The City Council will consider the cancellation of the July 24, 2018 due to a lack
of quorum.
Recommendation: That the City Council cancel the July 24, 2018 City Council
meeting.
D. Ordinance No. 980 — Second Reading and Adoption
On June 19, 2018, the City Council conducted a public hearing and introduced
Ordinance No. 980, amending title 17 of the Rosemead Municipal Code related to
short-term rental of residential homes and boarding houses.
Recommendation: That the City Council approve by title the second reading and
adoption of Ordinance No. 980.

CODE REGARDING SHORT TERM RENTAL OF
RESIDENTIAL HOMES AND BOARDING HOUSES
E. ICMA 104th Annual Conference — September 23`d — 26th Baltimore, Maryland, MD
The City Council will consider authorizing the attendance of City Manager who
wishes to attend the ICMA 104' Annual Conference in Baltimore, Maryland MD,
on September 23`d -26th
Recommendation: That the City Council authorize the attendance, at City expense,
of City Manager that wishes to attend the ICMA 104th Annual Conference in
Baltimore, Maryland MD, on September 23`d -26tH
F. Calling a Special Election on November 6, 2018 to Fill a City Council Vacancy
Pursuant to Government Code Section 36512; Requesting Consolidation with the
County of Los Angeles; and Establishing Candidate Statement Criteria
Effective June 28, 2018, William Alarcon resigned his position as a
Councilmember. As a result, City Council will consider approving Resolution No.
2018-37, calling and giving notice of the holding of a special municipal election to
be held on Tuesday, November 6, 2018 as required by the provisions of the laws of
the State of California relating to general law cities; Approving Resolution No.
2018-38, requesting the Board of Supervisors of the County of Los Angeles to
Consolidate a special municipal election with the Statewide General election to be
held on the same date for the purpose of the election of one Member of the City
Council, for the term of office in which a vacancy was created and which ends
March 3, 2020; and approving Resolution No. 2018-39, adopting regulations for
candidates for elective office pertaining to candidates statements submitted to the
voters.
Recommendation: That the City Council approve Resolution No. 2018-37,
Resolution No. 2018-38, and Resolution No. 2018-39.

6. MATTERS FROM CITY MANAGER & STAFF
A. Los Angeles County Sheriffs Department "STAR" Program
In previous years, and ending in approximately 2009, the City had contracted with
the Los Angeles County Sheriffs Department's to provide the Success Through
Awareness & Resistance (STAR) program. The unit is comprised of Deputy
Sheriffs who provide drug, gang, and violence prevention education to students.
The program they provide is a structured curriculum consisting of a number of
classes and lessons agreed upon. The number of lessons provided influences the
overall price. Sample cost estimates will be presented to the City Council as a
measuring tool to compare the number of lessons for grade levels based on the
number of schools in both the Rosemead and Garvey School Districts.
Recommendation: That the City Council take the following actions:
1. Direct staff to work with the STAR program representatives to determine an
effective program within a determined approximate amount or range; and
2. Direct staff to bring back a formal agreement for the STAR program reflecting
an agreed upon curriculum and within the approximate amount or range.
