CC - 06-06-07 - Special Meeting• O MINUTES OF THE SPECIAL MEETING ROSEMEAD CITY COUNCIL June 6, 2007 The special meeting of the Rosemead City Council was called to order by Mayor Tran at 5:00 p.m. in the conference room of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The pledge to the flag was led by Councilmember Clark and the invocation was delivered by Councilmember Low. ROLL CALL OF OFFICERS: Present: Councilmembers Clark, Low, Taylor, Mayor Pro Tern Nunez and Mayor Tran Absent:. None 1. PUBLIC COMMENT FROM THE AUDIENCE - None 2. MATTERS FROM CITY MANAGER AND STAFF A. Consideration of Waiving July 4th Carnival Fee for Adults Recently, members of the 4th of July Parade Committee requested that the City make an alteration to the administration of the annual 4th of July Carnival. It was asked the City discontinue its practice of charging adults to enter the 4th of July Carnival. Currently, the City charges community members who wish to participate in the 4th of July Carnival celebration a nominal fee of $3.00/adult to enter the site. It should also be noted that the event is free for children to attend. Recommendation: That the City Council receive this report and provide direction regarding waiving the 2007 Fourth of July Carnival fee for adults. Barbara Murphy, residing at 9125 Bentel Street, recommended the City not erect a perimeter fence for the event as done in the past, as this year the 4th falls on a Wednesday. She referenced other cities such as Alhambra, El Monte, Arcadia and Monrovia that do not fence in their July 4th celebrations. Frances Chavez, Rosemead resident, supported Ms. Murphy's request to remove the event perimeter fence. Mayor Tran supported the fence removal since the event is on a Wednesday and suggested this would be an opportune time to try the event without a fence. City Council Minutes: Special Meeting 6-6-07 Page 1 of 3 • A Councilmember Clark inquired about safety and the ability to keep the event alcohol and fireworks free if the fence is removed. She stated she supported the fee waiver but not the fence removal because the perimeter fence provides an opportunity to check items brought in by event attendees. Mayor Pro Tern Nunez asked if a perimeter fence is part of the City's agreement with the Carnival vendor. City Manage Lazzaretto indicated he was not aware of the agreement specifics. He also relayed that in the past, the celebration was held in Garvey Park but was later moved to Rosemead Park and a perimeter fence was erected for security reasons and to collect adult fees. Mr. Lazzaretto reported that sheriff personnel are in favor of maintaining the fence to monitor who is coming in and out. Councilmember Low inquired if there was a problem in the past since the event was moved to Rosemead Park. Councilmember Clark suggested the event fence issue be placed on the next agenda. Mayor Pro Tern Nunez made a motion, with a second by Councilmember Low to waive the July 4th Carnival fee for adults. Vote resulted: Yes: Clark, Low, Nunez, Taylor, Tran No: None Abstain: None Absent: None 3. MATTERS FROM MAYOR & CITY COUNCIL A. Closed Session The City Council will recess to a closed session pursuant to Government Code Section 54957: PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Manager The City Council recessed into closed session at 5:15 pm and came back at 6:24 pm. Mayor Tran reported the Council took two actions during closed session. On a motion by Councilmember Clark, with a second by Mayor Tran, the Council voted 5-0 to place City Manager Lazzaretto on administrative leave effective immediately. With the second motion made by Councilmember Low, with a second by Mayor Pro Tern Nunez, the Council voted 5-0 to appoint Oliver Chi as acting City Manager.
