The special meeting of the Rosemead City Council was called to order by Mayor Clark at
6:01 p.m., in the Rosemead City Council Chamber located at 8838 East Valley Boulevard,
Rosemead, California.
PRESENT: Mayor/Chair Clark, Mayor Pro Tem/Vice Chair Armenta, Council Members/Board
Members Dang, Low, and Ly(arrived at 6:11 p.m.)

RECONVENE TO REGULAR MEETING
The regular meeting of the City Council, Housing Development Corporation, and the Successor
Agency to the Rosemead Community Development Commission was called to order by
Mayor Clark at 7:07 p.m.

City Attorney Richman stated there was no reportable action taken in Closed Session.
2. PUBLIC COMMENT
Mayor Clark opened the Public Comment period.
Speaker Heidi Tong, Los Angeles County Sanitation Districts, indicated she spoke
at a previous Council meeting to request the City's support in facilitating an
agreement to resolve labor issues; stated that the Sanitation Districts management
and the union have reached a tentative agreement in negotiations,which provides a
full 7% employee contribution to Ca1PERS and a modest COLA for the next 5
years; emphasized this agreement resolves all the outstanding labor issues and
assures rates will continue to be the lowest in the nation; urged Council to support
this item while voting at the April and May Sanitation Districts' meetings.
Mayor Clark stated she will be out of town,therefore Mayor Pro Tem Armenta will
be attending the meeting on the City's behalf
Speaker Dolores Weidermann expressed frustration that the property located at
4542 Halkett Avenue has not cleaned up their excessive trash, furniture or
inoperable vehicle for the past two years; noted she was informed that Code
Enforcement staff cited the property owner. Ms. Weidermann requested Public
Works' assistance with inquiring why the street cleaner has not serviced their area
for the past two weeks;brought to the Council's attention the overgrown vegetation
at the Southern California Edison's property on Mission Drive and Walnut
Grove Avenue.
Mayor Pro Tem Armenta noted she also brought the current condition of the Edison
property to the City Manager's attention to address.
Speaker Brian Lewin extended an invitation on behalf of the Beautification
Commission for all to participate in Civic Pride Day on May 4, 2019, from
8 a.m. to 12 p.m., in effort to help beautify Garvey Park. Mr. Lewin stated he was
now speaking as a resident, inquired if Rosemead has any intention to join the
other cities that recently filed a lawsuit to restrict any kind of delivery of cannabis
in the City.
There being no other comments, Mayor Clark closed the Public Comment period.
3. PRESENTATIONS
A. CAPIO—2019 Excellence in Public Information and Communications Award

City Manager Molleda stated on April 10, 2019, the California Association of
Public Officials (CAPIO) recognized the City of Rosemead in the Special or
Community Event Recurring category for our Trunk or Treat/Haunted House; gave
a special thank you to Janice Huang, Administrative Assistant, for submitting the
application and creating the event display board.
B. Introduction of newly hired Part-time Code Enforcement Officers Eduardo
Espinoza and Enrique Barajas
Community Development Director Kim praised current Code Enforcement
Officers Wayne Co, Abel Rodriguez, and Steve Torres for all their efforts;
welcomed former employee Eduardo Espinoza back to the City of Rosemead and
introduced newly hired Enrique Barajas; stated the Code Enforcement Division will
be initiating a new program to enhance the relationship with the community while
providing education of City services by focusing on canvassing the neighborhood
to discuss such matters as the importance of property management and upkeep.
C. Introduction of newly hired Public Works Manager Robert Chavez
Public Works Director Alfonso introduced Public Works Manager Robert Chavez,
who will oversee the operations of the Maintenance Division; indicated Mr.
Chavez is a certified Arborist and Pest Control Advisor.
D. Introduction of new Temple Station Sheriff Deputy Jose Villanueva
Chief of Police Kusayanagi introduced new Sheriff Deputy Jose Villanueva, a
former U.S. Marine Corp, and veteran of the Sheriff's Department for 11 years.
E. Recognition of Rosemead Resident Private Stephanie Dela Cruz
Mayor Clark indicated Item 3E was tabled for a future Council meeting.

