ISSUANCE DATE: July 29, 2019 City of Rosemead – Freeway Corridor Mixed-Use Overlay Zone Request for Proposal No. 2019-10 Page 2 of 13 Freeway Corridor Mixed-Use Overlay Zone INTRODUCTION The City of Rosemead is seeking proposals from qualified land use planners, urban designers and environmental professionals interested in providing consulting services for the preparation of the Freeway Corridor Mixed-Use Overlay Zone. The City would like to create a new mixed- use development overlay to areas along the Interstate 10 (I-10) Freeway corridor on- and off- ramps within the City limits. The project will include preparation and completion of project related General Plan, Zoning Code, and Zoning Map amendments. In addition, the project will also include the preparation of all applicable environmental studies. BACKGROUND The City of Rosemead is a suburb located in the San Gabriel Valley, 10 miles east of downtown Los Angeles. It is bounded on the north by the cities of Temple City and San Gabriel, on the west by Monterey Park, Alhambra, and the unincorporated Los Angeles County community of South San Gabriel, on the south by Montebello, plus by El Monte and South El Monte on the east. The City is 5.5 square miles (2,344-acres) in size. Rosemead is a working-class suburb with a diverse population base. According to the 2010 Census, the City had a population of 53,764. The estimated makeup of the City was 4.7% White, 0.3% African American, 60.3% Asian, 33% Hispanic/Latino (of any race), and 0.7% Non-Hispanic Other. As a substantially built-out city, Rosemead only added 259 residents to its population during the last decade (2000-2010). Rosemead operates under the Council/Manager form of government. The City Council is elected at large to four years, overlapping terms. The Mayor is elected by a majority vote of the City Council and rotates each year. The City Manager is appointed by and serves at the pleasure of the City Council. Gloria Molleda has serves as City Manager since 2018. The Community Development Department serves under the direction of the Director of Community Development, Ben Kim. The Community Development Department combines the functions of Planning, Building & Safety, Economic Development, Housing, and Code Enforcement. City of Rosemead – Freeway Corridor Mixed-Use Overlay Zone Request for Proposal No. 2019-10 Page 3 of 13 PROJECT OVERVIEW The I-10 Freeway is a major east-west freeway that traverses many cities. The City of Rosemead is bounded by New Avenue on the west and Rosemead Boulevard on the east. Important exits include New Avenue, Del Mar Avenue, San Gabriel Boulevard, Walnut Grove Avenue, and Rosemead Boulevard. The City’s General Plan Land Use Element outlines goals and policies that address preserving and encouraging a variety of commercial, industrial, and residential activities and revitalizing underperforming commercial corridors. One of the plan’s action items calls for encouraging, whenever appropriate, land use conversion from marginal commercial, industrial or residential uses to mixed-use development along major arterials in areas of the City designated for Mixed- Use Residential/Commercial. The existing development pattern along the I-10 freeway corridor on- and off- ramps within the City limits (“project area”) is office, strip commercial, auto-oriented businesses (auto-repair, auto service stations, etc.), single and multi-family residential, hotels, and places of religious assembly. It is envisioned that the Freeway Corridor Mixed-use Overlay Project will transform the outdated project area to a multimodal, multi-use area that features strategically placed mixed-use developments between the stretches of diverse commercial uses. The incorporation of mixed-use development will also encourage new residential development. The development of the Freeway Corridor Mixed-Use Overlay Project will streamline both the development approval process and California Environmental Quality Act environmental review process. The City anticipates utilizing Senate Bill 2 grant funds to hire a planning consultant to assist staff in developing the Freeway Corridor Mixed-Use Overlay within the project area. The estimated award amount for Rosemead is $160,000 (small localities less than 60,000 people). The consultant will study the estimated development potential of the planning area and establish site planning, building, parking, architectural, and open space standards and guidelines for development within the planning area. The planning consultant will also prepare an environmental analysis/report per CEQA Guidelines Section 15168. This will facilitate the CEQA streamlining under Section 15168(c) and (d) if projects are consistent and considered later activities under the program. The overall goal of the Freeway Corridor Mixed-Use Project is to streamline both the development process and the CEQA process by pre-entitling and analyzing environmental factors in advance based on the estimated development potential within the planning area. This will streamline the entire process by eliminating the need for project-specific reviews. City of Rosemead – Freeway Corridor Mixed-Use Overlay Zone Request for Proposal No. 2019-10 Page 4 of 13 Task 1: Initial Reconnaissance, Project Kick-off, and Work Program Refinement This initial task is intended to accomplish several important first steps in the work program, including the following: • Establish communication links and protocol with City staff, • Establish an understanding of information sources, • Finalize the project schedule and milestones with staff, and • Act as a discovery process looking at the existing General Plan, Zoning Code and Map, related Design Guidelines, City’s Strategic Plan, and any other necessary information. Task 1.1: The City will meet with the selected Consultant to review the scope of work and make draft