PRESENT: Vice-Chair Lin, Commissioners Ly, Morten, Ruvalcaba and Tocki ABSENT: None PLEDGE OF ALLEGIANCE was led by Vice-Chair Lin ADMINISTRATION OF THE OATH OF OFFICE The Secretary administered the Oath of Office to newly appointed Commissioners Moten and reappointed Commissioner Ruvalcaba. 1. PUBLIC COMMENTS FROM THE AUDIENCE James Berry welcomed Beverly Morten to the Parks Commission and thanked her for all she does in the city. 2. CONSENT CALENDAR - None 3. MATTERS FROM STAFF A. 9/11 Ceremony Interim Director of Parks and Recreation Yugar invited the commission to the 9/11 Ceremony and mentioned that the City of Rosemead is one of the few that holds it. She also commented that the commission would be receiving updates on more than just land space. B. Fall Fiesta – Change of Location Interim Director of Parks and Recreation Yugar informed the commission regarding the previous Fall Fiesta. Last year, the event was held as a street fair and contracted out. The person overseeing it did not provide the vendors as agreed and as a result, was poorly attended. Due to the event attendance, Interim Director of Parks and Recreation Yugar announced that the event would be moved to Rosemead Park. The event will be held on Saturday, October 13, 2018 from 4:30 to 10: 30 p.m. The event was changed to the evening to attract more teens. The event is in the planning phase with current ideas being laser tag and the movie Coco. C. Trunk or Treat Event This event is held on Halloween. Interim Director of Parks and Recreation Yugar asked the commission to invite businesses to join the event. In previous years, there were repeat trick or treaters and the plan for this year is traffic control as well as stamps on entry. All commissioners were invited to join the event and asked to announce their participation as soon as possible in order to reserve a VIP parking spot. D. Community Garden Interim Director of Parks and Recreation Yugar commented on the plans for opening the Temporary Community Garden on Glendon Way. The dirt is currently being moved and the plans for the plots have been laid out. During the next commission meeting, the marketing materials and rules will be presented for feedback. A letter is being sent out to the community to inform them of the new garden. The tricky portion is that the garden is temporary and has a lease agreement with a 90 day notice to vacate making it a little difficult to market. There will be 30 plots available and will run on a 6 month or yearly basis. Interim Director of Parks and Recreation Yugar suggested 6 month leases for plot agreements since the garden is temporary and a 90 day notice to vacate can be given at any time. The lease amount for the plots will be discussed in the next meeting. The tentative opening is for January of the upcoming year. Interim Director of Parks and Recreation Yugar asked for advice from the commission in regards to local community groups that may be willing to come out and help with the garden. The schools will be contacted for their participation and the commission was asked to send contact information for potential participants. Commissioner Morten suggested Facebook to find groups within Los Angeles County. Interim Director of Parks and Recreation clarified that she is looking for groups local to the City of Rosemead. Commissioner Morten suggested looking into the program Seed Savers located in the Los Angeles County Libraries. The program allows a participant to pick up seeds with the promise that they will then return and provide seeds for someone else. Commissioner Ly asked for clarification on the lease agreement and whether at least a 6 month notice to vacate can be provided to gardeners. Interim Director of Parks and Recreation Yugar mentioned that at any time the lease can end and a 90 day notification will be given. The owner has no desire to develop the property any time soon. Currently there is a search for land to design a permanent garden. Commissioner Ruvalcaba asked whether more details regarding the garden and plots would be provided and if outreach to outside clubs and organization would be happening soon. Interim Director of Parks and Recreation Yugar responded with a yes. Vice-Chair Lin asked how often the commission would meeting to ensure that the garden details and updates are given. Interim Director of Parks and Recreation Yugar stated that on a monthly basis and the October meeting will be important as she needs feedback from the commission to move forward with the garden. E. Edison Easement – New Park Location A representative from Edison mentioned they were interested in having Interim Director of Parks and Recreation Yugar look at two parcels on mission and walnut grove for a possible new park. The paperwork was submitted and a decision should be made by the end of the year. On October 2nd, the city engineer will be providing a basic concept design and the park could possibly include a restroom. Commissioner Ly asked what the City of Rosemead would be doing to get the word out on new items like the garden. Interim Director of Parks and Recreation mentioned she would be using social media to ask what the city would like to see in their community. Also, on September 15th, the city will be hosting the annual Moon Festival. The event is supported by GM Media and over 100 vendors will be attending. There is a ceremony that will be held at 4:00 pm. The commission was asked to RSVP for the event to ensure their attendance is announced if they plan to attend. Commissioner Ly inquired about having an information booth for the city. Interim Director for Parks and Recreation Yugar requested having flyers promoting events. He also mentioned getting companies involved and forming partnerships with Home Depot or other home improvement companies. Both commissioner Ly and Ruvalcaba volunteered to work the information booth. 