The meeting was called to order by Mayor Maude at • 7:45 o'clock p.m. 1. CALL TO ORDER The Pledge of Allegiance was led by Planning Commissioner Harry Buchanan. The Invocation was delivered by Councilman Jackman. 2. ROLL CALL Present: Councilmen: Andersen, Jackman, Maude. Absent: Councilmen: Phinney, Stead. Ex officio: Watson, Farrell, Mansur, Cushman; Armstrong. w 3. APPROVAL OF MINUTES. None. Mayor Maude declared the meeting recessed to the public hearing at Muscatel School. Mayor Maude reconvened the meeting at Muscatel School at 8:03 o'clock p.m. The Pledge of Allegiance was led by Planning Consultant Everett Mansur. Mayor Maude introduced the Council, the Staff and the Planning • Consultant to the audience. PUBLIC HEARING 4. ZONING ORDINANCE ORDINANCE NO. 112. AN ORDINANCE OF THE CITY OF ROSEMEAD AMENDIOG THE ROSEMEAD MUNICIPAL CODE, REPEALIAIG CHAPTER 1 OF ARTICLE 1): AND ENACTING IN LIEU THEREOF, A NEW CHAPTER 1 ENTITLED "ZONING REGULATIONS": ESTABLISHING LAND USE ZONES WITHIN THE CITY OF ROSEMEAD, ESTABLISHING CLASSIFICATIONS OF LAND USES: REGULATING THE USE OF LAND, THE USE, BULK, HEIGHT, AREA AND YARD SPACES OF BUILDINGS: ADOPTING A ZONING MAP, AND PROVIDING FOR THE ADJUST- MENT, ENFORCEMENT AND AMENDMENT OF THE FOREGOING, AND REPEALING CERTAIN SECTIONS OF SAID MUNICIPAL CODE. Mayor Maude requested anyone in the audience who wished to address • the Council to please stand and be sworn in. The Oath was administered by Deputy City Clerk Armstrong. Mayor Maude declared the public hearing open at 8:06 o'clock p.m. At the request of Mayor Maude, Planning Consultant Everett iansur presented the proposed zoning ordinance. Mr. Mansur read the title of the ordinance and explained the requirements of each part. C 0 • 9-12=63 Councilman Stead arrived at 8110 o'clock p.m. Following the presentation by Mr. Mansur, Mayor Maude read the heading of the petition submitted requesting further study of the ordinance and announced that there were 391 signatures appended thereto. Mayor Maude read in full the heading of the petition favoring adoption of the ordinance and announced there were 9 signatures appended thereto: Roy Casares, 9513 Guess Street, filed additional petitions favoring adoption of this ordinance, bearing 59 signatures. Mayor,Maude read in.full a communication from Norman Morgan favoring adoption of this ordinance. Mayor Maude read in full a communication from Robert Angles requesting that Pest Control be a permitted use in the C-3 zone rather than requiring M-1. The following persons addressed the Council in opposition to the proposed ordinance: • Harry Higley, 8518 Valley Boulevard, M. Homer Peterson, Jr., 9816 Valley Boulevard, Vern Hall, 3655 Muscatel Avenue, Everett Smith, 8402 Mission Drive, Norman Daley, Sherman Oaks, California, and H. L. Brown, San Gabriel, California. The following persons addressed the Council favoring adoption of this proposed ordinance: William S. Reed 9347 DeAdalena Street, Frank DiNoto, 8655 East Valley Boulevard, Burl Blue, 9313 De Adalena Street, Earlene Moore, 3520 Marybeth Avenue, Willietta Kunz, 3911 Ivar Avenue, Roy Casares, 9513 Guess Street, Joseph Tuck, 9030 DeAdalena Street, Jack and Virginia Smith, 9225 Guess Street, • Mr. and Mrs. Mel Massaro, 9540 DeAdalena Street, Ed Bush, 4840 Muscatel Avenue, Jerry Hansen, 9317 Guess Street, Elma and William Smith, 9524 Guess Street, Moritz Henlin, 9355 DeAdalena Street, and Rodney Mahoney, Rosemead Elementary School Superintendent. Mayor Maude declared the public hearing closed at 10:55 o'clock p.m. Councilman Andersen requested that the Council consider changing the minimum required in section 9104.07 to 900 square feet. Mayor Maude polled the Council and by a vote of 3 to 1 the requirement in this section was left at 1000 square feet. • The Council unanimously agreed that section 9105.06 should be reworded to require a 5,000 square foot minimum lot. The City Attorney was requested to clarify the wording of the third paragraph of section 9106.09. Mayor Maude stated that since Mr. Mansur had read this ordinance by title only, further reading would be waived, if there were no objections. There were no objections. - 2 - C g-12-63 It was moved by Councilman Andersen, second by Councilman Jackman, that Ordinance No. 112 be introduced. Roll call vote as follows: AYES: Councilmen: Andersen, Jackman, Maude, Stead. NOES: Councilmen: None. ABSENT: Councilmen: Phinney. • It was moved by Councilman Andersen; second by Councilman Jackman, and unanimously carried, that the meeting adjourn.