refinements. Work Product: Attendance by Consultant; refinements to Scope of Work, Final Scope of Work prepared by Consultant. Task 2: Existing Conditions, Issues, Opportunities, and Challenges Task 2.1: Review existing General Plan, Zoning Code, Zoning Map, Strategic Plan and Other Background Information. The initial phase of the planning process will involve data collection and analysis to: 1. Identify all State and Federal laws, that need to be addressed, 2. Identify any necessary General Plan Amendments (e.g. Amendments to the Land Use Element, Circulation Element, Resource Management Element, etc.) and Zoning Code and Zoning Map Amendments that need to be completed as part of the work program, 3. Provide a thorough understanding of the regulatory framework, 4. Provide an inventory of the existing land use and circulation conditions, and 5. Provide insight into the social and economic character of the project area. Based on the initial data collection effort, an analysis of existing conditions will be compiled. The analysis will present a description of existing conditions and will analyze the information to identify potential issues, opportunities, and challenges. During this phase, the consultant will provide three real-life examples of similar projects. Each example shall be analyzed for its effectiveness and applicability to the Freeway Corridor Mixed-Use Overlay Project. Resources include: • City of Rosemead General Plan • City of Rosemead Zoning Code and Zoning Map • Garvey Avenue Master Plan • City of Rosemead Strategic Plan • City GIS data • Final EIR (FEIR) for the 2008 City of Rosemead General Plan Update and Addendum to the FEIR certified on April 13, 2010 for the 2010 General Plan Amendment City of Rosemead – Freeway Corridor Mixed-Use Overlay Zone Request for Proposal No. 2019-10 Page 5 of 13 • Public Works and Engineering Resources: Pavement Management Plan, Street Tree Inventory and Planting Plan, Climate Study/Greenhouse Gas Inventory, and Public Improvement Plans Work Products: • Background report describing existing conditions in the study area and identifying issues that must be addressed • Summary of similar successful projects Task 2.2: The City will meet with the selected Consultant to review the background report and discuss important issues to be addressed in the project. Task 3: Freeway Corridor Mixed-Use Overlay Zone Preparation (including any required amendments to City’s General Plan, Zoning Code, and Zoning Map) Based on the information collected during previous tasks, the Freeway Corridor Mixed-Use Overlay Zone will be drafted. Any necessary General Plan, Zoning Code, and Zoning Map amendments will be prepared by the consultant and will be adopted as part of the adoption process. At a minimum the Freeway Corridor Mixed-Use Overlay Zone shall include the following: • Goals and Implementation Measures • A Description of the Planning Process • Opportunity Sites - Based on an inventory of existing uses, the plan will identify underutilized or vacant sites whose location, size or surrounding uses, provide the opportunity for them to be designated as opportunity sites. For each opportunity site the following shall be prepared: o Individual maps illustrating area boundaries and parcel-specific land use designations o A brief description of the site characteristics that make an area an opportunity site o Illustrations and text describing the future vision for the site, including specific preferred and alternative uses • Land Use Element o Land Use Plan o Development Standards - These development standards will supersede the existing zoning standards. They should be written clearly and concisely so that they can be easily administered by City of Rosemead Community Department. • Infrastructure Element o Transportation and Circulation Plan o Streetscape/Landscape Plan o Utilities and Public Services/Facilities Plan • Implementation, Financing and Phasing Element o Capital Improvement Program o Funding and Financing Program for Capital Financing and Maintenance (e.g. recommended impact fees) o Phasing Program o Code Enforcement Program City of Rosemead – Freeway Corridor Mixed-Use Overlay Zone Request for Proposal No. 2019-10 Page 6 of 13 In addition, to meeting legal and technical requirements, the Freeway Corridor Mixed-Use Overlay Zone should be drafted so that it clearly illustrates how the planning area will be designed, and how it will look and operate. The Freeway Corridor Mixed-Use Overlay Zone must be written so that it can be understood not only by government officials or land developers, but by community residents and business owners. Work Products: Documents must be provided electronically. Two Administrative Review Drafts, one Public Review Draft and final document should be scheduled and budgeted Task 4: Prepare CEQA Documentation Prepare an Initial Study and appropriate CEQA studies/reports in compliance with the California Quality Act (Public Resources Code 21000-21177) and CEQA Guidelines (California Code of Regulations. Title 14. Division 6. Chapter 3. Section 15000-15387). The environmental review must be an integral part of the planning process and prepared concurrently with the Freeway Corridor Mixed-Use Overlay Zone project. Work Products. (Documents must be provided electronically.) • Initial Study – An Administrative Draft should be scheduled and budgeted. • Notice of Preparation - An Administrative Draft and a Public Review Draft should be scheduled and budgeted. • Scoping Meeting - The consultant will be responsible for facilitating and documenting the scoping meeting. • All applicable CEQA studies/reports • Notice of Determination - A Notice of Determination must be prepared and filed in accordance with the California Environmental Quality Act and CEQA Guidelines. Task 6: Freeway Corridor Mixed-Use Overlay Zone Adoption. The Freeway