Recommendation: Adopt Resolution No. 2018-51.
B. City Council Meeting Minutes
Recommendation: That the City Council approve the minutes from the regular
meeting of June 12, 2018.
C. Ordinance No. 981 — Second Reading and Adoption: Establishment of a
Beautification Commission
On August 14, 2018 the City Council introduced Ordinance No. 981, adding
Chapter 2.34 to Title 2 of the Rosemead Municipal Code and providing for the
establishment of a Beautification Commission for the City of Rosemead. At the
same meeting, City Council approved Resolution No. 2018-46, establishing
compensation for members of the Beautification Commission to be consistent with
the Planning, Traffic, and Parks Commissions at $100 per meeting attended.
In addition, by adopting Ordinance No. 981, City Council Policy No. 50-08 which
created the formation of the Beautification Committee in 2013 will be voided and
officially dissolve the Beautification Committee.
Recommendation: That the City Council take the following actions:
1. Approved the second reading and adoption of Ordinance No. 981 by title
only, entitled:
AN ORDINANCE OF THE CITY OF ROSEMEAD;
CALIFORNIA, ADDING CHAPTER 2.34 TO TITLE 2 OF
THE ROSEMEAD MUNICIPAL CODE AND
PROVIDING FOR THE ESTABLISHMENT OF A
BEAUTIFICATION COMMISSION FOR THE CITY OF
ROSEMEAD
2. Approve the dissolution of the Beautification Committee by voiding City
Council Policy No 50-08,
D. Appointment to Parks Commission Vacant Seat
The City Clerk's Office advertised a vacant seat in the Parks Commission for the
month of July 2018. The deadline for members of the public to submit applications

to the Parks Commission was on August 6, 2018. The City Clerk's Office received
one application to the Parks Commission from resident Beverly Mabb-Morten.
Recommendation: That the City Council appoint Beverly Mabb-Morten to a two-
year term to the Parks Commission vacant seat ending June 30, 2020.
E. Request to Install Sign "Caution Cars Backing Out No Passing" at 4516 Muscatel
Avenue
The Traffic Commission received a request from a resident who lives at 4516
Muscatel Avenue for assistance regarding difficulty when exiting her driveway.
The resident stated that drivers traveling on Muscatel Avenue, north of Mission
Drive, are unable to see their vehicles when they are exiting their driveway and that
vehicles continue to pass them as their car merges onto Muscatel Avenue, creating
an unsafe environment for members of their household and vehicular traffic. The
resident requested that a sign be placed south of the driveway that would read
"Caution Cars Backing Out No Passing":
Members of the Traffic Commission visited the site and determined that there was
not a need for additional signage as there was sufficient visibility due to the red
curbing that was already in place along Muscatel Avenue. south of the resident's
driveway and that the additional signage would not deter vehicles from yielding to
the resident backing out of the driveway. However, the Commission did request to
direct staff to re -paint the edge line striping further north of the resident's address
in order to assist in slowing down vehicles due to the striping creating the
perception of a narrower drive lane.
Recommendation: That the City Council accept the Traffic Commission's
recommendation to deny the installation of a "Caution Cars Backing Out No
Passing" sign to the south of the property located at 4516 Muscatel Avenue and
approve the Traffic Commission's request to have staff re -paint the edge line
striping north of the subject site.
5. MATTERS FROM CITY MANAGER &'STAFF
A. Electrical Vehicle Charging Station Locations and Restrictions at City Owned
Parking Facilities
California Vehicle Code Section 22511 allows alocal authority to designate stalls
or spaces in off street parking facilities owned by that authority (City) for the
exclusive purpose of charging and parking a vehicle that is connected for electric
charging purposes. It also allows the local authority to cite and remove a vehicle
from an electric vehicle charging station if the local authority has posted
appropriate signage stating that certain spaces are designated for electric vehicle
charging purposes only.
Recommendation: That the City Council adopt and approve Resolution No. 2018-
49 entitled:

PARKING SPACE LOCATIONS AND RESTRICTIONS
FOR ELECTRIC VEHICLE CHARGING STATIONS AT
THE CITY OWNED PARKING FACILITIES LOCATED
AT 8838 EAST VALLEY BOULEVARD, 3936 NORTH
MUSCATEL AVENUE AND 9108 GARVEY AVENUE
IN THE CITY OF ROSEMEAD
B. Los Angeles County Sheriff's Department " STAR" Program
At the City Council Meeting held July 10, 2018, the Council directed staff to further
investigate and work with both the Los County Sheriff's Department Success
Through Awareness & Resistance (STAR) program representatives and the
Rosemead and Garvey School District representatives to determine a program and
cost estimate for the current school year.
Recommendation: That the City Council take the follow actions:
1. Approve the Agreement that falls under the umbrella of the Municipal Law
Enforcement Services Agreement with Los Angeles County; and
2. Authorize the City Manager to execute the Agreement.