4. MATTERS FROM COMMISSION A. Commission Comments Commissioner Tocki identified possible locations in Rosemead, which would be great for an open space or park. He is not aware whether the properties identified are owned by the city or if it has multiple owners. Commissioner Tocki mentioned there is a property by Bitely Elementary School, which can be approached for joint usage with the schools. There is also a small lot that is open, which can be used for a community garden. The commissioners were provided with maps of the locations. Commissioner Tocki asked Interim Director of Parks and Recreation Yugar to provide additional information on regarding whether the property is city owned, is for sale, if it is up to code, and general information about the space. Interim Director of Parks and Recreation Yugar announced that she would provide that information in following meeting. Commissioner Ruvalcaba mentioned the garden will be a success because people in the community are interested in vegetation. An update for the dog park was also requested. Interim Director of Parks and Recreation announced that there are no updates as it is going through the grant and historical review. Currently, the dog park is awaiting feedback. Commissioner Ly welcomed the new commissioners and thanked Commissioner Tocki for the parcel information. He also requested a meet and greet between the commissioners and Parks and Recreation staff to get better acquainted and conduct a needs assessment to engage the community. Vice-Chair Lin mentioned that a Rosemead resident spoke to him regarding a pocket park, located behind Jansen school, which is bringing in more traffic and activity. The resident believes that there are drug deals being conducted in that area. The resident mentioned that the police is not quick to respond. Vice-Chair Lin asked that the commission review the design of the park to see if anything can be done. Interim Director of Parks and Recreation Yugar asked for her contact information to be shared with the resident. She has been involved with a neighborhood watch and communicates with the Sheriffs and can help find a solution. 5. CONSENT CALENDAR - None 3. MATTERS FROM STAFF A. Community Garden Interim Director of Parks and Recreation Yugar informed the commission that all is coming along well with the garden. The garden is located next to the Hartford Hotel on 8828 Glendon Way, Rosemead, CA 91770. There will be 30 plots available and 3 plots will be reserved for the school district or community groups. Due to being a temporary garden, planter boxes will be used and can easily be moved in case of a 90 day notice to vacate. To help with traffic and unloading, a parking lot will be constructed to fit four car slots, with one being ADA accessible. The South Pasadena Garden has a beautiful open space and the Rosemead Garden will feature an open space area with benches in a similar form. There will also be a workbench and picnic tables with umbrellas. A local community artist will be painting a mural on the right-hand side of the garden. If the garden gets full, there is a possibility to expand to the back space. Commissioner Moten asked whether a water source would be available. Interim Director of Parks and Recreation Yugar replied with a yes. The Hartford Hotel will be providing water at no cost. Commissioner Morten asked if hoses will be provided. Interim Director of Parks and Recreation Yugar commented that supplies will be provided the first time such as hoses, wheel wheelbarrow and shed. Commissioner Ly asked about the containers on the lot. Interim Director of Parks and Recreation Yugar mentioned the area will be blocked off and made to look nice to cover the containers. The containers are being used as office space and storage. Commissioner Ly asked if the parking would be gravel. Interim Director of Parks and Recreation Yugar mentioned it would be DG as it is ADA accessible and a portion would be a gravel. The parking lot will be opened and closed by a Rosemead Center staff to monitor the parking and ensure residents are not using it for parking. The signage in the parking lot will also be translated. Commissioner Morten asked whether a bathroom will be available. Interim Director of Parks and Recreation Yugar stated that the plans for the garden do not include a restroom, but there is the option of a porta potty which is costly. The design of other garden do not include restrooms. Vice-Chair Ruvalcaba inquired about the garden hours. Interim Director of Parks and Recreation Yugar replied that the hours were typically from dawn to dusk. The parking lot gate will be closed at a certain time; however, the garden will have a key pad for gardeners to go in and out. The garden will not be open to visitors only to gardeners, but gardeners will be allowed to bring in guests. The goal is for the gardens to become a place to teach, for example having the Boy Scouts out to teach about compost. The garden will not have lighting as the garden will not be open at night. The rate for the garden would be $60-$75 annually and should be leased on a 6 months basis. The plot leases will only be offered to