Corridor Mixed-Use Overlay Zone and CEQA studies/reports will be considered by the Rosemead City Council and Planning Commission. The consultant will primarily be responsible for the presentation, including responding to questions and concerns of City Council or Commissioners. The consultant will also be responsible for incorporating necessary changes into the final documents. Work Products. Documents must be provided electronically. For each document, an Administrative Draft and final document should be scheduled and budgeted. Work products include: • Public Hearing Notices, including required posting, mailing, and filing • Staff Reports, Ordinance(s), and Resolution(s) • Meeting attendance at up to five public hearings (Planning Commission and City Council) • Matrix or table recording any changes to the Public Review Draft recommended by the Planning Commission • An Administrative Draft of the Final Freeway Corridor Mixed-Use Overlay Zone and other related Land Use documents • Final Documents City of Rosemead – Freeway Corridor Mixed-Use Overlay Zone Request for Proposal No. 2019-10 Page 7 of 13 FIRM QUALIFICATIONS In selecting one firm to provide these services, the City of Rosemead seeks the following qualifications: 1. Education, experience, and background in environmental consulting. 2. Qualifications of the Proposal Team. Has the firm been in this type of business for a reasonable length of time? Are referenced prior consulting engagements clearly related to the scope of services desired? Were clients of this firm satisfied that they received high quality professional work? 3. Adequacy of the consultant’s staff to perform the work, including sufficient depth of staff to ensure completion in the event the assigned principals or project managers are unable to perform their duties. 4. Outstanding communication and work skills, including the ability to work in a team environment within a demanding public atmosphere. 5. Documentation of errors and omissions insurance, other insurance as required by City policy, and equal employment opportunity as required by law. 6. For continuing services subject to annual renewal, willingness to participate in an annual cost-effectiveness and performance evaluation in writing by the City’s Finance Director and Community Development Director prior to contract renewal. PROPOSAL REVIEW Selection will follow these steps: 1. Proposal Review: Upon receiving a satisfactory number of proposals, candidates and firms will be evaluated by Community Development personnel. If needed, the best- qualified firms will be invited to participate in an interview. 2. Interview: If needed, a panel consisting of at least three (3) staff members from the City of Rosemead will interview firm/s. Each firm will be given an hour’s space, with the first 10 minutes allocated for a brief presentation. Work samples are encouraged; fancy audio-visual presentations are discouraged. 3. Professional Services Agreement: Upon identification of a preferred provider, the Director of Community Development or his/her designee will request a Professional Services Agreement subject to negotiation of precise work program, terms of payment, and other City requirements. PROPOSAL CONTENTS All proposals shall include the following material: 1. Contact Information: name, address and contact information including fax, e-mail and other means of reaching the firm. Firm Profile: including size and organization, rates, functions and capabilities, and firm philosophy. 3. Relevant Experience and Skills: focusing on the specific needs identified in this proposal, including a description of at least three (but no more than six) prior assignments of the firm during the past five years in which services similar in scope to those outlined in this RFP. Each description must be limited to one page. For each of these prior assignments, provide the following: a. The name of the organization, mailing address, contact name and telephone number. The dates during which the services were performed. b. A summary of the products delivered for the contracted work. 4. Project Approach, where applicable, including an outline of how services would be made available to the City. 5. Project Team, including precise designation of responsible principals and project manager handling day-to-day work program; names and resumes of back-up personnel supporting the project manager; and designation of an alternate project manager in the event illness or other occurrence prevents the project manager from overseeing the contract. 6. Resumes of Key Project Personnel demonstrating experience and capabilities in the subject areas requested. 7. Documentation of Recent Projects specifically addressing the types of work products and activities contained in the request for proposals; the budget employed; references or contacts currently available to answer City questions. 8. Current and Accessible References. References must have experience with the particular individuals assigned rather than to the firm. Proposal should be clear and correct with respect to what firm the respondent was with when performing the work. 9. Falsification of work experience by documenting projects not handled by the firm or individuals will be grounds to eliminate the proposal from further consideration. 10. Cost breakdown. All proposers must provide an itemized spreadsheet documenting the cost on a task-by-task basis for completing the entire project. Important, but not necessary, items may be listed as “optional tasks.” The spreadsheet shall identify personnel and the expected amount of time each team member will devote to each task. The budget must be all-inclusive with overhead and/or reimbursable expenses identified for each task. Hourly rates shall be included for all project team members. 11. Timeline. A detailed timeline should be provided for the project.
