The special joint meeting of the Rosemead City Council was called to order by Mayor Clark at
6:08 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard,
Rosemead, California.

B. ROPS Submittal — July 2020 Through June 2021
The Department of Finance (DOF) requires the Recognized Obligation Payment
Schedule (ROPS) for the period July 1, 2020, through June 30, 2021, be submitted
to the DOF by February 1, 2020. Prior to that, the ROPS must be reviewed and
approved by the Los Angeles County Consolidated Oversight Board. The deadline
to submit the ROPS to the Oversight Board is December 23, 2019.
Recommendation: That the Rosemead Successor Agency Board take the following
actions:

MARCH 3, 2020
City Clerk Hernandez stated the nomination period for the March 3, 2020, General
Municipal Election was held from Tuesday, November 12, 2019, through Friday,
December 6, 2019. At the close of the nomination period, the following individuals

were nominated: Sean Dang and Polly Low. Therefore, at this time, the City
Council may appoint the individuals who have been nominated and cancel the
election by resolution.
ACTION: Moved by Mayor Pro Tem Armenta and seconded by Council Member Low to
adopt Resolution No. 2019-71, cancelling the March 3, 2020, election and appointing Sean
Dang and Polly Low each to four-year terms of office as City Councilmembers. The motion
was carried by the following vote: AYES: Armenta, Clark, Low, Dang and ABSENT:
