SUBJECT: RATIFY EMERGENCY EXPENDITURES ON WALNUT GROVE
AVENUE SINK HOLE REPAIR
SUMMARY
Shawnan (Contractor) completed the field emergency work to repair a sinkhole on Walnut Grove
Avenue at south of Valley Boulevard and Walnut Grove Avenue, over Rubio Wash. The field
work is completed; therefore, staff is requesting the City Council to ratify a change order to
cover the emergency repair cost.
DISCUSSION
In July 2019, a sink hole occurred around existing storm drain line over Rubio Wash within the
city limits. Staff reviewed the field conditions and coordinated an emergency repair work to
mitigate the failed storm drain pipe by replacing the portion of the pipe and backfill the sinkhole
with concrete slurry. The work commenced pursuant to City Municipal Code, Section
3.24.090.A. (Using alternative purchasing procedures, Emergencies).
In July 2019, as part of emergency repair coordination, staff solicited informal quotes for this
repair work from contractors. The quotes were in the range of $90,000 to $100,000 for this
repair. After review and negotiation, Shawnan (Contractor) was authorized to commence with
field work on a not-to-exceed budget of$69,675.
In August 2019, Shawnan (Contractor) completed the emergency repair work. The work was
completed within the approved not-to-exceed budget.
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Ratify emergency expenditures totaling $69,675.00;
2. Authorize staff to file Notice of Completion for the project.

FISCAL IMPACT
This emergency repair cost will be covered as part of Localized Pavement Repairs project
(Project No. 28007). This project is part of Fiscal Year 2019-2020 CIP Program. The budget for
this is $345,000, which consists of$15,000 in General Funds, $200,000 Gas Tax and $130,000
in Measure R funds. The final construction cost of the said emergency repair is $69,675.
STRATEGIC PLAN IMPACT
This project is in alignment with Strategy 3 of the City of Rosemead's Strategic Plan,
Beautification and Infrastructure.
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.

This item has been noticed through the regular agenda notification process.