residents. Commissioner Ly asked regarding the entrances to the garden. Interim Director of Parks and Recreation Yugar stated that there will be one entrance for all people to enter. Trash containers will not be included as it will be an additional cost. Commissioner Lin inquired about signage for rules. Interim Director of Parks and Recreation Yugar mentioned that rules were currently being reviewed as they tend to change from city to city depending on the community. Commissioner Ly asked regarding common city grievances with gardens and what some of those issues include. Interim Director of Parks and Recreation Yugar said that the largest issue is neglect and stealing other people’s fruits and vegetables. Commissioner Morten asked regarding insurance in case someone gets hurt. Interim Director of Parks and Recreation mentioned the application includes an indemnification clause. Commissioner Ly was concerned with the stealing of produce and asked how the city would resolve the issue. Interim of Parks and Recreation Yugar explained that there is not much that can be done aside from taking notes and having staff patrol the area. The stealing could be due to people coming over the fence or pest. The garden will not include electrical outlets. The garden will be opening in January 2019, as it has already been approved by council. A mailing has been sent out to residents living near the garden and another mailing will be sent to all Rosemead residents. There will be 3 plots that are going to be reserved for community groups and another 3 for ADA purposes. There are also 4 plots at the senior center that will be redone after the opening of the garden. Commissioner Tocki inquired whether the Rosemead Express stopped nearby the garden with a follow up to the question for the next meeting. B. Park Space Update Interim Director of Parks and Recreation Yugar gave an update on the land Chair Tocki inquired about for park/open space usage. Chair Tocki identified possible locations in Rosemead, which would be great for an open space or park. The land between New and Jackson are commercial and not owned by the city. The two areas are not currently for sale. The other two properties, one by Bitely Elementary and the other on New and Edgley, are both owned by the school district. Interim Director of Parks and Recreation Yugar will be placing a call with someone at the district to inquire whether they are interested in selling or creating an MOU for shared space. Commission Chair Tocki mention he preferred not to take land from the school and trying for the MOU would be best. Interim Director of Parks and Recreation Yugar as well as the city engineer, will be presenting on another project for open space. Due to conflicting events, a Special Meeting for the Parks Commission will be held on November 7th at 7:00 pm. A topic for the agenda will be the opportunity for a Southern California Edison easement. 4. MATTERS FROM COMMISSION A. Commission Comments Vice-Chair Ruvalcaba asked for an update on the dog park. Interim Director of Parks and Recreation Yugar mentioned she received correspondence from the State Parks Department regarding additional information needed for the grant. The grant has not yet been secured. The location for the dog park is still tentative for Garvey Park. A request for candy was made for the Trunk or Treat event as well as additional cars to hand out candy. Currently 6 cars of 30 have signed up to join. Participants are asked to bring 3,000 candies to give out. Fall Fiesta will have a rock climbing wall, laser tag, video game truck, a movie and live music. The event was not well attended last year. Commissioner Ruvalcaba asked if the event would still take place if it rains. Interim Director of Parks and Recreation Yugar stated she would follow up with the commission to inform them whether the Fall Fiesta event would still happen in case of rain. 5. MATTERS FROM STAFF A. Vacant Property- Second Community Garden The first temporary community garden opened on January 19, 2019, with all 26 plots being reserved and waiting list established. Additional inquiries were received for plots; however, residents lost interest once informed that plots were full. A second community garden is being proposed with a potential location at 3212, 3220, 3224, 3232 Del Mar Avenue, North of Emerson Place. Director of Parks and Recreation Boecking asked for feedback from the commission prior to taking the matter to council in which he will request funds to build the garden. Vice-Chair Ruvalcaba asked whether the funding for the first garden covered all costs as well as the availability of existing reserves to cover the cost of maintenance and repairs. Director of Parks and Recreation Boecking responded that money was set aside in a capital improvement project specifically for the community garden of $25,000 and he would be confirming with the commission on whether all costs were covered. Also, a request for funds was made to be allocated to the community garden pending council’s approval of the budget. This year’s budget does not include funding for maintenance and repairs of the garden, but has been proposed for next year. Commissioner Morten asked when the garden would be opening. Director of Parks and Recreation Boecking mentioned it would be tentative for next year; however, would need to be approved by council before setting an actual opening date. Chair Tocki inquired whether all four sites would be used. Director of Parks and Recreation Boecking stated all