engineers.
