PKC - Minutes - 06-05-18MINUTES OF THE ROSEMEAD PARKS COMMISSION REGULAR MEETING JUNE 5, 2018 The regular meeting of the Rosemead Parks Commission was called to order by Vice-Chair Lin at 7:06 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Vice-Chair Lin, Commissioners Ruvalcaba, and Tocki ABSENT: Commissioner Ly PLEDGE OF ALLEGIANCE was led by Commissioner Lin INVOCATION was led by Commissioner Ruvalcaba 1.PUBLIC COMMENTS FROM THE AUDIENCE -None 2.CONSENT CALENDAR A.Approval of minutes -January 16, February 6, and March 6, 2018. Commissioner Tocki brought up the misspelling of his last name in the March 6,2018 last half of the "Matters from Commission" section. Vice-Chair Lin motioned the approval of the meeting notes at 7:12 p.m. even withthe misspelling of Commissi9ner Tock.i's last name. ACTION: Moved by Commissioner Ruvalcaba and seconded by CommissionerTocki to approved the Parks Commission Minutes of January 16, 2018 and March 6, 2018: Motion carried by the following vote: A YES: Lin, Ly, Ruvalcaba andTocki 3.MATTERS FROM STAFF A.COMMUNITY GARDEN UPDATE Interim Director of Parks and Recreation Yugar presented a brief update of the Community Garden. The lease was approved for the �ity to use the plot of land. Currently in progress is the design, rules and regulations, and the confirmation of quarterly leasing ranges for the gardeners. Furthermore, detailed updates will be given in the August Commission Meeting. Commissioner Tocki asked if the lease gives a time range if asked to vacate the property. Interim Director of Parks and Recreation Yugar answered that the lease is 30-days. Community Director Ben Kim has informed Yugar in a previous meeting that she needs at least 90-days to inform people if we need to vacate the property, and it takes seven months to go through the permit process. So within the seven months, gardeners need to remove their fruits out and relocate. Vice-Chair Lin asked regarding the promotional ideas of informing the public about the garden and if the idea of handing out informational flyers at the community connection forum meetings would be a step to take towards promotion. Interim Director of Parks and Recreation Yugar stated one method of promotion would be in the city brochure. Other methods of promotion would be social media, press- releases, and information booths at the city events. Commissioner Ruvalcaba asked for clarification if the community garden would be open to clubs and associations. Interim Director of Parks and Recreation Yugar clarified that schools, clubs, and associations would have access to the community garden, and potentially their own reserved plots. B. AQUATIC UPDATE Interim Director of Parks and Recreation Yugar presented a brief aquatic update regarding the major issue of the Rosemead Aquatic Center pool heaters breaking down. The heaters breaking down caused the closure of the pool on multiple occasions and the call of an emergency company to come and replace the heaters. An emergency action plan was taken to Council to get the approval of an emergency budget to fix the continuous issue; a budget was approved through Council. C. FARMER'S MARKET Recreational Supervisor Mota pitched a brief idea for the Farmer's Market. The idea would be to move the Farmer's Market to Rosemead Park near the North side ofthe park,by the basketball courts,because there is more visibility and foot-traffic compared to the Civic Center. Currently,there is progress with the W.I.C.program to allow people to purchase fruits and vegetables,but there is a lot ofpublicity that needs to go out from all the money invested in it. The idea has been pitched to City Council and being brought up to Parks Commission to get feedback. Commissioner Ruvalcaba voiced her concern about the amount of fruit and vegetables vendors and if bringing in the W.I.C. program would mean more vendors. Recreational Supervisor Mota stated we can request from Amy Palmer,the person in charge of the event,we are requesting more fruit and vegetable vendors and she could reach out to get them. There was also a suggestion of changing the date of the Farmer's Market to bring a larger crowd and more vendors who would be willing to be a part of our Farmer's Market. Vice-Chair Lin suggested Thursdays for the new dates because people are looking for things to do before the weekend starts. Recreational Supervisor Mota commended Vice-Chair's suggestion and stated that it was a great suggestion because a lot of the neighboring cities have it on other days and if the community and kids are involved in the Farmer's Market, more people would be inclined to go. D. 4TH OF JULY/PARADE/FUN RUN Recreational Supervisor Mota presented a brief updated description of the 4ch of July event and sub-activities of the event.The event-filled day would start off with a 5k Fun Run, then lead into the parade that starts at 10:00 a.m. After the parade would be the 4th of July carnival that would include a dog show, and opening ceremonies leading into the 9:00 p.m. firework show. Mota also asked if the Parks Commission would be interested in the participation of making the float for the parade. E. PARKS AND RECREATION MONTH — COUNCIL MEETING JULY 10, PARKS MAKE LIFE BETTER! Interim Director of Parks and Recreation Yugar brought up the upcoming City Council Meeting on July 10`h that would be presenting a small presentation of Rosemead Parks and Recreation, in honor for Parks and Recreation Month. An invitation to the Park Commissioners was verbally stated by Interim Director of Parks and Recreation Yugar. 4. MATTERS FROM COMMISSION A. Commission Comments Vice-Chair Lin asked for clarification about how they would be able to suggest a topic for discussion for it to be in the agenda. With that being said,Vice-Chair Lin would like future discussion on what the city is doing to ensure there are enough resources to keep up with the expansion of our park spaces and how the various departments work together to plan,budget, and coordinator new expansions for the city. Commissioner Ruvalcaba made a comment about the park hours stating the closure is at dusk,but there were families enjoying it and which brought her joy. In addition, asked if there is a possibility to discuss the City-Wide Yard Sale at the next meeting. Commissioner Tocki asked if there could be an update on the matter discussed in March about Bitely Elementary for a joint-usage. 5. ADJOURNMENT The meeting adjourned at 7:56 p.m. The next Parks Commission meeting will be held on Tuesday,July 3, 2018 at 7:00 p.m. in the Council Chambers.
