B. Approval of Minutes
Recommendation: That the City Council approve the regular meeting minutes of
September 25, 2018.
C. Crosswalk Installation at Jay Imperial Park (Project No. 28011) and Sidewalk
Replacement (Project No. 24008) — Award of Contract
As part of the City's Fiscal Year 2018-19 Budget, the City Council approved the
Capital Improvement Program that included the Crosswalk Installation and
Sidewalk Replacement Projects. In order to attract more bidders, the City Engineer
combined the two projects into a single project, prepared bid specifications, and
advertised the project for bids on January 10, 2019. On February 6, 2019, staff
received five bids and is recommending the award of contract to FS Contractors
Inc., of Sylmar, in the amount of $100,090.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to execute a contract with FS Contractors Inc., in
the amount of $100,090 for the Crosswalk Installation at Jay Imperial Park and
Sidewalk Replacement Projects;
2. Authorize the Director of Public Works to approve change orders up to $10,000
(up to 10% of contract amount) for these projects; and
3. Take such additional, related action that may be desirable.
D. Installation of Red Curb at 8622 Garvey Avenue
On February 7, 2019, the Traffic Commission considered a request for installation
of red curb at 8622 Garvey Avenue. Upon reviewing the letters received from two
business owners at 8622 Garvey Avenue and hearing their testimony and staff's
analysis, the Commission concurred with staff's recommendation to install 15 feet
of red curb immediately west of the driveway serving the property. The red curb
will improve visibility for oncoming traffic and provide relief for the business
owners and their patrons exiting the driveway. In accordance with the City's Curb
Marking Policy, staff is requesting Council's approval of the red curb installation
at 8622 Garvey Avenue.
Recommendation: That the City Council approve the installation of 15 feet of red
curb immediately west of the driveway located at 8622 Garvey Avenue in order to
improve visibility for oncoming traffic; and take such additional, related action that
may be desirable.

5. MATTERS FROM CITY MANAGER & STAFF
A. Fiscal Year 2018-19 Mid -Year Budget Review
The City Council will consider adjustments to the Fiscal Year 2018-19 adopted
Budget. During the Fiscal Year, unforeseen financial needs and opportunities
typically arise, which require Council approval of recommended adjustments to
projected revenues and expenditures. At this time, there are several items that
require appropriations as well as projected revenue adjustments.
Recommendation: That the City Council take the following actions:
1. Receive and file the Mid -Year Budget Review and related reports; and
2. Approve Resolution No. 2019-10, entitled:

VARIOUS APPROPRIATIONS FOR FISCAL YEAR
2018-19
B. Approval of First Amendment to City Manager Employment Agreement
The City and the City Manager entered into an Employment Agreement
("Agreement") on January 16, 2018. Section 3 of the Agreement permits the City
Council to conduct performance evaluations and grant increases in salary. Pursuant
to Section 3 (a)(ii) of the Agreement, the City Council conducted the City
Manager's performance evaluation. The City Manager received a "substantially
exceeds expectations" review with a 5 rating. A substantially.exceeds expectations
review entitles the City Manager to a 5% salary increase. A 5% increase would
bring the City Manager's total annual salary to $199,500.
The City Council is also being asked to consider an additional 3.5% salary increase
to the City Manager's salary to help close the gap between her current salary and
the current labor market. In 2017, a salary survey was conducted in which results
indicated that the City Manager's compensation is 17.3% behind the labor market.
An additional 3.5% increase this year would bring the City Manager's total annual
salary to $204,487.50.
Recommendation: That the City Council take the following actions:
Approve the First Amendment to the City Manager Employment Agreement
granting a 5% salary increase to the City Manager; and
2. Approve an additional 3.5% salary increase this year and an additional 3.5%
increase next year to the City Manager's salary as a step to begin to make her
current salary more reflective of and competitive with the labor market for city
managers.

The regular City Council meeting of March 12, 2019 is cancelled due to lack of quorum.
The next regular City Council meeting is scheduled for March 26, 2019, at 7:00 p.m. in the
Rosemead City Hall Council Chamber.
