CITY COUNCIL
Minutes of April 30, 1963
An adjourned regular meeting of the City Council of the City of
Rosemead was held in the Council Chambers, 8815 East Valley
Boulevard. The meeting was called to order by Mayor Maude at
7:38 o'clock p.m.
1. CALL TO ORDER
The Pledge of Allegiance was led by Mayor Maude.
The Invocation was delivered by City Administrator Farrell.
2. ROLL CALL
Present: Councilmen: Andersen, Jackman, Maude, Stead,
Absent: Councilmen: Phinney.
Ex officio: Watson, Farrell, Wroe, Armstrong.
• 3. APPROVAL OF MINUTES.
None.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS
THE COUNCIL
Wiliietta Kunz, 3911 Ivar Avenue, addressed the Council suggesting
that street design plans should be approved by the Beautification
Committee to prevent the unnecessary removal of trees.
5. STUDY SESSION. BALANCE OF PROPOSED ZONING ORDINANCE
Planning Commissioners attending this meeting were: Buchanan,
• Casares, Crabtree, Kunz, McCaffree, Taylor, Wilt. (Commissioner
Crabtree arrived at 9:25 o'clock p.m.)
Attorney Watson arrived at 8:05 o'clock p.m.
Following discussion, it was decided that Section 9122.09 Commercial
and Industrial Buildings should be separated. Subsection A -
Commercial parking requirements to be one (1) parking space for
each 250 square feet of floor space and Subsection B - Industrial
parking requirements to be one (1) parking space for each 400
square feet of floor space.
Following discussion, it was suggested that Section 9122.12 be
changed by adding "Except as provided in Section 9122.06", follow-
ing the section title.
Commissioner Casares was excused at 8:32 o'clock p.m.
• Councilman Phinney arrived at 8:52 o'clock p.m.
Section 9122.13 Improvements was changed requiring a 42 inch
wall rather than a 4 foot wall when a parking lot abuts R
classified property, and provisions for a fence or eugenia or
evergreen hedge abutting a street were deleted, and a wall not
less than 3 feet required.

Mayor Maude called a recess at 9:15 o'clock p.m.
Mayor Maude reconvened the meeting at 9:30 o'clock p.m.
Following discussion, Section 9126 - Applications, the second
sentence was reworded to read, " The Planning Commission shall
provide forms and written instructions for such purposes,.shall
. prescribe the type of information to be provided thereon and
other reasonable requirements not inconsistent herewith."
D. M. Stevens, Southern California Edison Company, Los Angeles
office, requested that Section 9125 be amended to provide that
application can also be made by a public or private agency who
is or will be a plaintiff in an action in eminent domain.
Sections 9127 and 9127.01 were discussed and the Council agreed
that the fee for filing an appeal of a Planning Commission decision
with the City Council should remain $50.00 plus costs'.
Attorney Watson advised the Council that the ut.i.lity companies
had suggested that a Section 9121.20 be added to the ordinance
as follows:
The provisions of this ordinance shall have no application
. to communication lines, electric transmission or distribution
lines or gas pipe lines, regulators.or meters used directly
or indirectly for service to the public or.any portion there-
of by persons firms or corporations subject to the jurisdiction
of and regulations by the Public Utilities Commission of the
State of California.
Following disucssion, Attorney Watson was instructed to reword
this proposed section to exclude structures.
Jack Cassidy, Pacific Telephone and Telegraph Company;,addressed
the Council regarding side yards,and advised the Council of the
difficulty encountered by his company when building is permitted
up to the property line:
Mr. Stevens and Mr. Ross of the Edison Company advised the Council
that the company prefers Al zoning for the Edison Company trans-
mission line right-of-way.
Discussion of Section 9129 revealed that this section might well.
be deleted and the Building Code sections pretaining to Occupancy
Permits strengthened.
Everything following Section 9131 was ordered deleted as it had
been included in this ordinance inadvertently.
Planning Commission Chairman Joe Wilt suggested that the Council.
consider the possibility of including an overlay zone which would
permit a limited number of billboards in the City.
It was moved by Jackman, second by Phinney, and unanimously
carried, that the meeting adjourn. Meeting adjourned at
11:53 o'clock p.m.