four sites would be needed and would include more plots and parking. Commissioner Morten asked if there was a water source at the location. Director of Parks and Recreation Boecking answered with a yes. Commissioner Chen stated that his understanding of the current community garden is that there is room to expand and asked if details could be shared regarding the negotiations with the owners. Director of Parks and Recreation Boecking shared that the lease agreement on the garden on Glendon Way is month to month. The proposed lease agreement with the property on Del Mar would be for a year at $1.00 and thereafter on a monthly basis. The owners do not want to develop at this time. Chair Tocki asked cost wise, if there was an estimate for how much council would be asked for. Director of Parks and Recreation mentioned it would be for $40,000 and the project would be double the size of the current garden. B. Monthly Parks & Recreation Department Review Director of Parks and Recreation Boecking mentioned he would be giving a monthly department update with highlights of events and programs. The aquatics programs are booming. The Splash Zone will remain closed until the summer. The Rosemead High School Swim team is using the Rosemead Aquatic facility and will do so until the end of their season. The Aqua Fit classes have begun and will continue until May 3rd. The swim team has over 100 participants. There were 7 participants in the CPR training course with all passing. The senior programs are also going well with the Sweethearts Jamboree being held last month February 9th with over 160 seniors in attendance. The activities included bingo, lunch and dancing with special guest Senator Susan Rubio whom presented awards. In February two movies were shown and seniors participated in arts and crafts. The youth basketball league kicked off in January with a total of 14 teams and 124 participants of boys and girls ages 6-14. Camp Rosemead concluded in January with 22 participants and featured games, arts and crafts, sports, science experiments and excursions. Two Spring break camps will take place on April 8-12 and 22-26. The basketball clinic services youth ages 6-14 and introduces the fundamentals of the sport. Youth ages 3-5 learn to play basketball in the Start Smart program. The Easter Eggstravaganza will be held on April 20th at Garvey Park. The Civic Pride Day will be taking place on Saturday, May 4th. The Parks Commission is invited to attend and contact Natalie from the City Clerks division if they are interested. Vice-Chair Ruvalcaba asked whether flyers for programs and events were being sent to the nearby schools. Director of Parks and Recreation Boecking stated that flyers have been sent out. 4. MATTERS FROM COMMISSION A. Commission Comments Chair Tocki asked if the commission could be given an update regarding the Edison properties during the next meeting. Chair Tocki clarified that he proposed different properties for joint usage agreement and vacant land. Vice-Chair Ruvalcaba commented that she has heard that people are sad about the cancellation of the yard sale and asked about a reschedule date. Director of Parks and Recreation Boecking announced that it cannot be rescheduled this year, but a rainout date will be planned for next year. Vice-Chair Ruvalcaba inquired about an update on the dog park. Director of Parks and Recreation Boecking mentioned he did not have an update, but will be bringing it for the next meeting. Chair Tocki asked for an update regarding the grant for the dog park. Director of Parks and Recreation Boecking mentioned he would report on it for the next meeting. Commissioner Lin requested the status of the Farmers Market and whether the location would be changing. He also mentioned that residents have brought up concerns about public safety at the parks and requested to have someone from public safety speak to the committee on addressing the issues. Director of Parks and Recreation Boecking mentioned that those inquiries can be directed to him. Commissioner Morten mentioned she has received many complaints regarding Rosemead Parks’ restrooms and would like to know if it is being dealt with. Director of Parks and Recreation Boecking stated improvements have been made. The restrooms were painted and the doors and locks are being fixed. A proposal has also been made for next year’s budget. Vice-Chair Ruvalcaba requested a reminder for the Civic Pride Day and the Easter Eggstravaganza and offered help with a booth. Commissioner Morten mentioned that the rules for the garden state that gardens can only be watered three times a week, but will require more watering in the summer and asked for a revision. Commissioner Lin asked whether a class can be held providing gardening tips. Commissioner Morten commented that there are master gardeners that will conduct free classes and would be good to look into. Deputy City Clerk Natalie Haworth announced that during Civic Pride Day, there will be an educational portion with planting and learning. 