CITY COUNCIL
Minutes of April 16, 1963
An adjourned regular meeting of the City Council of the City of
Rosemead was held in the Council Chambers, 8815 East Valley
Boulevard. The meeting was called to order by Mayor Maude at
7:34 o'clock p.m.
1. -GALL TO ORDER.
The Pledge of Allegiance was led by Planning Commission Chairman
Joe Wilt.
The Invocation was delivered by Father Robert Strang of the
Immanuel Episcopal Church.
2. ROLL CALL
Present: Councilmen: Andersen, Jackman, Maude, Stead.
Absent: Councilmen: Phinney.
Ex officio: Watson, Farrell, Wroe, Armstrong.
3. APPROVAL OF MINUTES
None.
Mayor Maude stated that this was a joint study session with the
Planning Commission for the purpose of studying the second draft
of the proposed zoning ordinance, and requested Planning Commission
Chairman Joe Wilt to call his meeting to order.
Chairman Wilt called the Planning Commission to order at 7:36
o'clock p.m.
The following Planning Commissioners were present: Buchanan,
O Crabtree, Kunz, McCaffree, Taylor, Wilt. Commissioner Casares
was absent.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS
THE COUNCIL.
Ken Pike, Beautification Committee Chairman, requested that
the City purchase stationery for this committee.
Following discussion, it was moved by Councilman Jackman,
second by Mayor Maude, that the City provide the Beautification
Committee with letterheads and envelopes; costs not to exceed
$15.00.

5. JOINT STUDY SESSION - CITY COUNCIL AND PLANNING COMMISSION.
PROPOSED ZONING ORDINANCE.
Attorney Watson suggested that since neither the Planning
Commission or the City Council had had the opportunity to study
this second draft prior to this meeting, the best course of
action might be to take the ordinance section by section with
suggestions and questions being made at any time.
Planning Consultant Everett Mansur arrived at 8:17 o'clock p.m.
Councilman Phinney arrived at 9:42 o'clock P.M.
Following discussion, the following changes were agreed upon by
both the City Council and the Planning Commission.
1. Section 9113.01, Subsection C, 2, to be deleted.
2. Section 9115.02 to be changed from one hundred (100)
to seventy-five (75).
3. Section 9121.05, Subsection I, to be changed from one
:1) year to three (3) years.
• 4. Section 9121.15 to be submitted to the City Attorney
for report.
Study was made to page 52 of the ordinance, and it was decided
that another study session would be held on Arril 30, 1963.
Planning Commission Chairman Joe Wilt declared the Planning
Commission adjourned at 11:55 o'clock p.m.
it was moved by Andersen, second by Maude, and unanimously
carried, that the meeting adjourn. Meeting adjourned at
11:56 o'clock p.m.
