Minutes of June 30, 1964
An adjourrQd regular meeting of the City Council of the City of
%O&Q +ead was held in the Counci► Chambers, 8815 East Valley
Boulevard. The meeting was called to order by Mayor Andersen
• at 8:01 o'clock p.m.
1. CALL TO ORDER
The Pledge of Allegiance was led by Councilman Jackman.
The Invocat Ion was delivered by Reverend Kenneth Nelson of the
first Baptist Church.
2. ROLL CALL
Present: Councilmen: Andersen, Jackman, Lowrey, Maude, Stead.
Absent: Councilmen: None.
Ex officio: Beverly, Farrell, Wroe, Armstrong.

3. APPROVAL OF MINUTES.
None.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS
THE COUNCIL.

PUBLIC HEARINGS
5. ANNEXATION NO. 24.
Attorney Beverly inquired if the necessary publications were
made and the proof of such publication on file.
Deputy City Clerk Armstrong answered in the affirmative.
Attorney Beverly inquired if any requests for notice of this
nearing had been received.
Deputy City Clerk Armstrong answered in the negative.
Attorney Beverly inquired if any written protests to this
annexation had been received.
Deputy City Clerk Armstrong answered in the negative.
Attorney Beverly advised the Council that jurisdiction had
been established and it would be in order to proceed.
40 Mayor Andersen declared the public hearing open at 8:11 o'clock
p.m. No one responded and the hearing was closed.
RESOLUTION NO. 64-51. A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD RE PROTESTS TO ANNEXATION NO. 24.

Attorney Beverly presented this resolution by title only.
Mayor Andersen stated further reading would be waived if there
were no objections. T,-e~re -were no objections,
it was moved by Councilman: Lowrey, second by Councilman Maude,
that Resolution Mo. 64-51 be adopted.

Attorney Beverly presented this resolution by title only and
summarized its contents.
It was moved by Councilman Jackman, second by Councilman Lowrey,
and unanimously carried, that further read!r.c be waived.

It was moved by Councilman Stead, that tho Council rescind their
action of June 23, 199., introducing Ordinance do. 132. Motion
died for lack of second.
Attorney Beverly advised the Council that there is a section
in the State Planning Law which might indicate four year terms
for a Planning Commission, and there is some question as to
whether or not this is mandatory or directive, therefore he
had prepared a revised s<ct.ian 2501 in the event the Council
would like to change the terms of o fic_: to four years.
Council indicated they wished to make this change.
Attorney Beverly presented this ordinance by title only.

John Wilson, 3626 Grand Avenue, addressed th Council opposing
Ordinance No. 132.
NEW BUSINESS
7. HEARING OFFICER'S REPORT ON BILLIARD LICENSE APPLICATIOiN. 9677
VALLEY BOULEVARD.
City Administrator Farrell presented the hearing officer's report
recommending that this license be approved subject to two conditions.
Following discussion, it was moved by Councilman secoi,d by
Councilman Lowrey, that the Council accept the report of the
Hearing Officer and approve the issuance of this license in
accordance with ordinance provisions subject to the following
conditions:
• 1. That any person assuming managerial control in the
absence of th<: licensee, must first be identified to
the Sheriff's License Detail and be subject to approval
of the City of Rosemead Hearing Officer.
2. That no alcoholic beverages be sold at this location
I and further that at any time an application for an
alcoholic beverage license at this location is made
this license shall be revoked.

City Administrator Ferrell advised the Council this meeting would
be held at the Rodger Young Auditorium.

MATTERS FROM CITY OFFICIALS.
City Administrator Farrall advised the Council that the fifth
Anniversary Celebration has been scheduled for Saturday,
August 8th.
Administrative Assistant Wroe advised the Council that plans
are being formulated for a special anniversary edition of the
• newsletter. This would be an 8 page edition with a wrap
around cover suitable for mailing and 15,000 would be printed.
This would include sufficient copies for distribution at the
Fair. Approximate cost $1,171.
It was moved by Councilman Maude, second by Councilman Lowrey,
that the Council approve this special anniversary edition of
Lhe newsletter at a cost of $1,171. not including postage.
