SUBJECT: ORDINANCE NO. 981 — SECOND READING AND ADOPTION:
ESTABLISHMENT OF A BEAUTIFICATION COMMISSION
SUMMARY
On August 14, 2018 the City Council introduced Ordinance No. 981, adding Chapter 2.34 to
Title 2 of the Rosemead Municipal Code and providing for the establishment of a Beautification
Commission for the City of Rosemead. At the same meeting, City Council approved Resolution
No. 2018-46, establishing compensation for members of the Beautification Commission to be
consistent with the Planning, Traffic, and Parks Commissions at $100 per meeting attended.
In addition, by adopting Ordinance No. 981, City Council Policy No. 50-08 which created the
formation of the Beautification Committee in 2013 will be voided and officially dissolve the
Beautification Committee.
DISCUSSION
On July 23, 2013, the Rosemead Beautification Committee was established to create and
facilitate a citizen -based, community "grassroots" effort to organize, promote and participate in
volunteer service projects and programs designed to beautify Rosemead. Since the establishment
of the committee, volunteers have participated in various community `clean up" service projects;
they have nominated and selected winners of the annual Beautification Awards; and served as an
advisory body to the City Council and staff on community beautification efforts.
As a committee the advisory board will continue its efforts to improve the aesthetic appearance
of the community, while achieving the Rosemead Strategic goal to "Beautify residential
neighborhood and commercial corridors" and "Enhance public view areas within the public
right-of-way and private properties".
After Council's approval, applications will be immediately accepted by the City Clerk's Office.

The Beautification Commission will be staffed by the City Clerk's Office.
STAFF RECOMMENDATION
That the City Council take the following actions:
1. Approved the second reading and adoption of Ordinance No. 981 by title only,
entitled:
AN ORDINANCE OF THE CITY OF ROSEMEAD, CALIFORNIA, ADDING
CHAPTER 2.34 TO TITLE 2 OF THE ROSEMEAD MUNICIPAL CODE AND
PROVIDING FOR THE ESTABLISHMENT OF A BEAUTIFICATION
COMMISSION FOR THE CITY OF ROSEMEAD
2. Approve the dissolution of the Beautification Committee by voiding City Council
Policy No. 50-08.
FISCAL IMPACT
Compensation for Beautification Commissioners is set at $100 per meeting, once a month as
outlined in approved Resolution No. 2018-46.

ORDINANCE NO. 981
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, ADDING CHAPTER 2.34 TO TITLE 2 OF
THE ROSEMEAD MUNICIPAL CODE AND PROVIDING FOR THE
ESTABLISHMENT OF A BEAUTIFICATION COMMISSION FOR THE
CITY OF ROSEMEAD
WHEREAS, The City Council of the City of Rosemead has determined that it is advisable
that a Beautification Commission be appointed to assist in an advisory capacity. The
Beautification Commission is hereby created to facilitate a citizen -based, community "grassroots"
effort to organize, promote and participate in service projects and programs design to beautify
Rosemead.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD
HEREBY ORDAINS AS FOLLOWS:
SECTION 1. Municipal code amendments; the following sections are hereby added to
Title 2, Chapter 2.34 of the Rosemead Municipal Code to read in its entirety as follows:

2.34.010 — Established.
Hereby established an advisory Beautification Commission with membership, powers and duties
as provided herein.
2.34.020 — Members
The Beautification Commission shall consist of five voting members appointed by the City
Council, and in addition thereto the following ex -officio members who shall be non-voting
members:
The City Manager, or his or her designee;
2.34.030 — Absence from meetings
If a member of the Beautification Commission shall be absent from three consecutive regular
meetings of the Commission without cause, the office of such member shall be deemed to be
vacant and the term of such member ipso facto terminated.
2.34.040 — Term
The voting members of the Commission shall serve for terms of two years which shall be staggered
so that one member's term shall expire in each of three years and two members' terms shall expire
in the fourth year. If vacancies shall occur other than expiration of term, they shall be appointed
for the unexpired portion of the term. The term of the ex -officio members shall correspond to their
respective tenure of office. Terms shall commence on July 1 and expire on June 30 of the
appropriate calendar year, unless a lesser term is necessary to fill a vacancy.
2.34.050 - Removal from office
Notwithstanding the provisions of Section 2.34.040, all members of the Beautification
Commission shall serve at the will of the City Council.
2.34.060 — Regular Beautification Commission Meetings
Regular meetings of the Beautification Commission be on the second Wednesday of each month
at the hour of seven p.m. or if such date falls on a holiday on the next succeeding day which is not
a holiday.
2.33.070 — Duties
A. To organize citizen participation in community "clean up service projects;
B. To nominate and select winners of the annual Beautification Awards;
C. Serve as an advisory body to the City Council and staff on community beautification efforts;
and
D, To advise on other related items as assigned by the City Council.
SECTION 2. Severability. If any section, subsection, sentence, clause, or phrase of this
ordinance is for any reason held to be invalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision will not affect the validity of the remaining portions of this
ordinance. The City Council hereby declares that it would have passed this ordinance and each
and every section, subsection; sentence, clause, or phrase not declared invalid or unconstitutional
without regard to whether any portion of the ordinance would be subsequently declared invalid or
unconstitutional
SECTION 3. Publication. The City Clerk is directed to certify this ordinance and cause
it to be published in the manner required by law.
SECTION 4. Effective Date. This ordinance will be effective 30 days after adoption.