E. Titles of Officers Authorized to Make Deposits and Withdrawals in the Local
Agency Investment Fund
The City of Rosemead invests in the Local Agency Investment Fund(LAIF). LAIF
must have on file a City resolution listing the exact names and titles of officers
authorized to make deposits and withdrawals in the LAIF account. On August 23,
2016, the City Council passed resolution 2016-43 designating the City Manager,
Assistant City Manager, and Director of Finance as the officers having authority to
make deposits and withdrawals in the LAIF account. Resolution No. 2019-18

The City of Rosemead and the Successor Agency for the Rosemead Community
Development Commission require several different bank accounts to efficiently
operate financial matters. Authorized signers on both the City's and the Successor
Agency's accounts include all City Council Members, the Mayor, the Mayor Pro
Tem,the City Manager,and the Assistant City Manager. When new people replace
incumbents,bank signature cards must be completed.

The Rosemead Housing Development Corporation (RHDC) requires a checking
account to efficiently operate its financial matters. Authorized signers on the
RHDC's account include all RHDC Directors, the President, the Vice President,
the Executive Director and the Assistant City Manager. When new people replace
incumbents, bank signature cards must be completed.
Recommendation: That the Rosemead Housing Development Corporation Board
take the following actions:

H. Traffic Signal Improvements at Valley Boulevard and Ivar Avenue—Approval of
Change Order and Additional Funds
On May 30, 2018, the City Council awarded a contract to PTM General
Engineering Services,Inc.,in the amount of$97,079,to complete the Traffic Signal
Improvements at Valley Boulevard and Ivar Avenue. The Council also authorized
a contingency of$10,000 to cover the cost of any unforeseen construction expenses.
Due to the relocation of a traffic signal pole necessitated by an overhead building
obstruction, the overall project cost will exceed the construction contingency.
Therefore, staff is requesting the City Council to allocate additional funding to
cover the final cost of the project.
Recommendation: That the City Council take the following actions:
1. Approve contract change order work for the Traffic Signal Improvements at
Valley Boulevard and Ivar Avenue;
2. Allocate an additional$10,000 in Measure R funds to cover the final cost of the
project; and
3. Take such additional,related action that may be desirable.

Professional Services Agreement to Prepare CEQA Study for the Proposed Marriot
Residence Inn and Marriott Courtyard Dual Hotel Project
On April 1, 2019, the Community Development Department issued a Request for
Proposal to seek a qualified environmental consultant services to assist with the
preparation of required California Environmental Quality Act ("CEQA") studies
for a new hotel development (Marriott Residence Inn and Marriott Courtyard")
proposed at 500 Montebello Boulevard. Four proposals were received, and staff is
recommending that the City enter into a Professional Service Agreement with Phil
Martin & Associates, Inc. to prepare the applicable CEQA analysis. Pursuant to
the City's adopted fee schedule,the cost to retain the environmental consultant will
be fully paid by the applicant.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to execute a contract agreement with Phil Martin
&Associates, Inc. to assist in the preparation of required CEQA studies.
2. Direct staff to obtain a deposit of$62,755 from the developer to cover the full
cost for contract services prior to authorizing the environmental studies
consultant to proceed.
J. Renewal of General Services Agreement with the County of Los Angeles
The City Council will consider renewal of the General Services Agreement with
the County of Los Angeles,which will expire on June 30, 2019. The renewal is for
another five-year period through June 30, 2024. The General Services Agreement
allows the City to obtain "as-needed time-limited" services through the County.
Renewal of the General Services Agreement does not affect ongoing services
provided by the County such as law enforcement services.
Recommendation: That the City Council take the following actions:
1. Authorize the Mayor to execute the renewal of the General Services Agreement
with the County of Los Angeles; and
2. Take such additional, related action that may, be desirable.
K. Resolution No. 2019-20 — Commemorating Senate Bill S-1050, The Chinese-
American World War II Veteran Congressional Gold Medal Act
This item is presented to the City Council at the request of Mayor Margaret Clark.
Mrs. Clark would like to formally commemorate Senate Bill S-1050, the Chinese-
American World War II Veteran Congressional Gold Medal Act by resolution.
Recommendation: That the City Council approve Resolution No.2019-20,entitled:

