The meeting was called to order by Mayor Maude at 7:05 o'clock p.m. 1. CALL TO ORDER The Pledge of Allegiance was led by-Councilman elect Walter F.. Lowrey. The Invocation was delivered by City Treasurer Hugh Foutz. 2. ROLL CALL Present: Councilmen: Andersen, Jackman, Maude, Phinney, Stead. Absent: Councilmen: None. APPROVAL OF MINUTES: MARCH 24, 1964 - REGULAR MEETING APRIL 14, 1964 - REGULAR MEETING It was moved by Councilman Jackman, second by Councilman Andersen, that the minutes of March 24, 1964 and April 14, 1964 be approved as printed. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF ROSEMEAD ON THE 14TH DAY OF APRIL, 1964, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. • Mayor Maude requested this resolution read by title only, if there were no objections. There were no objections. Attorney Hassenplug presented this resolution by title only. It was moved by Councilman Jackman, second by Councilman Stead, that Resolution No. 64-25 be adopted. ADMINISTRATION OF OATH TO NEWLY ELECTED COUNCILMEN: CITY CLERK. City Clerk Milton Farrell administered the Oath to the newly elected Councilmen, Arnold C. Andersen, Wallace A. Jackman and Walter F. Lowrey. 8. DELIVERY OF CERTIFICATES OF ELECTION TO NEW COUNCILMEN: CITY CLERK City Clerk Milton Farrell presented the newly elected Councilmen with their Certificate of Election. 0 9. PUBLIC STATEMENTS: OUTGOING COUNCILMAN. Councilman Phinney made a brief statement ststing that it had been a privilege to serve on the Council - that many things have been accomplished during the past four years with more needing to be done on behalf of the youth of the community, and that it was with regret that he had been unable to seek reelection. - 5 - s 10. *11. 0 C 4-21-64 SEATING OF NEWLY ELECTED COUNCILMEN CITY CLERK ASSUMES THE CHAIR. Mayor Maude relinquished the Chair to City Clerk Farrell. Councilmen Andersen, Jackman and Lowrey assumed their seats at the Council table. ELECTION OF NEW MAYOR. City Clerk Farrell announced that nominations were in order for Mayor. Councilman Lowrey placed in nomination the name of Arnold C.. Andersen. There being no further nominations, it was moved by Councilman Stead, second by Councilman Jackman, that nominations be closed and a unanimous ballot cast for Arnold C. Andersen for Mayor. Roll call vote as follows: AYES: Councilmen: Jackman, Lowrey, Maude, Stead. NOES: Councilmen: None. . ABSENT: Councilmen: None. ABSTAIN:. Councilmen: Andersen. 12. NEW MAYOR ASSUMES THE CHAIR. Mayor Andersen assumed the Chair and thanked the Council for their confidence. 13. ELECTION OF MAYOR PRO TEMPORE. Mayor Andersen declared nominations open for Mayor pro tem. Councilman Maude placed in nomination the name of Wallace A. Jackman. • There being no further nominations, it was moved by Councilman Stead, second by Councilman Lowrey, that nominations be closed and a unanimous ballot cast for Wallace A. Jackman for Mayor pro tem. Roll call vote as fol-lows: AYES: Councilmen: Andersen, Lowrey, Maude, Stead. NOES: Councilmen: None. ABSENT: Councilmen: None. ABSTAIN: Councilmen: Jackman 14. STATEMENTS OF NEW COUNCILMEN Mayor. Andersen presented John D. Phinney with a Certificate of Appreciation for his four years of service on the Council. Councilman Lowrey said he was happy to be back and would be open for suggestions at any time.. Councilman Jackman stated he was honored to serve as Mayor pro tem. Mayor Andersen stated he would serve as representative and appoint Mayor pro tem Jackman as alternate to the Sanitation District, if there were no objections. There were no objections. APPOINTMENT OF LEAGUE OF CALIFORNIA CITIES REPRESENTATIVE AND ALTERNATE. Mayor Andersen stated he would appoint Councilman Stead as representative and Councilman Lowrey as alternate to the League of California Cities if there were no objections. There were no objections. APPOINTMENT OF CALIFORNIA CONTRACT CITIES REPRESENTATIVE AND ALTERNATE. Mayor Andersen stated he would appoint Councilman Maude as representative and himself as alternate to the California Contract Cities, if there were no objections. There were no objections. APPOINTMENT OF REPRESENTATIVE TO LIBRARY BOARD AND ALTERNATE. Mayor Andersen stated he would appoint Councilman Lowrey as representative and Mayor pro tem Jackman as alternate to the Labrary Board, if there were no objections: There were no objections. Mayor Andersen stated that Councilman Maude has done such a good job on the annexation program that he would like to appoint him as City representative on annexations. There were no objections. It was moved by Councilman Jackman, second by Councilman Maude that the Council unanimously ratify the foregoing appointments. Motion carried unanimously. UNFINISHED BUSINESS ORDINANCE NO. 129. CHANGE OF ZONE. ZONE CHANGE CASE N0. 6. AN ORDINANCE OF THE CITY OF ROSEMEAD CHANGING THE ZONE CLASSIF- ICATION OF PROPERTY AND AMENDING THE ROSEMEAD MUNICIPAL CODE. Mayor Andersen requested this ordinance read by title only, if there were no objections. There were no objections. Attorney Hassenplug presented this ordinance by title only. It was moved by Councilman Lowrey, second by Councilman Maude, that Ordinance No. 129 be introduced. TEMPLE CITY BOULEVARD CROSSING. Mayor Andersen requested this resolution read by title only and a summary of expenditures presented, if there were no objections. There were no objections. Councilman Maude stated that at present the Chairman and two . Planning Commissioners are authorized to attend the California Contract Cities Seminar in Palm Springs. It was moved by Councilman Maude, second by Councilman Jackman, that the Council rescind their previous action and authorize the Chairman and 3 Planning Commissioners to attend this seminar. Councilman Stead offered a substitute motion, seconded by Council- man Lowrey, that for this particular session all the Planning Commissioners desiring to attend be privileged to do so. - 8 - • C 4-21-64 Roll call vote on the substitute motion as follows: AYES: Councilmen: Andersen, Stead.
