CC - Minutes - 08-28-18MINUTES OF THE ROSEMEAD CITY COUNCIL REGULAR MEETING AUGUST 28, 20111 The regular meeting of the Rosemead City Council was called to order by Mayor Ly at 7:03 p.m., in the Rosernead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Mayor Ly, Mayor Pro Tem Clark, Council Members Arnienta and I,ow ABSENT: NONE PLEDGE OF ALLEGIANCE was led by Mayor Ly INVOCATION was led by Mayor Pro 'Tern Clark STAFF PRESENT: City Manager Molleda, City Attorney Richman, Assistant City Manager/Interim Public Works Director 'I'sqjiuchi, Chief ofPolice Hahnlein, Director of Finance Lieu, Director of Community Development Kim, Interim Director of Parks and Recreation Yugar, and City Clerk Hernandez 1. PUBLIC COMMENT Wilson Truong, representative of Energy Upgrade California, a Statewide sponsor initiative aimed at Californians to save and meet energy goals. Mr. Truong invited lum" the City Council and the public to an event on August 29, 2018, at the Rosemead Community Recreation Center to help residents and businesses learn how to reduce their energy bills. 2. PRESENTATIONS A. Presentation by Rio Hondo College President Dreyfuss — State ofthe College President Teresa Dreyfuss, presented the Rio Hondo State of the College and highlighted the college as the top college of transfers to Universities of California; awarded the Choice Awards in 2018; and elected as one of seven community colleges to participate in the Los Angeles County Promises, an initiative offering free tuition and priority registration to recent high school graduates. In addition, Ms. Dreyfuss spoke about Rio Hondo College's highly regarded Public Safety Division which includes the Police Academy and Fire Academies. Rio Hondo Community College District Board ofTrustees Clerk, Mary Ann Pacheco spoke about building stronger relationships ensuring Rosernead students have success in Rio Hondo College programs, B, 2018 Beautification Committee Awards Rosemead City Council Regular Meeting Minutes (?f A ugust 28, 20/8 Page I of'7 Senior Management Analyst Piatt announced the winners of the 2018 Beautification Awards for their efforts in beautifying their properties in three categories. Ms. Andrea Lagdamen was awarded the Xeriscape Award; Christel Fairbanks was awarded the Garden Award; and ;Jing and Rose-Lee Hartrion were awarded the Beautifying Rosemead Award. C. Recognition of Outgoing Beautil-ication Committee Members Senior Management Analyst Piatt introduced Outgoing Beautification Committee Members James Berry and Katrina Padilla-Sornoso and presented a certificate recognizing their volunteer efforts. Mrs. Padilla-Somoso was not in attendance to receive her certificate of recognition. The City Council congratulated the Beautification Award recipients and commended Mr. Merry and Mrs. Pad illa-Sornoso for their contribution to the Beautification Committee. D. Recognition of Los Angeles County Sheriff's Deputy Jeffrey Johnson Chief of Police Lieutenant llahnlein introduced Deputy Jeffrey Johnson, who responded to a call of a drowning child and conducted cardiopulmonary resuscitation ('CPR) that saved her life. Mayor Ly thanked Deputy Jeffrey Johnson for his heroic action in saving the child from drowning and for his commitment to public safety, The City Council presented Deputy Jeffrey Johnson with a certificate of recognition. Mayor Pro Tem Clark stated Deputy Jeffrey Johnson's actions were very moving and thanked him for saving the child's life. Council Member Low thanked Deputy Jeffrey Johnson for his heroic actions. Council Member Annenta thanked Deputy Jeffrey Johnson and stated he was put in the right place at the right time. E I,os Angeles County Temple Sheriff's Station Quarterly Report Sergeant Stevin Fiedler presented the update of the Temple Sheriff's Station Quarterly Report. Ile updated the City Council on the current crime trends, arrest statistics, probation and parole, and talked about the community oriented police plan, Council Member Low requested that the Temple Sheriff Station provide updates on stings after the fact, so the residents know what is happening in the community. In. addition, requested the Temple Sheriff Station to share new ideas from other Roseniead City Couricil Regular Meeting Minutes olf'A ugust 28, 2018 Page 2 q/7 agencies with the City. I.,astly, stated that residents are being encouraged to install cameras in their homes and asked for data results oCcrimes being caught on camera. City Manager Molleda replied that staff spoke to the Chief of Police Lieutenant NO" Halinlein to find ways to provide that type of crime data to the City Council in the future. F. Recognition of Rosemead Employee Gerardo "Jerry" Mota for 25 Years of Service Interim Parks and Recreation Director Yugar stated that after 25 years