SUBJECT: ADOPT RESOLUTION NO. 2019-58 AUTHORIZING SUBMITTAL OF
APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH
CITY OF ROSEMEAD IS ELIGIBLE
SUMMARY
The City of Rosemead completed a CalRecycle Rubberized Pavement Grant project application
for CalRecycle TRP 12 Cycle.
The CalRecyle grant program allows the State of California (State) to administer various grant
programs (Grants) in furtherance of the state efforts to reduce, recycle and reuse solid waste
generated in the state, thereby preserving landfill capacity and protecting public health and safety
and the environment.
DISCUSSION
The City completed a CalRecycle Rubberized Pavement Grant project application for Cal
Recycle TRP 12 Cycle.
The Grant will reimburse the City asphalt tonnage costs at a rate of $10.00 per tonnage of
rubberized asphalt placed.
The following streets are eligible for Grant funding as per the final application:
1) Valley Boulevard: Western City Limit (west limit) to Rosemead Boulevard (east limit)
(300,000 SF)
2) Valley Boulevard: Rosemead Boulevard (west limit) to Eastern City Limit (east limit)
(370,000 SF)
3) Walnut Grove Avenue: Marshall Street (south limit) to Northern City Limit (north limit)
(394,500 SF)
4) Walnut Grove Avenue: I-10 Fwy (south limit) to Garvey Avenue (north limit) (155,000
SF)

5) Rosemead Boulevard: I-10 Fwy (south limit) to Newby Avenue (north limit) (270,000
SF)
Resolution No. 2019-58, follows Public Resources Code sections 48000 et seq. which authorizes
the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant
programs (Grants) in furtherance of the State of California's (State) efforts to reduce, recycle and
reuse solid waste generated in the State thereby preserving landfill capacity and protecting public
health and safety and the environment.
In addition, CalRecycle is required to establish procedures governing the application, awarding,
and management of the Grants.
CalRecycle Grant application procedures require, among other things, an applicant's governing
body to declare by resolution certain authorizations related to the administration of CalRecycle
Grants.
Furthermore, City Council resolves that the Director of Public Works, or his designee is hereby
authorized and empowered to execute in the name of the City of Rosemead all Grant documents,
including but not limited to, applications, agreements, amendments and requests for payment,
necessary to secure Grant funds and implement the approved Grant project and that these
authorizations are effective for five (5) years from the date of the adoption of Resolution No.
2019-58.
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 2019-58, authorizing submittal of application(s) for all CalRecycle
Grants for which City of Rosemead is eligible.
FISCAL IMPACT
There is no fiscal impact to accepting Resolution No. 2019-58 for CalRecycle Grant
applications.
STRATEGIC PLAN IMPACT
The Grant funding will help the City of Rosemead's budget in the CIP program, therefore,
assisting Strategy Five, "Achieve and maintain a structurally balanced General Fund budget with
regular, recurring revenues that are sufficient to cover ongoing expenses".

This project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.

RESOLUTION OF THE CITY OF ROSEMEAD
AUTHORIZING SUBMITTAL OF APPLICATION(S)
FOR ALL CALRECYCLE GRANTS FOR WHICH
CITY OF ROSEMEAD IS ELIGIBLE
WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of
Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants)
in furtherance of the State of California's (state) efforts to reduce, recycle and reuse solid waste
generated in the state thereby preserving landfill capacity and protecting public health and safety
and the environment; and
WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures
governing the application, awarding, and management of the grants; and
WHEREAS, CalRecycle grant application procedures require, among other things, an
applicant's governing body to declare by resolution certain authorizations related to the
administration of CalRecycle grants.
NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the submittal of
application(s)to CalRecycle for 1) all grants for which City of Rosemead is eligible; and
BE IT FURTHER RESOLVED that the Director of Public Works, or his designee is hereby
authorized and empowered to execute in the name of the City of Rosemead all grant documents,
including but not limited to, applications, agreements, amendments and requests for payment,
necessary to secure grant funds and implement the approved grant project; and
BE IT FURTHER RESOLVED that these authorizations are effective for 1) five (5) years from
the date of adoption of this resolution.
