The meeting • was called to order by Player Pro tem Jackman at 8:00 o'clock p.m. I. CALL TO ORDER The Pledge of Allegiance was led by Councilman Lowrey. The Invocation was delivered by Reverend Percy Ferguson of the California Christian Home. 2. ROLL CALL Mayor Pro tem Jackman announced that Mayor Andersen is on vacation and Councilman Maude is on Military Leave, therefore, their absence is excused. ""PPROVAL OF MINUTES - July 28, 1964 It was moved by Councilman Stead, second by Councilman Lowrey, and unanimously carried that the minutes of July 28, 1964, be approved as printed. 1:. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL. There were none. 5. PUBLIC HEARINGS None. UNFINISHED BUSINESS • 6. ORDINANCE NO. 133 - CHANGE OF ZONING - SECOND READING AN ORDINANCE OF THE CITY OF ROSEMEAiD CL:;SSIFYING CERTAIN PROPERTY fill ZONE M-I-D AND AMENDING THE MUNICIPAL CODE. Administrative Assistant Wroe explained that this is the change of zone at 8639 East Grand Avenue, known as Zone Change Case No. Assistant City Attorney Beverly read Ordinance No. 133 by title only. It was moved by Councilman Lowrey, second by Councilman Stead to waive the reading in full of Ordinance No. 133. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD URGING THE STATE LEGISLATURE TO ADOPT LEGISLATION CLEARLY AUTHORIZING LOCAL CONTROL OF GAMBLING. f~ssistant City Attorney Beverly read Resolution No. 64-57 by title only and explained that the Council at their last meeting requested a resolution to be prepared similar to the ones adopted by the cities of Culver City and Santa Monica. It was moved by Councilman Lowrey, Second by Councilman Stea,, and unanimously carried that Resolution No. 64-57 be adopted. NE':d BUSINESS 3. ORDINANCE NO. P;i)OPTING REVISED COUNTY FIRE CODE. :assistant City Attorney Beverly recommended this proposed ordinance be postponed until the next meeting. Mayor Pro tem Jackman stated if there were no objections this would be the order. There were no objections and it was so ordereri. 9. ORDINANCE NO. 134. ADOPTING REVISED COUNTY HEALTH CODE. FIRST nC • .u-?;DING. did ORDINANCE OF THE CITY OF ROSEMEAD ADOPTING BY REFERENCE ORDINANCE NO. 7583, AS AMENDED TO DATE, OF THE COUNTY OF LOS ANGELS ENTITLED "AN ORDINANCE ADOPTING A HEALTH CODE" AND AMENDING THE ROSEIEtiD Y. MUMIC1PAL CODE. :`assistant City Attorney Beverly state) that this ordinance was ready for introduction and to set a date for Public Hearing. He presented Ordinance No. 134 by title only. It was moved by Councilman Lowrey, second by Councilman Jackman, that further reading be waived. Roll call vote was as follows: AYES: Councilmen: Jackman, Lowrey, Stead. Roll call vote was as follows: AYES: Councilmen: Jackman, Lowrey, Stead HOES: Councilmen: Hone. ABSENT: Councilmen: Andersen, Maude. 10. DEDICATION OF ROAD EASEMENT. JOHN R. DOORMAN Administrative Assistant Wroe explained this Dedication of Roa;! Easement is to obtain necessary right of way on Muscatel at Garvey Avenue, where a new service station is proposed for development in the proper zone. Assistant City Attorney Beverly stated the Dedication of casement was in order for acceptance, however, it should be subject to the approval of the City Engineer. It was moved by Councilman Lowrey, second by Councilman Jackman, and unanimously carried that the Dedication of Road Easement be accepted and recorded subject to the approval of the City Engineer. - 2 - • • CC 8/11/64 11. DEDICATION OF ROAD EASEMENT. DOROTHY M. & JAMES S. GABLER. Administrative Assistant Wroe explained that this is a condition of approval on a lot split in order to achieve the necessary -Full road width. The City Engineer has recommended acceptance. :assistant City Attorney Beverly stated this dedication was in order for acceptance. It was moved by Councilman Stead, second by Councilman Lowrey, and unanimously carrie that this Dedication of Road Easement be accep- ted and recorded, 12. RESOLUTION NO. 64-5^0 - CLAIMS AND DEhh:NDS A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $21,612.06 DEMANDS NUMBERS 3046 THROUGH 3084. Treasurer Foutz presented the Claims and Demands by title only and read.a summary of expenditures. It