TC - Item 3A - Request for Installation of Red Curb at 2488 Jackson Ave ROSEMEAD TRAFFIC COMMISSION STAFF REPORT TO: TRAFFIC COMMISSION FROM: REY ALFONSO, DIRECTOR OF PUBLIC WORKS DATE: JUNE 6, 2019 SUBJECT: REQUEST FOR INSTALLATION OF RED CURB AT 2488 JACKSON AVENUE SUMMARY Staff has received a request from a resident for an extension of red curb on the southeast corner of Jackson Avenue and Garvalia Avenue at 2488 Jackson Avenue, The resident’s concern describes that cars parked on the southeast corner of Jackson Avenue obstruct the view of oncoming northbound vehicles for westbound stopped vehicles on Garvalia Avenue. Vehicles parked on the southeast corner of Jackson Avenue and Garvalia Avenue are parked on the eastside of Jackson Avenue south of Garvalia Avenue. The curb parking extends approximately 65-feet south from the existing ~10 feet of red curb to the first driveway south of Garvalia Avenue (2482-2484 Garvalia Avenue). The 65-feet of available parking accommodates 3 parking spaces of 20-feet in length, which is the minimum length for a parking space established in the California Manual on Uniform Traffic Control Devices. Extending the red curb south a distance of 15-feet would leave 50-feet in length of available parking which would accommodate 2 parking spaces. STAFF RECOMMENDATION It is recommended that the Traffic Commission approve the extension of 15 feet of red curb on the eastside of Jackson Avenue at 2488 Jackson Avenue to improve visibility of northbound oncoming traffic. ANALYSIS A resident has expressed a concern that vehicles are parking too close on the southeast corner of Jackson Avenue and Garvalia Avenue obstructing the view of oncoming northbound vehicles for westbound stopped vehicles on Garvalia Avenue. Jackson Avenue is approximately 38-feet wide in a single-family residential neighborhood. Opposing lanes of traffic on Jackson Avenue are separated by a skip yellow centerline. There are painted parking/edgelines on both sides of Jackson Avenue. Parking is permitted on both sides of the street and currently is unrestricted with the exception of certain hours every week for street sweeping. Traffic Commission Meeting June 6, 2019. Valley Boulevard, Rosemead, California 91770, for the purpose of reviewing the possible extension of parking restrictions (red curbing) on the southeast corner of 2488 Jackson Avenue. The City received a request from a concerned resident that vehicles parked on the southeast corner of Jackson Avenue obstruct the view of oncoming northbound vehicles for westbound stopped vehicles on Garvalia Avenue. You are being notified of this meeting because your property is within close proximity to the location. We encourage your comments regarding traffic safety in this area. Citizens’ wishing to comment may do so by either attending the Traffic Commission meeting, or by sending a comment letter by 5:00 p.m. on Thursday, June 6, 2019.