5. ADJOURNMENT The meeting adjourned at 7:29 p.m. The next Parks Commission meeting will be held on Tuesday, April 2, 2019 at 7:00 p.m. in the Council Chambers. __________________________________ Jennifer Pineda, Administrative Specialist APPROVED: _________________________ William Tocki, Chair 1 ROSEMEAD PARKS COMMISSION MEMORANDUM TO: THE HONORABLE CHAIR AND PARKS COMMISSION FROM: TOM BOECKING, DIRECTOR OF PARKS & RECREATION DATE: APRIL 2, 2019 SUBJECT: MONTHLY DEPARTMENT UPDATE AQUATICS Preparations are underway for the summer. Staff is recruiting the following positions; Assistant Pool Manager, Lifeguards and Aquatic Attendants. Additional staff is needed due to the high demand of the aquatic programs during the summer months. Lifeguard Training, Water Safety and CPR/First Aid classes are being offered to help train future emergency responders as well as help in recruiting of potential candidates for summer employment. In the previous CPR session, 7 participants were enrolled with 100 percent pass rate. New ADA lifts will be installed in April, which provide accessibility to the pools. The next session for swim lessons begins on April 26. Registration for spring lessons will be held on April 10 at the Rosemead Aquatic Center from 2:00 to 7:30 pm. The swim team is going well and preparing to attend swim meets with 98 participants currently enrolled. CONTRACT CLASSES Rosemead Community Recreation Center - Classes have ended for the current session and will begin the first week of April. FACILITIES/PARKS Garvey Community Center - On March 15, 2019, 26 seniors visited Santa Barbara to see the Orchid Show. Participants enjoyed the sights and smells of several variety of Orchids from around the world, along with great food and entertainment. Those who attended had a great time. Another senior excursion is planned for March 29, 2019 to Mount Palomar Winery in Temecula. There are 24 seniors enrolled and are looking forward to the trip. Parks Commission Meeting April 2, 2019 2 The senior lunch program is offered Monday through Friday. Lunches are served at 11:15 am and on an average serve about 70 lunches per day. Following the lunch program on April 1, a free Ice Cream Social will be held for the seniors at the Garvey Center. SPECIAL EVENTS Easter Egg-stravaganza - The event will be held on April 20 from 10:00 am to 1:00 pm at Garvey Park. There will be egg hunts for children 2-13 years of age. The egg hunt will begin right at 10:00 am. During the hunts, a special golden egg will be hidden for each division for a chance to win a special prize. After the egg hunt, children will have an opportunity to take a photo with the bunny, play at the different game booths, jump in the moon bounce or purchase food from the food trucks. Civic Pride Day - Civic Pride Day will be held on Saturday, May 4 from 8:00 am to 12:00 pm at Garvey Park. This beautification effort is currently seeking volunteers to participate and will feature installation of drought tolerant plants, trimming of overgrown vegetation, spreading of mulch and painting. There will also be an educational component which includes planting and learning about planting. Farmers Market - The Farmers Market is set to begin on April 1 and will run until September 9. It will be held every Monday from 5:00 to 9:00 pm in the Civic Center Plaza. The vendors will be selling fruits, vegetables, food, flowers and crafts. Outdoor Family Movie Night - On Friday, May 24 at 7:00 pm, families can gather outside the Rosemead Community Recreation Center to watch the Incredibles 2. Tickets will be sold for $5 and will include a hotdog, drink and popcorn. Movie watchers are encouraged to bring a chair or blanket to comfortably view the movie. 4th of July Carnival and Parade - A full day event which is not to be missed, the 4th of July event will include a parade, carnival, live entertainment and end with a fireworks display. Food trucks and vendors will have an array of food for all palates. YOUTH PROGRAMS Camp Rosemead - This Spring Break, youth can enjoy participating in Camp Rosemead which features a Space Adventure theme and includes various activities, games, arts & crafts, sports and a field trip to the Columbia Memorial Space Center. Camp will be held from 7:00 am to 6:00 pm, Monday through Friday for kids in 1st – 8th grade. To accommodate varying Spring Break sessions, two camps will be held on April 8 to 12 and April 22 to 26. Parks Commission Meeting April 2, 2019 3 Playschool - The Playschool program is out of session for three weeks, but will return on April 8. During this time, the teachers are spring cleaning and getting ready for the upcoming session. The winter session brought in 47 children, which participated in either the morning or evening classes. Youth Winter Basketball League - The Winter Youth Basketball League ended on March 9 with a total of 14 teams and 124 participants. The City of Rosemead sent 1st place teams in Division A, B and C to represent Rosemead in the 2019 San Gabriel Valley SCMAF Youth Basketball Tournament hosted in the City of Azusa. Division A - Lakers gave it their best effort, but lost to Burbank in the opening rounds. Division B – Bulls competed the entire game, but came up short in the end and lost by 7 points to Glendora. Division C – Mavericks jumped to a quick start and never looked back to beat Azusa 22-14 to advance to the second round where they lost to San Gabriel. Parks and Recreation would like to thank all of the parents, players and coaches for their participation, support and for representing Rosemead Youth Sports in this year’s SCMAF Tournament! Youth Spring Futsal League - The Youth Futsal League began practices on March 25 with 8 teams and 63 participants. Games will be held on Saturday Mornings beginning April 6. Youth Spring Basketball Clinic - Boys and girls ages 6-14 years old will be taught the basic fundamentals of basketball, teamwork and sportsmanship. The 6 week program will be held on Saturday afternoons beginning April 27.
