B. AIPAC's Annual Hispanic Outreach Summit, August 9-11, 2019 — Austin, TX
The City Council will consider authorizing the attendance of any Council Member
who wishes to attend AIPAC's Annual Hispanic Outreach Summit on August 9-
11, 2019, in Austin, TX.
Recommendation: That the City Council authorize the attendance, at City expense,
of any Council Member interested in attending AIPAC's Annual Hispanic Outreach
Summit on August 9-11, 2019, in Austin, TX.
C. Second Reading and Adoption of Ordinance No. 988, Amending Chapter 3.24
(Purchasing System), Adding Chapter 3.28 (Public Works Bidding Procedure), and
Adopting Other Conforming Amendments to the Rosemead Municipal Code
On June 11, 2019, the City Council introduced for first reading, by title only,
Ordinance No. 988, amending sections of the Rosemead Municipal Code and
restating Chapter 3.24 (Purchasing System), adding Chapter 3.28 (Public Works
Bidding Procedure), and adopting other conforming amendments.
Recommendation: That the City Council approve the second reading and adoption
of Ordinance No. 988, by title only, entitled:

D. Senior Nutrition Meals Provider — Award of Contract
The City has contracted with Bateman Community Living, LLC to provide meals
for the Senior Nutrition Program. The contract for meal services will expire on
June 30, 2019. Staff is recommending that the City Council approve a new
agreement for meal services beginning July 1, 2019 through June 30, 2020. Staff
will release a Request for Proposal ("RFP") for the Senior Nutrition Program Meal
Services in early 2020.
Recommendation: That the City Council approve the proposed contract with
Bateman Community Living, LLC, and authorize the City Manager to execute the
contract.
E. Resolution No. 2019-32, Authorizing the Application for Grant Funds from the
California Department of Parks and Recreation
The Statewide Park Program (SPP) competitive grants, made available through
Proposition 68, will create new parks and new recreation opportunities in critically
underserved communities across California. Eligible projects include creation of
new parks, expansion of existing parks, or renovation of existing parks. Grant
requests range from $200,000 to $8.5 million, with no match requirement.
Recommendation: That the City Council adopt Resolution No. 2019-32, entitled:

6. MATTERS FROM CITY MANAGER & STAFF
A. Senate Bill 2 - Planning Grants Program Resolution
Senate Bill 2 (SB2) Planning Grants provides funding and technical assistance to
all local governments in California to help cities and counties prepare, adopt, and
implement plans and process improvements that streamline housing approvals and
accelerate housing production. The estimated award amount for Rosemead is
$160,000 (small localities less than 60,000 people). The Planning Division is
currently in the process of completing the application. As part of the SB 2 Planning
Grant Application, the City Council must fully execute a resolution authorizing
application for, and receipt of, Planning Grants Program funds, The Planning
Division will utilize the funds to hire a consultant to assist staff in developing the
Freeway Corridor Mixed Use Overlay Zone along the Interstate -10 Freeway
corridor on- and off -ramps.

A. City Council Appointment — Voting Consensus
This item is presented to the City Council at the request of Mayor Pro Tem Sandra;
Armenta. Every year, appointments to a variety of Regional and State committees
and boards is presented to the City Council for consideration. Mayor Pro Tem
Armenta would like to discuss the possibility of bringing "hot" ticket items for
Rosemead City Council discussion before any delegate or alternate votes on their
respective committees and/or boards.
Recommendation: That the City Council discuss and provide further direction.