was moved by Councilman Lowrey, second by Councilman Stead that Resolution No. 64-D-0 be approved. Roll Call vote was as follows: AYES: Councilmen: Jackman, Lowrey, Stead. NOES: Councilmen: None. ABSENT: Councilmen: Andersen, Maude. COMMISSION RECOMMENDATIONS 13. TRAFFIC COMMISSION. REPORT ON PROPOSED MOTORISTS ASSISTANCE PATROL Administrative Assistant Wroe explained that the Traffic Commis- sion had completed their study and the following recommendation was made: "The Traffic Commission discussed the request of the Temple City Junior Chamber of Commerce to conduct a Miotbrist Assistance Patrol and concurred that the City should neither approve nor disapprove the program as jurisdiction lies entirely with the State of California." • The communication from the California Highway Patrol reports that this type of program would be in violation of Section 22520 of the State Vehicle Code. It was moved by Councilman Jackman, second by Councilman Stead, and unanimously carried that receipt of this communication.be acknowled- ged and filed. CO;viJITTEE REPORTS 14. None. COMMUNICATIONS 15. A. CITY OF DAIRYLAND. RE: MORE EFFICIENT USE OF SCHOOL SITES. 0 B. CITY OF NAPA. RE: ADEQUATE SCHOOL SITES A1,4D JOINT RECREATIO;%4 USE. Administrative Assistant Wroe read these communications in full and explained that both the cities of Dairyland and Napa had adopted Resolutions encouraging more efficient use of school sites and joint recreation use. Mayor Pro tem Jackman stated if there were no objections these com- munications would.be received and filed. There were no objections and it was so ordered. - 3 - • CC 2/i1/64 0 C. JOHN P. MEYERS. RE: FIRE DEPARTMENT RESCUE UNIT. Administrative Assistant wroe read this communication in full commending the Fire Department Rescue Unit efficient service. Mayor Pro tem Jackman stated if there were no objections this communication should be acknowledged and filed. There were no objections and it was so ordered. • D. CITY OF GARDENA. RE: PUBLIC HEALTH LICENSE FEES. Administrative Assistant Wroe and Assistant City Attorney Beverly explained the Health License Fees. Councilman Stead stated that due to the absence of two Councilmen this should be given more study and considered at the next meeting. Mayor Pro tem Jackman stated if there were no objections it would be so ordered. There were no objections. E. PUBLIC UTILITIES COMMISSION. RE: WALNUT GROVE - SOUTHERN PACIFIC CROSSING. Administrative Assistant Wroe read this communication in full. . Councilman Lowrey stated he would like the City Administrator to prepare a report on the cost of such an installation for the next meeting. F. P1-1I LL I P E. WATSON. RE: ESTIMATED ASSESSED VALUATIONS. Administrative Assistant bdroe read this communication regarding the L.A.C. estimated assessed valuations for the City of Rosemead, Mayor Pro tem Jackman stated if there were no objections this com- munication should be received and filed. ELECTION - ANNEY,AT I ON1 NO. 24. Assistant City Attorney Beverly stated that the Notice of Election and Resolution No. 64-59 have been prepared and are ready for publica- tion and adoption. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ESTABLISHING POLLIi,1G PLACES AND DESIGNATING ELECTION OFFICERS FOR THE VOTU G PRE- CINCTS FOR THE SPECIAL ELECTION TO BE HELD ON SEPTEMBER 8, 19J4, It was ma ed by Councilman Lowrey, second by Councilman Stead and unanimously carried that Resolution No. 64-59 be adopted, • D. SOUTHERN CALIFORMIA RAPID TRANSIT DISTRICT. Councilman Stead reported that the City Council should appoint by resolution a member from its governing body to serve on the City Selection Committee at the next regular meeting. C. SOUTH SAN GABRIEL CHAMBER OF COMMERCE Councilman Lowrey announced the South San Gabriel Chamber of Com- merce is sponsoring a Polynesian Luau at the Tikis Restaurant on - 4 - CC 5/11/64 August 14, 1964, at 7:00 p.m. He further urged that all Rosemead Officials and Staff attend to become better acquainted with the South San Gabriel area. D. Mayor Pro tem Jac!<man thanked the staff and all those who participated in the City's Fifth Anniversary Celebration to make it such a success.
