ROSEMEAD TRAFFIC COMMISSION MEETING
June 7, 2018
The meeting of the Rosemead Traffic Commission was called to order by Vice Chair Ornelas at 7:00 p,ni in the
Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

STAFF PRESENT: City Engineer Rafael Fajardo and' Administrative Assistant Silvia Llamas
1, PUBLIC COMMENTS FROM THE AUDIENCE
Brian Lewin, 9501 E. Ralph Street mentioned that when reviewing the May 3, 2018 minutes, Commissioner
Quintanilla commented the possible closure of the Temple City Blvd west bound ramp for the 10 freeway and that
concerned him greatly, Mr. Lewin asked if the City is thinking of doing research on this topic or doing anything to
advance, this particular topic, it should be taken to the City Council because it wiil need Public Hearings prior to
doing anything. Mr. Lewin also recommended in getting the public's feedback.
2. CONSENT CALENDAR
Commissioner Berry requested to have Item B (Installation of Red Curb -- 3113 Del Mar Avenue) removed from
the Consent Calendar for further discussion.
Commissioner Berry motioned, seconded by Commissioner Quiintanilla to approve Item A (May 3, 20118 Minutes)
from the Consent Calendar as presented, Votes resulted in:

were removed and they are currently having trouble finding somewhere to park, Mr. Junig also mentioned if they
approve addiling the red curbing at 3113 Dell Mar Avenue it may just cause moire problems.
Brian Lewin., 9501 Ralph Street suggested if the request was made due to safety issues, parking shouild be
removed, Mr, Lewin also mentioned there is a fire hydrant next to the property wi!thiout a red curb, and would like
to request for the curb to be painted red;.
Staff informed the Traffic Commissioners that a request to have a red curb in front of the fire hydrant has ailready
been submitted.

any complaints, Commissioner Berry also visited the siite twice and didn't see anybody parking in front of the
driveway, but he did notice someone parking in front of the fire hydrant.

Chester Jung, 3145 Del Mar Avenue informed the Commissioners that one of the main problems they are having
on Del Mar Avenue is backing out of their driveways,
Vivian Mak, 9455 Ralph Street is representing her uncle who lives at 3113 Del Mar Avenue. Ms, Mak mentioned
that the issue is when two cars are parked in front of the property they slightly block the driveway and when they
are exiting the driveway they can't see the oncoming traffic.
Commissioner Berry asked Ms. IMak if they tried calling the sheriff's department or code enforcement when it
occurs.
Ms. Mak responded that they haven't called because her uncle doesn't speak English.
Commissioner Berry suggested for them to call the next time somebody blocks their driveway.
Commissioner Sevilla mentioned if they approve adding the red curb it shouldn't affect any street parking and
recommends approving the red curb,
Commissioner Qumtanilla doesn't find sufficient reason to have a red curb at that location and disagrees with the
installation of the red curb.
Commissioner Berry agree with Commissioner Quintanilla,
Commissioner Sevilla mentioned that he went to the site multiple times and saw two cars parked in front of the
property, along with cars driving fast on that street,
Commissioner Quintanilla suggested in reducing the speed limit.
Commissioner Sevifla motioned to approve Item B (Installation of Red Curb — 3113 Del Mar Avenue), there was no
second,
Commissioner Berry motioned, seconded by Commissioner Quintanilla to deny Item B (installation, of Red Curb —
3113 Del Mar Avenue) from the Consent Calendar. Votes resulted in:
Yes: Berry, Quintanilla and Ornelas
No: Sevilla
Abstain: None

A, INSTALLATION OF RED CURB— 3652 EARLE AVENUE
Staff gave the Traffic Commissioners a brief description on the item, along with recommending that the Traffic
Commission propose to the City Council that the wings of the driveway apron, along with an additional 1 -foot on
each side of the curb, be painted red at 3652 Earle Avenue.
Commissioner Quintanilla excused himself from the meeting at 7:32 p.m.
Commissioner Berry visited the site and mentioned that there was a lot of open space.
Commissioner Sevilla also visited the site and agrees with Commissioner Berry, Mr. Sevilla also mentioned that
the property is near a corner and they need to be careful when exiting their driveway.

4. STAFF REPORT
Staff provided the Traffic Commissioners with an update on current and upcoming City events.
5. COMMISSIONER REPORTS
Commissioner Berry asked if staff can, look into Mr. Jung's traffic concerns off of War Avenue.
Vice Chair Orinelas informed staff that there's a lot of speeding and racing on Strang Avenue, between Valley
Boulevard and Loftus Drive, and asked if staff can do something to slow traffic down,
Commissioner Sevilla mentioned that on Friday nights a lot of cars hang Out at the Rosemead Plaza, they drive
fast, start burning tires, and making a lot of noise. Mr. Sevilla informed staff that they've caked the sheriffs
department but with the sound of the sirens, the cars leave before the sheriff's get there, Mr, Sevilla asked if staff
could ask the sheriff's department to imonitor that area to prevent if from happening.
6. ADJOURNMENT
The meeting adjourned at 7A0 p,m. The next Traffic Commission meeting is scheduled for July 5, 2018, at 7:00
p.m., in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard,