MEDAL ACT
6. MATTERS FROM CITY MANAGER& STAFF
A. Resolution No. 2019-21 —Approving the Valley Boulevard Resurfacing, Phase II
Project Funded by the Road Repair and Accountability Act
Director of Public Works Alfonso stated on April 28, 2017, California Senate Bill
1 (the Road Repair and Accountability Act of 2017)was signed into law to address
basic road maintenance, rehabilitation, and critical safety needs on both the state
highway and local streets road system; noted a percentage of this new Road
Maintenance and Rehabilitation Account (RMRA) funding will be apportioned by
formula to eligible cities and counties for projects that meet the RMRA
requirements; indicated prior to receiving an allotment of RMRA funds from the
State Controller each fiscal year, the City must submit to the California
Transportation Commission a list of projects proposed to be funded with these
funds and demonstrate the maintenance of efforts.
In response to Council Member Low, Mr. Alfonso asserted that from design to
construction, a project can be completed within the fiscal year it is budgeted in. 111
City Manager Molleda indicated that the City Council will be kept informed and
staff will keep the community aware via social media as the projects arise.
ACTION: Moved by Council Member Ly and seconded by Council Member Dang
to take the following actions:
1. Adopt Resolution No. 2019-21, approving the use of RMRA funds for the
following projects:
a. Valley Boulevard Resurfacing, Phase II Project in the amount of
$886,800.
b. Walnut Grove Avenue Resurfacing Project in the amount of$28,000.

fund balance to meet the "Maintenance of Effort" requirements for
FY 2019-20.

DISCUSSION OF CONSENT CALENDAR ITEM 5.H
Mayor Pro Tem Armenta indicated she did not realize Agenda Item 5.H was under
the Consent Calendar, however, since it was already approved, she reiterated her
previous concerns with allocating additional funding to St. Francis Electric within
less than a year time frame; emphasized the importance of the Directors to obtain
all of Council's concerns (past and present)related to a specific matter.
Director of Public Works Alfonso clarified that Item 5.H is not pertaining to the
contract with St. Francis Electric for Traffic Signal Maintenance, rather it is a
construction contract with PTM General Engineering Services, Inc., to complete
the Traffic Signal Improvements at Valley Boulevard and Ivar Avenue; asserted
due to the relocation of a traffic signal pole necessitated by an overhead building
obstruction,the overall project cost will exceed the construction contingency.
In response to Mayor Pro Tem Armenta, Council Member Ly indicated Item 5.H is
a completely different project.
Mr. Alfonso further clarified the initial contract approved was in the amount of
$97,079, so staff is currently asking for an additional$10,000 to cover the final cost
of project.
Council Member Ly applauded Director of Public Works Alfonso for controlling
the construction projects efficiently as there have not been many change orders.
B. Memorial Bench and Tree Program
Recommendation: That the City Council review and consider the following draft
Memorial Bench and Tree Program and provide input and guidance.
Director of Parks and Recreation Boecking presented the Draft Memorial Bench&
Tree Program, which provides Rosemead the opportunity to commemorate or
honor family, friends, and business professionals whom have passed away or who
have had a positive impact on the community; noted the dedication helps enhance
and beautify the City of Rosemead's parks while helping to meet the City's vision
of developing a premiere park, recreation and open space system.

In response to Council Member Ly, Mr. Boecking asserted the end goal is to
incorporate this program as an Administrative Policy.
Mayor Clark opened the Public Comment period.
Speaker Brian Lewin indicated support for the program; urged Council to add
stronger language to Guideline 1. "The program is reserved for memorial purposes
only for individuals who resided in Rosemead at some time in their life, or who
provided public service to the community of Rosemead". Mr. Lewin opined you
are essentially memorializing that person, so a stronger merit is needed, especially
since people will perceive it as the City is endorsing it.
Speaker Betty Kwan ascertained there is a ten-year guarantee of bench maintenance
and plaque replacement, however noted there was not a replacement guideline for
trees in the draft policy; suggested the City define and separate "serving the
community" and "civic duty", such as serving the community is everything other
than voting and paying your property tax.
There being no other comments, Mayor Clark closed the Public Comment period.
In response to Mayor Clark's inquiry, Director of Parks and Recreation Boecking
advised that the Cities of South Pasadena and Monrovia have this program, which
begins with an application process based off certain criteria and then goes through
an Administrative review period from City staff or the Parks Commission.
Council Member Ly provided background as to how this program came about from
a resident whose mother passed away that volunteered many years to assisting the
Boy Scout Program in Rosemead; indicated support for the Parks Commission to
review the requests.
Mayor Clark expressed concern since many of the Parks Commissioners are new,
they may run into the issue of not understanding an applicant's significance to
the City.
Mayor Pro Tem Armenta indicated with a biography attached to the application,
our Parks Commissioners will be able to vet which merit for approval.
Council Member Ly suggested running a pilot for the first year where the Parks
Commission brings their recommendations to Council for consideration and
reexamine the reviewal process to determine if the Commission should have sole
authority.
In response to Council Member Dang, Mr. Boecking confirmed the City would
absorb the cost of regular maintenance for the bench; clarified if the bench is
damaged beyond repair, the donor is not required to replace the bench,however, it
would be the owner's responsibility to replace it if so desired.

