Minutes of July 21, 1964

A special meeting of the City Council of the City of Rosemead
was held in the Council Chambers, 8815 East Valley Boulevard.
The meeting was called to order by Mayor Andersen at 7:05
O'clock p.m.
1. . CALL TO ORDER
The Pledge of Allegiance was led by Councilman Lowrey.
The Invocation was delivered by Mayor Andersen.
2, ROLL CALL
Present: Councilmen: Andersen, Lowrey, Maude, Stead.
Absent: Councilmen: Jackman.
Ex officio: Farrell, Brown, Wroe, Armstrong.

3. APPROVAL OF MINUTES. None.
Mayor Andersen advised the Council that this meeting had been
called to consider annexation matters.
City Administrator Farrell advised the Council that the staff
recommended that Annexation No. 27 be approved including a portion
of proposed Annexation No. 25 to better distribute the tax base of
both annexations.
It was moved by Councilman Stead that the City of Rosemead defer
any further official or legal steps to annex part or all of the
South San Gabriel area until after the Annexation 25 election.
Promptly thereafter, assuming a majority in favor for Annexation
25 - and further assuming receipt of petitions to annex the
remainder of the South San Gabriel unincorporated area - let
Rosemead hold hearings and have an election by the City of
Rosemead to determine whether or not to take steps to annex all
of the remainder of South San Gabriel at one time.

Motion died for lack of second.
Following discussion, it was moved by Mayor Andersen, second by
Councilman Lowrey, that this matter be referred to the Planning
Commission, with the request that they take action early in their
meeting and then recess to enable the Council to reconvene for
action this evening
Roll call vote as follows:
AYES: Councilmen: Andersen, Lowrey, Maude.
NOES: Councilmen: Stead.
ABSENT: Councilmen: Jackman.
Mayor Andersen declared the meeting recessed at 7:35 o'clock p.m.

Mayor Andersen reconvened the meeting at 7:55 o'clock p.m.
City Administrator Farrell advised the Council that the Planning
Commission had approved Annexation No. 27 and recommended that
the Council proceed.

RESOLUTION N0. 64-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD CONSENTING
TO PROCEEDINGS TO COMMENCE ANNEXATION OF TERRITORY DESIGNATED
AS "ANNEXATION NO. 77" TO THE CITY OF ROSEMEAD.
Mayor Andersen requested this resolution be read by title only,
if there were no o~jections. There were no objections.
Attorney Brown presented this resolution by title only.
It was moved by Councilman Maude; second by Coucilman Lowrey
that Resolution No. 64-55 be adopted.
Councilman Stead offered a substitute motion, that this matter
be deferred until the next regular meeting. Substitute motion
died for lac?- of second.
Roll call vote on original motion as follows.
AYES: Councilmen: Andersen, Lowrey, Maude.
'DOES: Councilmen: Stead.
ABSENT: Councilmen: Jackman
It was moved by Councilman Lowrey, second by Councilman Maude,
and unanimously carried that the meeting adjourn. Meeting
adjourned at 7::'~'9 o'clock p.m.
