RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
PROPOSING AMENDMENTS TO THE BY-LAWS OF THE CALIFORNIA
CONTRACT CITIES ASSOCIATION.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE
AS FOLLOWS :
Section 1. That the By-Laws of the California Con-
tract Cities Association should be amended so as to incorpo-
rate provisions as follows :
(a) That the Parliamentarian should be objective
and independent of the position of any member city on any
issue and may be employed by the President from outside of
the membership of the Association if necessary to obtain
such objectivity and independence;
(b) That no member city should have more than one
vote in any capacity on the Board of Directors , executive com-
mittee or other meeting;
(c) That the presiding officer of the Association
should maintain order at all meetings and conformity with the
Rules of Order provided for in the By-Laws and , if necessary,
should appoint a Sergeant-at-arms to maintain order.
Section 2. That in order to implement the provi-
sions of Section 1 hereof, the By-Laws of California Contract
Cities Association be amended as follows :
(a) That Article VI Section 11 be amended to read:
"The President shall appoint a Parliamentarian, from within
or outside of the membership of the Association, whose duties
shall be to know the By-Laws of the Association, Roberts °
Rules of Order ,. Revised, and Parliamentary Procedure , and to
interpret the same when requested to do so by the presiding
officer. The Parliamentarian shall not vote upon :any question
nor represent the position of any member city with respect to
any question, but shall be objective and independent and may
be employed by the President from outside of the membership of
the Association. "
(b) That Article VII be amended by adding a new
Section 5 to read:
"Section 5. The presiding officer shall maintain
order at all meetings , shall require all proceedings to
be conducted in accordance with the Rules of Order of
the Association and shall appoint a Sergeant-at-arms
if necessary to maintain order. "
Section 3 . That the City Clerk is directed to mail
copies of this resolution to all members of the California