In response to Mayor Clark, Mr. Boecking asserted if something happened to the
tree,the City would replace it.
City Attorney Richman urged staff to prepare a waiver for donors to sign,
acknowledging that the City retains oversight and maintenance of the tree
and bench.
City Manager Molleda informed Council that this item will be presented to the
Parks Commission next month in May.
In response to Council Member Low's inquiry,Council Member Ly indicated there
are three levels of approval that all applicants must go through.
Mayor Pro Tem Armenta emphasized we need to be clear with the policies as we
are setting the precedence for this program.
Council Member Ly made a motion to approve the draft Memorial Bench and Tree
Program policy with the following amendments: "The Director Parks Commission
shall have the authority to accept or deny memorial bench or tree applications and
ensures all guidelines are met. The City Council will ratify all approvals or denials
for the first year and will revisit this item thereafter."
ACTION: Moved by Council Member Ly and seconded by Mayor Pro Tern
Armenta to approve the draft Memorial Bench and Tree Program policy as
amended. Motion was carried out by the following vote AYES: Armenta, Clark,

7. MATTERS FROM MAYOR& CITY COUNCIL
A. City Council Comments
Council Member Ly inquired how many street signs still need to be changed from
the former green background to the current white background with maroon writing;
asked for a status of the second community garden as the first community garden
was so popular.
City Manager Molleda responded that information on the street signs will be
provided in Council's Weekly Update; indicated the second community garden is
being brought through the budget process.
Council Member Low noted she and Council Member Dang are working with
Director of Parks and Recreation Boecking to assist the Wealth By Health Steps
For Change Foundation in setting up a mobile medical and dental clinic here in
Rosemead; emphasized the services are free of charge to residents.

Council Member Dang stated it is a nonprofit organization that does not ask for any
donations; requested an update on the traffic issue on Rosemead Boulevard.
City Manager Molleda confirmed the Director of Public Works reached out to
Caltrans, however a response is pending; stated an update will be added to the
Weekly Update.
Mayor Pro Tem Armenta opined that staff needs to assess all our trees as there are
a numerous amount of them leaning which can pose a danger; expressed concern
for the lack of maintenance on rights-of-way from San Gabriel Boulevard through _
Emerson Place; read the following from the Rosemead Municipal Code:
• Parkway shall mean the portion of the street between the sidewalk and the
roadway for vehicle travel or any private property adjoining the roadway over
which the City or public holds a property right. The City does not maintain
landscaping easements over residential parkways. Trees, landscaping and
hardscape found within residential parkways are wholly owned by the
adjacent property owner.
• 8.44.030 - Public nuisance conditions.
The City Council finds and declares that it is a public nuisance and unlawful
for any person to allow, cause, create, maintain, or permit others to maintain,
property or premises in the city in such a manner that:
A. Any one or more of the following conditions are found to exist thereon:
3. Overgrown vegetation causing detriment to neighboring properties or
property values;
4. Dead trees, weeds and debris:

Mayor Clark praised Parks and Recreation staff for a successful Eggstravaganza
event, particularly for separating the age groups in different areas; noted that
Rosemead became a party in interest in the Gardena lawsuit on the stormwater
regulations, in which the judge ruled in our favor.
Council Member Ly applauded Mayor Clark's lone efforts and diligence in seeing
this stormwater matter through.

Mayor Clark adjourned the regular meeting at 8:29 p.m. The next regular City Council