of public service, longtitne employee Jerry Mota has decided to retire from the City of Rosemead. Mrs. Yugar shared comments of appreciation by the Parks and Recreation Near and presented a commemorative City street sign to Mr. Mora. Martha Aguilar, representative of Angel Softball Team presented a Certificate of' Appreciation to Jerry Mota for always supporting their programs and service to the community, Mayor Ly on behalfof the City Council thanked Jerry Mota for his service to the City and the community through the Parks and Recreation Department. City Council presented Mr. Mota with a.plaque of appreciation for his 25 years of public service. Gerardo "Jerry' Mota thanked the City Council and staff for their support and expressed appreciation for the recognition. He thanked his family for being involved in the Parks and Recreation during his career in the City. Mayor Pro Tem Clark thanked Mr. Mota for his service to the City and wished him well, Council Member [,ow thanked Mr. Mota for his years of service and commended him for his work in the Parks and Recreation Department, Council Member Armenta talked about the early years in the Parks and Recreation Department when she worked with Mr. Mota and commended him for his 25 years of service and the impact lie has with the kids. 3. PUBLIC HEARINGS There are no public hearings at this time. 4. Request to Install Sign "Caution Cars Backing Out No Passing" at 4516 Muscatel Avenue Recommendation: That the City Council accept the Traffic Commission's recommendation to deny the installation of a "Caution Cars Backing Out No Passing" sign to the south of the property located at 4516 Muscatel Avenue and approve the Traffic Commission's request to have staff re -paint the edge line striping north of the subject site. In response to Mayor ProTem Clark's question, did staffspeak to the resident about other mitigation, Senior Management Analyst Piatt replied, he spoke to the resident about the option to apply for a blue curb. Mayor Pro ''em Clark announced she would abstain from voting on the item. Council Member Arrnenta stated the public should be aware that a blue curb painted in front of a residence does not preclude others from parking on the blue curb, which IWWAW is public parking; explained anyone with a handicap plaque can park at the blue curb. ACTIONI Moved by Council Member Low and seconded by Council Member Armenta to accept the Traffic Commission's recommendation to deny the installation of a "Caution Cars Backing Out No Passing" sign to the south of the property located at 4516 Muscatel Avenue and approve the Traffic Commission's request to have staff re -paint the edge line striping north of the subject site. Electrical Vehicle Charging Station Locations and Restrictions at City Owned Parking Facilities Recommendation: That the City Council adopt and approve Resolution No. 2018- 49 entitled: Rosemead iii, Council Regular Afeeling Alinules (,?f.A ugust 28, 2018 Page 5 (?f 7 A RESOLU]", ION OF THE CITY COUNCII.., OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING PARKING SPACE LOCATIONS AND RESTRICTIONS FOR ELECTRIC VEHICI_1CHARGING STATIONS AT THE CITY OWNED PARKING I"ACIL17HES, LOCATED AT 8838 EAST VALLEY BOULEVARD, 3936 NORTH MUSCATEL AVENUE AND 9108 GARVEY.AVEN[JE IN THE CITY OF ROSEMEAD Assistant City Manager/Interim Public Works Director Tsujiuchi reported Resolution No. 2018-49 was before the City Council to allow for proper signage installation at two City owned charging stations at the parking lots at Rosemead Community Recreation Center and Garvey Community Center. The signage will allow local authority to cite and remove a vehicle from an electric charging station, if the local authority has posted signage stating that certain spaces are designated for electric vehicles charging purposes only. Council Member Armenta indicated support and stated she receives complaints about non -electric vehicles parked at City owned charging stations. ACTION: Moved by Council Member Armenta and seconded by Mayor Pro Tem Clark to adopt and approve Resolution No. 2018-49. Motion was carried out by the: following vote AYES: Armenta, Clark, Low, and Ly B. Los Angeles County Sheriff's Department "STAR" Program Recommendation.: That the City Council take the following actions: 1. Approve the Agreement that falls under the umbrella of the Municipal Law Imforcement Services Agreement with Los Angeles County; and 2. Authorize the City Manager to execute the Agreement. At the request of Mayor Ly, this item was tabled to the next City Council meeting. 6. MATTERS FROM MAYOR & CITY COUNCIL A. City Council Corriments Mayor Ly requested to, adjourn the meeting in memory of Senator John McCain and resident Tek Nag, who migrated from Vietnam to the United States.
