REVIEW OF TRAFFIC CONDITIONS AT THE INTERSECTION OF EMERSON PLACE AND EVELYN AVENUE SUMMARY Staff has received requests to review the traffic conditions at the intersection of Emerson Place and Evelyn Avenue. The request is for installation of Stop signs on the eastbound and westbound directions of Emerson Place at Evelyn Avenue. A study was conducted by Willdan Engineering at the location. The study included a Stop warrant analysis to determine if the installation of an all- way Stop control is appropriate. The intersection did not satisfy the warrants; it did not meet the minimum thresholds for the installation of an all-way Stop controlled intersection. STAFF RECOMMENDATION Staff recommends utilizing both option 1 and option 2 which is: Option 1- Install fluorescent yellow green (FYG) Ped Xing signs at the crosswalk (W11-2 with W16-7P signs) with Yield Here to Peds signs (R1-5 sign) and yield lines to help alert drivers of the pedestrian crossing. This installation would be for both the eastbound and westbound approaches of Emerson Place at Evelyn Avenue Option 2- Install FYG Ped Xing signs (W11-2) in advance of the crosswalk with PED XING pavement markings. These signs would provide advanced warning of the pedestrian crossing. This installation would be for both the eastbound and westbound approaches of Emerson Place at Evelyn Avenue. Option 1 could be implemented with this option. 4. STAFF REPORTS 5. COMMISSIONER REPORTS 6.