SUBJECT: ROSEMEAD BEAUTIFICATION COMMITTEE
PURPOSE: To create and facilitate a citizen -based, community "grassroots" effort to
organize, promote and participate in volunteer service projects and programs
designed to beautify Rosemead.
GENERAL POLICY
The City of Rosemead Strategic Plan includes a goal to `Beautify residential neighborhoods
and commercial corridors." The Strategic Plan also includes strategic objective to "Enhance
public view areas within the public right-of-way and private properties", along with various
actions items to improve the aesthetic appearance of the community. The Beautification
Committee is established to accomplish these goals and strategic objectives and to serve in an
advisory capacity to the City Council and staff.
PROVISIONS
The Rosemead Beautification Committee shall operate under the following guidelines:
A. Membership
A member of the City Council will serve as the Chair of the Rosemead Beautification
Committee. In addition, the City Council will appoint up to eight (8) residents or
Rosemead citizens with business or employment ties to Rosemead to serve 2 year
staggered terms on the Committee.
B. Chair
The appointment of the Chair will be made by the Mayor and confirmed by the City
Council on an annual basis in March or April of each year. The responsibilities of the
Chair are to provide leadership and chair regular meetings of the Committee.
C. Vice Chair
A member of the Beautification Committee that has been duly appointed by the city
Council will be designated by the Chair of the Beautification Committee to serve as Vice
Chair. The Vice Chair's responsibilities are to assist the Chair in his/her leadership
duties and to act in the capacity of the Chair in his/her absence.
D. Staff Support
The objective and thrust of the Beautification Committee is to function as a citizen -based,
grassroots effort that is independent of regular staff involvement. However, at the
request of the Chair, the Public Works Department will have primary and lead
responsibility for coordinating with the Chair of Beautification committee on an as -needed
basis. Staff support can also be accessed by the Chair through contacts with the City
Manager.

E. Meetings
The Rosemead Beautification Committee will meet on a regular basis as directed by the
Chair, but in no event will meetings be conducted less frequently than quarterly. Meeting
agendas will be published and posted in the same manner as City commissions. No
official minutes of the meetings will be kept.
F. Activities
The Rosemead Beautification Committee will engage in various volunteer activities,
including but not limited to:
1. Organizing volunteer citizen participation in community "clean up" service projects;
2. Nominating and selecting winners of the annual Beautification Awards; and
3. Serving as an advisory body to the City Council and staff on community
beautification efforts.
G. Staff Support
Primary staff support to the Committee will be provided by the Public Works Department.
H. Term
Terms shall commence on July Vt and expire on June 30th of the appropriate calendar
year, unless a lesser term is necessary to fill a vacancy.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CITY OF ROSEMEAD, CALIFORNIA,
ESTABLISHING COMPENSATION FOR MEMBERS
OF THE BEAUTIFICATION COMMISSION
WHEREAS, the Rosemead City Council recognizes the duties given to the
Beautification Commission; and
WHEREAS, the Rosemead City Council believes that in addition to recognition, the
members of the Beautification Commission should receive compensation to assist in part for the
numerous hours of service they provide to the City of Rosemead, and ,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That each member of the Beautification Commission shall receive the sum
of $100 for each regularly scheduled meeting and special meeting held and attended.
SECTION 2. The foregoing compensation will become effective September 1, 2018,
SECTION 3. That the City Clerk shall certify to the approval and adoption of this
resolution and shall cause this resolution to become in fall effect immediately upon passage.
