Minutes of January 12, 1965
A regular meeting of the City Council of the City of Rosemead was
held in the Council Chambers, 8815 East Valley Boulevard. The meeting
40 was called to order by mayor Andersen at 8:03 o'clock p.m.
1. CALL TO ORDER
The Pledge of Allegiance was led by Deputy City Clerk Armstrong.
The Invocation was delivered by Councilman Jackman.
2. ROLL CALL

Absent: Councilmen: Lowrey.
Ex officio: Armstrong,, Beverly, Farrell, Foutz.
0 APPROVAL OF MINUTES. DECEMBER 22, 1964 - REGULAR MEETING.
Councilman Jackman requested that page 5, item 16-B, following line 2,
the following be added, Wand employees be given the remainder of the
day off as excused absence."
It was moved by COL!ncilman Jackman, second by Councilman Maude, and
unanimously carried, that the minutes of December 22, 1964 be approved"
as corrected.

John R. Horning, 925'-s E. Marshall Street stated he wished to publicly
thank the Council for their consideration in presenting him with a
resolution of commendation upon his recent retirement.
Lloyd 'dalters, 4211 Rio Hondo Avenue, addressed the Council regarding
the February 9, 1965, school unification election.

THE ADOPTION OF ASSEMBLY BILL NO. 2334.
• Attorney Beverly advised the Council that this bill was sent to
Committee, and the Committee has not made its report, so it has not
been submitted to the Legislature.
Following short discussion, Mayor Andersen ordered this resolution
held in abeyance until this bill goes into the Legislature, if there
were no objections. There were no objections.

10,. ADOPTION OF CIVIL DEFENSE PLAN.
Following discussion, it was moved by Councilman Maude, second by
Councilman Jackman, that the Council adopt the Civil Defense Plan.

City Administrator Farrell presented the findings and recommendations
of the clearing Officer.
Following discussion, it was moved by Councilman Jackman, second by
Councilman Maude,. Lila;: the Council approve the report, and the license
be issued subject to five conditions; the four conditions set forth
in the report and the additional condition that a uniformed or plain-
clothes officer be on duty during the hours of dancing.

by the City.

16. A. Councilman Lowrey advised the Council that the Parking Requirement
Study Committee had meld their second meeting and would meet again
later this month.
• B. Mayor Andersen advised the Council that the Economic Development
Committee recommended that the Beautification Committee be reactivated.
Burl Blue will perhaps chair the reactivated committee.

Council of his appointment as Halloween Parade Chairman, and req.;ested
support in this project.
19. MATTERS FROM CITY OFFICIALS.
A. City Administrator Farrell advised the Council that an agreement
had been received regarding the 1964 Storm Drain Bond Issue. ?r. Farrell
recommended approval of this agreement.
It was moved by Councilman Lowrey, second by iviayor Andersen, that the
Council approve this agreement and authorize the Mayor to e.;ccute.

3. Attorney Beverly advised the Council that a new subdivision

It was moved by Mayor Andersen, second by Councilman Jackman, and

authorize the Mayor to execute.

C. City Administrator Farrell presented to the Council the changes that
hava been recommended for County Ordinance o. 5532. (Civil Defense
and Disaster)
It was moved by Councilman Lowrey, second by Councilman Maude, and
unanimously carried, that the Council approve this recommendation.
D. Mayor Andersen advised the Council that he had been requested to
proclaim the week of January 21 as Kiwani's Goiden Anniversary
It was moved by Councilman Lowrey, second by Councilman Stead, and
unanimously carried, that the Mayor be authorized to proclaim ;iwani's
Golden Anniversary `r;'eek.
E. City Administrator Farrell advised the Council that copies of the
proiposad addition to the General Plan had been given to the Council this
evenin:, and copies of proposals from various consultants are in the
City „eel for individual study and consideration.
F. Councilman Stead advised the Council that the Executive 3oard of
the League of California Cities had received the committee report
concerning proposed legislation affecting the Local Agency Formation
Commission.
G. Councilman Maude advised the Council that the Chamber or" Commerce
Installation Banquet would be held Jamiary 3Oth at the T & J Resta::rant.
Following discussion, it was moved by Councilman Maude, second by
Councilman Lowrey, i:hat the Deputy City Clcr;, poll the City ,`amity
regarding attendance to the Chamber of Commerce Installation Banquet,
and :hat tickets be made available to those planning to attend ai

addressed the Council retarding the School Unirication Election,

Following discussion, it was moved by Councilman Lowrey, second by

as proposed on the February 9, 1965 ballot.
